Source text - English In effect, reform are necessary to reduce the overall cost of being formal in Egypt. The high and discrete cost of formality forces firms to remain small in order to stay invisible to the regulators and not have to bear the cost of formality. Reducing these costs and making them more gradual as firms increase in size would allow firms to transition from the micro to the small segment more easily. This would not only entail simplifying tax administration by reducing and making more predictable what can sometimes seem like arbitrary tax assessments, but also streamlining health and safety regulations, licensing requirements, and digitizing all dealings with the bureaucracy. The general idea is to make the business environment more predictable and rule-based and less subject to the discretion of officials at all levels of government.
Translation - Arabic والإصلاحات، في واقع الأمر، ضرورية لخفض التكلفة العامة للتحول للقطاع الرسمي في مصر، فالتكلفة المرتفعة والمنفصلة للصفة الرسمية تفرض على المنشآت أن تظل في حيز المنشآت الصغيرة لكي تبقى بعيدة عن أعين المشرعين ولا تضطر إلى تكبد تكلفة التحول للقطاع الرسمي. ومن شأن خفض هذه التكاليف وجعلها تصاعدية مع زيادة حجم المنشآت أن يسمح لها بالانتقال من الشريحة متناهية الصغر إلى الشريحة الصغيرة بسهولة أكبر. ولن تقتصر تبعات هذا الأمر فقط على تبسيط إدارة الضرائب عن طريق خفض تقديرات الضرائب التي تبدو في بعض الأحيان جزافية وجعلها أكثر قابلية للتنبؤ بها، ولكنها أيضًا ستتضمن تبسيط لوائح الصحة والسلامة، وشروط الترخيص، ورقمنة كل المعاملات البيروقراطية. وتكمن الفكرة العامة في جعل بيئة الأعمال أكثر قابلية للتنبؤ بها ومبنية على قواعد وأقل عرضة للتقدير الشخصي للمسؤولين على جميع مستويات الحكومة.

I graduated the Faculty of Arts, Dept. of English Language & Literature in 2004, and have been in the field ever since. I studied for a professional diploma in translation and interpretation at the School of Continuing Education, American University in Cairo 2005-2007.
