Source text - English Our modern society is increasingly research-based. Policies are more and more grounded on or justified with the help of research. Therefore, actors who have an interest in these policies, use research to influence each other, as well as, political representatives, opinion leaders, and citizens. An actor who can justify his or her position via research has a bigger chance to affect decision-making outcomes, certainly in modernized societies where “rational” science and research have a higher and higher standing.
Research is not just produced by university-based scholars, but also by (quasi-) governmental organizations, corporations, interest, lobby and advocacy groups, political parties, think tanks and other non-governmental organizations. To an increasing extent it is also conducted on commission by private research and consultancy institutions.
It is often difficult, though, to assess the quality of research. Actors encountering research when developing a policy, as well as stakeholders affected by research-based policies, seldom have the knowledge or the means,
• to assess the suitability of a research design and its methodological execution,
• to assess the reliability of the data used in drawing conclusions, or
• to assess the validity of the application of the specific research to inform or to justify the proposed policy .
Translation - German Moderne Gesellschaften sind zunehmend forschungsbasiert. Gesetze und neue politische Richtlinien bauen zunehmend auf Forschungsergebnissen auf oder wenden diese An. Daher benutzen Akteure, die ein Interesse an bestimmten Gesetzen haben zunehmend Forschungsergebnisse, um andere zu beeinflussen, darunter auch politische Vertreter, Meinungsführer und normale Bürger. Ein Akteur, der seine Position mithilfe von Forschungsergebnissen rechtfertigen kann, hat eine größere Chance, das Ergebnis eines Gesetzgebungsprozesses zu beeinflussen. Dies gilt vor allem in modernen Gesellschaften, in denen „rationales“ Wissen einen zunehmend höheren Status genießt.
Forschung wird nicht nur von Universitäten produziert, sondern auch von (Quasi-) Regierungsorganisationen, Unternehmen, Interessengruppen, Lobbyisten, Parteien, Think Tanks und anderen NGOs. Es wird zunehmend auch gegen Bezahlung von privaten Forschungs- und Beratungsinstitutionen durchgeführt.
Es ist oftmals schwierig, die Qualität dieser Forschung einschätzen zu können. Akteure, die im Entscheidungsprozess involviert sind, haben meist nicht das Wissen oder die Mittel,
• Um die Eignung eines Forschungsdesigns und seiner methodischen Durchführung bewerten zu können.
• Um die Reliabilität der Daten zu beurteilen, die in der Studie verwendet wurde.
• Um die Eignung der durchgeführten Forschung selbst im Hinblick auf seine Relevanz für die spezifische Gesetzgebung beurteilen zu können.
