Around 1.2 million expat workers expected to leave Saudi Arabia in 2020
Report from Jadwa Investment Company revealed 300,000 expats have left kingdom already this year

Around 1.2 million expat workers are expected to leave Saudi Arabia this year, according to the latest figures released by Jadwa Investment Company.
The report also revealed that, based on health insurance data, an estimated 300,000 expats have left the kingdom so far in 2020 – between April 22 and June 3 alone, a total of 178,000 applications were made to ‘Awdah’, which aims to facilitate the departure of expat workers to their home countries, and subsequently filed through the Ministry of Interior.
According to the report, 445,000 foreign workers left the Saudi labour market in 2019.
Sectors struggling the most include transport, wholesale and retail, hotels and restaurants, and non-oil manufacturing, in addition to entertainment & leisure; while education, health, public administration, utilities and agriculture are also facing “challenging conditions”.
However, despite the potential exodus, it said the Saudi unemployment rate is expected to remain unchanged at around 12 percent by the end of the year, largely as a result of the Saned scheme – an unemployment benefit programme launched in 2014 which bears 60 percent of most of the private sector Saudi workers’ salaries for three months.
Latest data from the General Organisation of Social Insurance (GOSI) shows there were 450,000 Saned beneficiaries by May in more than 90,000 companies. So far, around SR2.4 billion ($640 million) has been handed out, around 37 percent of the scheme’s budget.
The report said: “Thus, we see further scope for the Saned scheme to be extended for more than three months, if necessary. For example, a similar furlough scheme has been extended in the UK for an additional four months, until October 2020, even as the economy progressively opens up.”

8.3 Customer Responsibilities. Throughout the applicable Support Period, Customer will: (a) at its expense, maintain an approved, secure internet connection and such other compatible devices as needed to enable Licensor to gain remote access, with Customer’s consent, to the computer system(s) on which the Software is installed for diagnostic, error notation and correction and other support purposes; (b) cooperate with Licensor in investigating and seeking to identify the cause of any claimed failure of the Software to perform in accordance with this Agreement; (c) allow such other remote and/or on-site access to the Software and to Customer's systems as may be reasonably required for Licensor to perform Support activities and (d) install all Updates and/or Version of the Software within at least eighteen (18) months of their release by Licensor. Licensor’s obligation to provide the Support described in Section 8.2 above shall not apply to the extent Customer is not in full compliance with this Section 8.3. Customer acknowledges that the failure to timely install any Updates and/or Versions shall excuse Licensor’s warranty and indemnity obligations herein, if and to the extent any performance or infringement issues thereby would have been avoided or mitigated by Customer’s installation of such Updates and/or Versions.

تُشير التوقعات إلى احتمالية مغادرة حوالي 1.2 مليون عامل أجنبي للملكة العربية السعودية هذا العام وفقاً لأحدث الإحصاءات الصادرة عن شركة جدوى للاستثمار.
كما كشف التقرير الصادر عن الشركة كذلك عن مقاربة عدد العمالة الأجنبية التي تركت البلاد بالفعل حتى الآن في عام 2020 300,000 عامل أجنبي استناداً إلى بيانات التأمين الصحي - حيث تم تقديم ما إجماليه 178,000 طلب بين 22 أبريل و3 يونيو فقط لخدمة "عودة" المعنية بتسهيل إجراءات عودة العمالة الأجنبية لبلادهم، وهي الطلبات التي توجه بعد ذلك إلى وزارة الداخلية.
كما أشار التقرير أيضاً إلى مغادرة 445,000 عامل أجنبي لسوق العمل بالمملكة العربية السعودية في عام 2019.

وحسبما ورد بالتقرير أيضاً: "ومن ثم فإننا نرى التوسع في نطاق نظام ساند لأكثر من ثلاثة أشهر حسبما تقتضي الحاجة. فعلى سبيل المثال، خضع نظام مماثل للتسريح المؤقت بالمملكة المتحدة للتمديد لفترة أربعة أشهر إضافية حتى أكتوبر 2020، حتى ولو جاء ذلك تزامناً مع معاودة فتح الاقتصاد تدريجياً".

8-3 مسؤوليات العميل. على مدار فترة الدعم المعنية، يلتزم العميل بما يلي: (أ) المحافظة على نفقته الخاصة على وجود اتصال معتمد وآمن بالإنترنت وغير ذلك من الأجهزة المتوافقة، حسب الحاجة، لتمكين الجهة المانحة للترخيص من القدرة على الوصول عن بُعد، بموافقة العميل، إلى نظام (أنظمة) الكمبيوتر حيث سيتم تثبيت البرنامج لأغراض التشخيص وتسجيل الأخطاء وتصحيحها وغير ذلك من أغراض الدعم الأخرى، (ب) والتعاون مع الجهة المانحة للترخيص في أعمال الفحص والبحث لتحديد سبب أي عطل مزعوم في البرنامج بما يتوافق مع هذه الاتفاقية، (ج) والسماح للجهة المانحة للترخيص بأي وصول آخر عن بُعد و/أو في الموقع إلى البرنامج وإلى أنظمة العميل حسبما يتطلب الأمر على نحو معقول لتنفيذ أنشطة الدعم، (د) وتثبيت جميع التحديثات و/أو إصدارات البرنامج في غضون ثمانية عشر (18) شهراً على الأقل من تاريخ إصدارهما بواسطة الجهة المانحة للترخيص. لا يسري التزام الجهة المانحة للترخيص بتوفير الدعم المبين في القسم 8-2 أعلاه ما لم يكن هناك التزام كامل من طرف العميل بهذه القسم 8-3. يُقر العميل بأن عدم تثبيت أي تحديثات و/أو إصدارات في الوقت المناسب يعفي الجهة المانحة للترخيص من التزاماتها بالضمان والتعويض بموجب هذه الاتفاقية في حال كانت المشكلات المتعلقة بتنفيذ هذه الالتزامات أو الإخلال بها بموجبه يمكن تفاديها أو تخفيفها من خلال تثبيت العميل للتحديثات و/أو الإصدارات المشار إليها.
