One of the earliest was suggested by Max Weber, the noted German sociologist, who defined power as “the probability that one actor within a social relationship will be in a position to carry out his own will despite resistance.” Similarly, Emerson wrote, “The power of actor A over actor B is the amount of resistance on the part of B which can be potentially overcome by A.” Following these and other definitions, we will define power for our purposes as an interpersonal relationship in which one individual (or group) has the ability to cause another individual (or group) to take an action that would not be taken otherwise.
In other words, power involves one person changing the behavior of another. It is important to note that in most organizational situations, we are talking about implied force to comply, not necessarily actual force. That is, person A has power over person B if person B believes that person A can, in fact, force person B to comply.

An Indian folk tale
Once, three fishes lived in a pond. One evening, some fishermen passed by the pond and saw the fishes. 'This pond is full of fish', they told each other excitedly. 'We have never fished here before. We must come back tomorrow morning with our nets and catch these fish!'
When the eldest of the three fishes heard this, he was very worries. He called the other fishes together and said, 'Did you hear what the fishermen said? We must leave this pond at once. The fishermen will return tomorrow and kill us all!'
The second of the three fishes agreed. 'You are right', he said. 'We must leave the pond.'
But the youngest fish laughed. ‘There is no reason to worry’, he said. 'We have lived in this pond all our lives, and no fisherman has ever come here. Why should these men return? I am not going anywhere - my luck will keep me safe.'
The eldest of the fishes left the pond straight away with all his family. The second fish saw the fishermen walking towards the pond early next morning and left at once with all his family.
But still the third fish refused to leave. He was sure that his luck would keep him safe.
Soon the fishermen arrived and caught all the fish that were left in the pond. The third fish's luck did not help him - he too was caught and killed.
The moral of this story is that if you see trouble ahead and act quickly enough you can prevent bad things happening to you.

كان هنالك ثلاث سمكات يعشن معاً في بركة مياه كبيرة، وفي إحدى الأمسيات مرّ بعض الصيادون بالقرب من تلك البركة ورأوا الأسماك تسبح داخلها، فقال بعضهم لبعض بحماس: "إن هذه البركة مليئة بالأسماك، لم يسبق أن اصطدنا هنا من قبل، يجب أن نجلب معنا شباك الصيد غداً في الصباحِ الباكر ونصطاد هذه الأسماك".
عندما سمعت أكبر السمكات سناً حديث الصيادين قلقت جداً ونادت صديقتاها وقالت لهن: "هل سمعتما ما قاله الصيادون؟ يجب أن نغادر هذه البركة حالاً فسوف يرجع الصيادون غدا ويصطادوننا جميعا".
وافقتها السمكة الثانية قائلة: "إنك محقة، يجب علينا مغادرة البركة".
لكن السمكة الصغرى صارت تضحك عليهما وهي تقول: "ما من داعٍ للقلق، لقد نشأنا وعشنا حياتنا كلها في هذه البركة ولم يأتِ صيادٌ واحدٌ إلى هنا في يوم من الأيام فلماذا سوف يعود هؤلاء؟، إنني لن أذهب إلى أي مكان فإن حظي سوف يبقيني بأمان".
اصطحبت السمكة الكبرى عائلتها وغادروا البركة في الحال، وفي الصباح الباكر من اليوم التالي رأت السمكة الثانية الصيادين وهم يتقدمون نحو البركة فاصطحبت عائلتها ورحلوا في التوِّ واللحظة.
وما زالت السمكة الصغرى تُصِرُّ على أنها لن تغادر البركة وهي متأكدة من أن حظها سيبقيها بأمان.
وصل الصيادون حالاً وقبضوا جميع الأسماك المتبقية في البركة، وحظ السمكة الصغرى لم يساعدها إذ أنها قُبِضت أيضاً وقُتِلت.
المغزى من هذه القصة هو أنك إذا رأيت مشكلة تلوح في الأفق وتصرفت بسرعة كافية فإنه بإمكانك منع وقوع حوادث سيئة لك.

With the induction of new platforms with varied weapons, sensors, equipment and machinery, there would be a need to formulate standards so as to have standard operating procedures at sea to ensure safe and efficient operations. This would ensure optimal utilisation and availability of all platforms. Towards this, NWOTC could be tasked with the following:
(a) Formulating the Ship Operating Standards for maintaining optimal training and operational efficiency.
(b) Formulation of Inspection standards for checking the fighting efficiency of the ships at sea.
Translation - Arabic 16- مع استحداث منصات جديدة بأسلحة وأجهزة استشعار ومعدات وآلات متنوعة، فإنه ستكون هنالك حاجة لصياغة المعايير بحيث تتضمن إجراءات تشغيل قياسية في البحر لضمان عمليات آمنة وفعالة وهذا كفيل بأن يضمن توافر جميع المنصات والاستفادة منها على أكمل وجه، ولتحقيق هذا الأمر يمكن تكليف مركز التدريب على العمليات والأسلحة البحرية بالآتي:
أ- صياغة معايير تشغيل السفن للحفاظ على أمثل تدريب وكفاءة تشغيلية.
ب- صياغة معايير الفحص لاختبار الكفاءة القتالية للسفن في البحر.
