Introduction

Active substances with intended outdoor use in PT 6.2/6.3, 7, 8, 9 or 10 are accessible to leaching by the rainwater from facades and roofs. Then, in urban areas, the rainwater is collected in the sewer system. At the moment the environmental release estimation (and subsequently the environmental exposure assessment) assumes that always a mixed sewer system is present and that the active substances enter a sewage treatment plant. A harmonised assessment of direct emissions to surface water is currently not available. However, two emission pathways must be distinguished and considered: (a) direct emission due to stormwater and (b) separate sewer systems with direct discharge of rainwater.

Direct emission due to stormwater means that, in case of heavy weather situations, wastewater plus rainwater will be discharged directly to surface water bodies in order to relieve the sewage treatment plant (STP) and the sewer system (called bypass of STP). For Germany, it was estimated that per year about 2.6% of wastewater are released directly to surface water as a result of stormwater events.

Bypass of STP (mixed sewer system)

In case of stormwater events, wastewater plus rainwater from mixed sewer systems will be discharged directly to surface water bodies in order to relieve the STP. The EU TGD, part 2 (chapter 2.3.7.1, page 63, 2003) states: "For calculating the PEC in surface water without sewage treatment, the fraction of the emission to wastewater, directed to effluent (Fstpwater) should be set to 1. The fractions of air and sludge (Fstpair and Fstpsludge resp.) should be set to zero”.
If Fstpwater is set to 1, the concentration in untreated wastewater (Clocalinf) is equal to the concentration in the STP effluent (Clocaleff) which is the same as if there is no STP. The dilution of the local emission in wastewater is still 2000 m3 per day which is supposed to be a worst case for the stormwater event.

Einführung

Für den Außeneinsatz vorgesehene Wirkstoffe aus PT 6.2/6.3, 7, 8, 9 oder 10 können durch Regenwasser aus Fassaden und Dächern ausgewaschen werden. In städtischen Gebieten wird das Regenwasser anschließend ins Abwassersystem geleitet. Momentan nimmt man bei der Umweltemissionsabschätzung (und der anschließenden Umweltexpositionsbewertung) an, dass immer eine Mischkanalisation vorhanden ist und die Wirkstoffe in eine Kläranlage gelangen. Eine einheitliche Bewertung der direkten Einträge auf Oberflächengewässer ist derzeit nicht möglich. Es müssen jedoch zwei Eintragspfade unterschieden und berücksichtigt werden: (a) die direkte Emission aufgrund von Starkregen und (b) getrennte Abwassersysteme mit direktem Abfluss des Regenwassers.

Direkte Emission aufgrund von Starkregen bedeutet, dass Abwasser und Regenwasser im Falle schlechter Wetterbedingungen direkt in Oberflächengewässer geleitet werden, um die Kläranlage und die Kanalisation zu entlasten (Umgehung der Kläranlage). Schätzungen für Deutschland besagen, dass pro Jahr etwa 2,6 % des Abwassers infolge von Starkregenereignissen direkt in Oberflächengewässer geleitet werden.

Umgehung von Abwasseraufbereitungsanlagen (Mischsysteme)

Nach Unwettern wird Schmutzwasser zusammen mit Regenwasser aus Mischsystemen direkt in Oberflächengewässer eingeleitet, um die Kläranlagen zu entlasten. Die EU TGD Teil 2 (Kapitel 2.3.7.1, Seite 63, 2003) sieht vor, dass für den PEC-Wert in Abwasser, das zum Abfluss geleitet wird (Fstpwater), der Wert 1 angenommen werden soll. Für den Anteil an Luft und Schlamm (Fstpair und Fstpsludge) soll der Wert 0 angenommen werden.
Zur Berechnung des PEC-Wertes in unbehandeltem Oberflächenwasser sollte der Anteil des im Abwasser enthaltenen Wirkstoffs gleich 1 gesetzt werden.
Wenn für Fstpwater der Wert 1 angenommen wird, ist die Konzentration in unbehandeltem Abwasser (Clocalinf) gleich der Konzentration im Kläranlagenabfluss (Clocaleff) und somit gleich dem Wert ohne Kläranlage. Die Verdünnung der lokalen Emissionen in Abwasser liegt noch bei 2.000 m³ pro Tag, was dem Worst-Case-Szenario bei Unwetter entspricht.
