Source text - Portuguese For example, unlike the majority of existing decriminalisation policies around the world where people who use drugs are still subject to fines or administrative penalties in lieu of a criminal record, the GCDP argues that no penalties should ever be handed down for the simple possession and/or use of drugs. “Only then,” the report states, “can the societal destruction caused by drug prohibition be properly mitigated” and the principles of human dignity and rule of law be firmly upheld.
More interestingly, the call for no punishment is extended to other low-level actors in the drug trade, including so-called user/dealers, drug couriers, and cultivators of illicit crops such as opium and coca leaf. Many of those who engage in these activities, the report notes, do so out of “economic marginalization … a lack of other opportunities … [or] coercion,” yet face severe punishment - including imprisonment, the death penalty, and the destruction of livelihoods through forced crop eradication.
Translation - English Por exemplo, ao contrário da maioria das políticas de descriminalização existentes, onde as pessoas que usam drogas estão sujeitas à aplicação de multas ou punições administrativas ao invés de sanções penais, a Comissão defende que nenhuma condenação deve ser prevista por simples porte e/ou uso de drogas. De acordo com o relatório, “só assim será possível mitigar adequadamente a destruição social causada pela proibição das drogas” e ao mesmo tempo respeitar os direitos e a dignidade de todos.
Curiosamente, a exigência de despenalização é estendida a outros agentes de baixo grau de influência no tráfico, incluindo os chamados usuários/traficantes, entregadores e produtores de substâncias ilícitas, tais como folhas de coca e ópio. Portuguese to English: Paraguay’s Indigenous Communities Suffering Amid Cannabis Conflict
Source text - Portuguese According to 2014 UNODC figures, 50 per cent of South America’s cannabis is cultivated in Paraguay, making it the region’s leading producer. Around 75 per cent of cannabis production in the country occurs in the Brazil-border region in the east of Paraguay.
This region is also home to the Paï Tavytera, an indigenous ethnic group, who have resultantly become routinely victimised by trafficking-related violence.
The Paï-Tavytera have been the victims of numerous instances of murders, disappearances, and sexual violence at the hands of alleged traffickers since the 1990s, when illegal cannabis production became normalised in eastern Paraguay. The Paï-Tavytera’s calls for state help have largely fallen on deaf ears, the Transnational Institute reports.
Translation - English Dados de 2014 do UNODC apontam que 50 por cento da cannabis da América do Sul é cultivada no Paraguai, tornando o país líder da produção na região. Aproximadamente 75 por cento da produção concentra-se na região da fronteira com o Brasil, no leste do Paraguai.
Esta região também abriga o Paï-Tavytera, um grupo étnico indígena, que sofre habitualmente com a violência relacionada ao tráfico.
