Source text - English Kendalikan Konsumsi, Pemerintah Naikkan Cukai Rokok 10,04% Berlaku Per Januari 2018
Mempertimbangkan pandangan masyarakat terutama dari aspek kesehatan, agar konsumsi rokok harus terus dikendalikan, dan juga untuk mencegah makin banyaknya peredaran rokok ilegal. Pemerintah memutuskan akan menaikkan cukai rokok sebesar 10,04%, yang akan berlaku mulai 1 Januari 2018 mendatang.
Keputusan kenaikan cukai rokok itu, disampaikan oleh Menteri Keuangan (Menkeu) Sri Mulyani Indrawati usai melakukan Rapat Terbatas yang dipimpin oleh Presiden Joko Widodo (Jokowi), di Istana Merdeka, Jakarta, Kamis (19/10) siang.
Ditambahkan Menkeu Sri Mulyani Indrawati, selain kedua pertimbangan di atas, kenaikan cukai rokok per 1 Januari 2018 ini juga memperhatikan dampaknya terhadap kesempatan kerja terutama kepada petani maupun buruh rokok, dan tentu juga penerimaan negara.

Kenaikan cukai sebesar 10,04 persen ini, lanjut Menkeu, dibarengi juga dengan perubahan dari sisi pengelompokan, dimana komposisi dari masing-masing, antara rokok yang sifatnya adalah produksi mesin dengan produk tangan itu juga berbeda.
“Walaupun secara rata-rata (kenaikan) 10,04, tidak berarti bahwa semuanya tarifnya hanya naik 10,04. Ada yang naik lebih tinggi, ada yang naiknya lebih rendah,” jelas Menkeu.
Mengenai nasib petani tembakau yang kemungkinan terkena dampak dari kenaikan cukai rokok ini, Menkeu Sri Mulyani Indrawati mengatakan, bahwa Presiden telah mengarahkan supaya Menko Perekonomian dan semua menteri mengeluarkan pemikiran ke depan. Terutama kepada para petani tembakau agar dilakukan pemikiran supaya mereka mulai mempersiapkan pada penanaman produk-produk yang lainnya dalam jangka waktu ke depan.
“Sehingga pada saat kita makin memenuhi masalah kesehatan, maka mereka-mereka yang terkena dampaknya sudah mendapatkan dukungan bantuan dari pemerintah untuk bisa mendapatkan alternatif kegiatan dari penghasilan mereka,” pungkas Menkeu.
Rapat terbatas itu dihadiri oleh Menko Perekonomian Darmin Nasution, Menko PMK Puan Maharani, Menteri Kesehatan Nila F. Moeloek, Menteri Perdagangan Enggartiasto Lukita, Mensesneg Pratikno, dan Sekretaris Kabinet Pramono Anung. (UN/ES)
Translation - Indonesian Indonesia Rises Tobacco Excise by an Average 10.04% Next Year
The Indonesian Government has decided to raise tobacco excise by an average of 10.04 percent starting 1 January 2018.
Speaking to reporters after a limited cabinet meeting led by President Joko “Jokowi” Widodo on Thursday (19/10) at the Merdeka Place, Indonesian Minister of Finance Sri Mulyani Indrawati said that decision was made by considering public opinion, especially seen from health aspect and the urge to control cigarette consumption, as well as to prevent the circulation of illegal cigarettes.
The Minister added that the decision to raise tobacco excise also takes into account the aspect of providing job opportunities for farmers and cigarette labors as well as to increase state revenues.
Sri Mulyani went on to say that the percentage of the rise in tobacco excise for cigarette companies will be seen based on certain variables, one of which production characteristics of a tobacco company. According to the Minister, the percentage of the rise for a company producing cigarettes with machines will be different from the percentage of the rise for a company producing cigarettes manually. “Altough the average rise is 10.04 percent, it does not apply to all cigarette companies. Some will have higher increase; some other will have lower increase,” Sri Mulyani said.
Regarding the fates of tobacco farmers who are possibly affected by the decision, Sri Mulyani said that President Jokowi has instructed Coordinating Minister for the Economy and related ministries to start preparing the farmers to plant other commodities besides tobacco.
The Minister further said that the Government is currently trying to improve health standard of the people by reducing cigarette consumption. However, the Minister added, when cigarette consumption rate has been reduced, the farmers have to receive supports and assistance from the Government in order to enjoy the benefits from their alternative works besides planting tobacco.
