1. Leasing companies
1. Leasing enables a firm to use assets — such as vehicles or equipment — owned by a leasing company in return for regular payments. The fact that the leasing company retains legal ownership of the asset enables it to focus on the lessee's ability to generate cash flow rather than on its credit history, assets, or capital base. This makes leasing particularly well-suited for financing investment by new or small companies, or companies operating in countries where collateral laws are weak
2. In Burkina Faso, the leasing sector is growing, but at a very slow pace. There are currently three standalone leasing companies in Burkina Faso including two financial leasing companies and one operating leasing company. Banks and microfinance institutions are hardly involved in leasing even if they have shown interest. Total assets of leasing companies were at FCFA 6.5 billion. This is 6.07 percent of the actual market estimated at approximately FCFA 107 billion (see annex 3).

3. Biggest challenges faced by the leasing companies remain the limited access to long term finance, the lack of a specific legal and tax framework for leasing, limited awareness of MSMEs for leasing, lack of secondary market:
- Lack of access to long term funding. The lack of long term finance is crucially constraining the growth of the leasing companies. It is important to note that leasing companies do not collect deposit and currently have no access to the capital markets. Only source of funding for them is bank loans which is generally short term and expensive - interest rates of 7.5 to 8 percent and a maturity of 2 years maximum. The lack of access to long term funding also has a strong impact on costs of leasing.
- Unfavorable legal framework. lack of involvement of banks in leasing due to un- clearly defined and predictable laws and regulations governing leasing transactions, unclear accounting standards, the lack of an appropriate tax regime, impaired funding abilities, and/or the absence of an appropriate regulatory and supervisory framework. The common leasing law has not yet been incorporated in Burkina Faso and taxation and accounting environments are not fully favorable. When adopted, the law would allow to clarify the rights and obligations of the parties to the leasing contract and secure the lessor for the recovery of his property in the event of default on behalf of the customer.
- Unfavorable accounting and taxation environments. Accounting and taxation environment would need to be improved to catalyze leasing. More precisely, there is a need to clarify the accounting treatment of the property to the lessee, to improve the transparency in the treatment of the value added tax (VAT), and clarify issues around transferring tax and customs privileges from the principal institution to the lessor. Currently, leasing is subject to VAT. The lessor buys the equipment, pays tax on it, and sets rents on the capital financed. The VAT paid on the purchase will be recovered at the end of the leasing contract, thus generating the structural VAT credit. Repayment of VAT credit in Burkina Faso is recognized; however, the current refund mechanism in place is not encouraging given that the process is too slow and bureaucratic. This situation ties up the lessor’s cash as s/he is forced to take on more debt and increase the rate of interest to the customer.
- Many of the financial institutions consider the lack of secondary market and limited presence of equipment vendors in Burkina as key issues. Their main concerns include the difficulties to resell the leased equipment in case of default of the lessee and the fear to be stuck with equipment.

1. Le crédit-bail permet à une entreprise de se servir d’actifs, tels que les véhicules ou un équipent, appartenant à une société de crédit-bail en échange des payements réguliers. Le fait que la société de crédit-bail conserve la propriété légale de l’actif lui permet de se concentrer sur la capacité du preneur à bail à générer des liquidités et non sur l’historique de crédit, les actifs ou l’assise financière. Ceci rend le crédit-bail mieux adéquat pour le financement de l’investissement par les nouvelles ou les petites entreprises, ou par les entreprises exerçant dans des pays où les lois sur les garanties sont faibles.
2. Le secteur du crédit-bail est en croissance, mais à un rythme très faible. Actuellement il existe trois sociétés autonomes de crédit-bail au Burkina Faso dont deux sociétés de crédit-bail financier et une société de crédit-bail d’exploitation. Bien que les banques et les microfinances aient manifesté un intérêt au crédit-bail, elles s'y impliquent rarement. Le coût total des actifs des sociétés de crédit-bail a été chiffré à 6,5 milliards de francs CFA. Ceci équivaut à 6,07% du marché actuel estimé à peu près à 107 milliards de francs CFA (voir annexe 3)

3. L’accès limité au financement à long terme, l’absence d'un cadre juridique et fiscal encadrant le crédit-bail, la connaissance limitée des MSME en matière de crédit-bail et l’absence de marché secondaire sont des défis majeurs auxquels sont confrontées les sociétés de crédit-bail.
- Accès impossible au financement à long terme. L’impossibilité d’accéder au financement à long terme constitue actuellement une entrave considérable à la croissance des sociétés de crédit-bail. Il est important de noter que les sociétés de crédit-bail ne recueillent pas de dépôt et n'ont actuellement pas accès aux marchés des capitaux. Leur unique source de financement reste les crédits bancaires qui sont généralement à court terme et coûteux - les taux d'intérêt allant de 7,5 à 8 % et avec une échéance maximale de 2 ans. L’impossible accès au financement a également un impact considérable sur les coûts du crédit-bail.
- Un cadre juridique défavorable. Le manque d'engagement des banques dû aux lois et règles mal définies et peu prévisibles entourant les transactions de crédit-bail, une comptabilité et des normes floues, l’absence d’un régime fiscal adéquat, les faibles capacités de financement et/ou l’absence d'un cadre adéquat de contrôle et de supervision. La loi commune sur le crédit-bail n’a pas encore été constituée au Burkina Faso et les contextes de fiscalité et de comptabilité ne sont pas très favorables. Une fois adoptée, cette loi devra permettre de clarifier les droits et devoirs des parties liées au contrat de crédit-bail et sécuriser le bailleur dans le recouvrement de sa propriété en cas de défaillance de la part du client.
- Contexte de comptabilité et de fiscalité défavorables. Il va falloir améliorer le contexte de comptabilité et de fiscalité pour catalyser le crédit-bail. Plus précisément, il est nécessaire d’expliquer au preneur à bail le traitement comptable de la propriété, d’améliorer la transparence dans le traitement de la taxe sur la valeur ajoutée (TVA), et de clarifier les questions autour du transfert des privilèges fiscaux et douaniers de l'institution principale au bailleur. Le crédit-bail est actuellement soumis à la TVA. Le bailleur achète l’équipement, paie les taxes sur cet équipement et fixe le loyer sur le capital financé. La TVA payée sur l’achat sera récupérée une fois le contrat du crédit-bail arrivé à échéance, générant ainsi le crédit structurel de TVA. Le remboursement de la TVA est reconnu au Burkina Faso. Toutefois, le mécanisme actuel de remboursement n’est pas encourageant puisque le processus est très lent et bureaucratique. C’est une situation qui bloque les liquidités du bailleur, l'obligeant ainsi à contracter plus de dettes et à répercuter le taux d’intérêt sur le consommateur.
- Pour plusieurs institutions financières, le manque de marché secondaire et le nombre limité de vendeurs d’équipements au Burkina sont les principaux problèmes. Parmi leurs principales préoccupations l’on note la difficulté à revendre l’équipement loué en cas de défaillance du preneur à bail et la crainte que l’équipement ne demeure définitivement chez eux.

L’Allemagne compte un million de citoyens vivant à l’étranger. Des étrangers de tous bords se pressent aux portes de l’Allemagne à la recherche du bien-être et de la sécurité. La misère et le chaos dans d’autres pays peuvent générer des conflits, créer un environnement favorable à l’extrémisme et au terrorisme, mettre en péril les débouchés et les flux commerciaux, provoquer des flux migratoires et menacer par là même la sécurité et le bien être non seulement des régions concernées, mais également de l’Europe et de l’Allemagne.

Hello,
My name is Hermann Douanji, a Cameroonian citizen, French native speaker. I was born and I grew up in this country where English and French are the official languages. English is my second language. I also acquired a third and wonderful language in school which is German. I am a translator and German teacher by profession.
I was trained as a translator in the University of Buea (Cameroon) where I followed a M.A. in translation in ASTI (Advanced School of Translators and Interpreters). This training helped me upgrading my translator's skills since I started translating texts in 2014 with mates who were already professional translators. With a B.A. in Trilingual Letters (French-English-German) obtained in the University of Dschang (Cameroon) in 2009, I have always had a passion for translation. Before that I went on a one year study in Master in Germanistic (speciality German linguistic) before getting an admission into the Higher Teachers' Training College (better known as ENS) Yaoundé (Cameroon) from where I graduated in December 2013.
Since 2014 I have translated so many texts in several domains such as electronics, medical, pharmaceutical, engineering, agriculture, IT, automotive, marketing, veterinary, health science...
