Utökat uppdrag gällande underhållsbidrag från den 1 april 2016

1 april 2016 får Försäkringskassan ett utökat uppdrag som innebär att vi ska hjälpa föräldrar att komma överens om ett skäligt underhållsbidrag för gemensamma barn vid en separation. En stor del av de barn som idag får fullt underhållsstöd från Försäkringskassan skulle kunna få mer i underhållsbidrag än vad underhållsstödet är.
Försäkringskassans rapport om barnfamiljers ekonomiska situation från juni i år visar att ensamstående föräldrar med två eller flera barn är de som är ekonomiskt mest utsatta i samhället. Dagens barnfattigdomsrapport från Rädda barnen bekräftar det sambandet. Underhållsbidraget är en viktig del i att minska den utsattheten.
Vid en separation ska föräldrarna gemensamt komma överens om den summa som ska gälla som underhållsbidrag. En vanlig missuppfattning är att underhållsbidrag och underhållsstöd är samma sak, vilket har lett till att många tror att underhållet till barn ska motsvara underhållsstödsbeloppet, 1 573 kronor per månad. Underhållsstödet ska inte vara normerande för vilket underhållsbidrag som barnet har rätt till.
Det är föräldrarna som gemensamt ska komma överens om en summa och den ska baseras på barnets verkliga kostnader och vilken betalningsförmåga respektive förälder har. Det är föräldrarna som har huvudansvaret för sitt barns försörjning och det är barnets bästa som ska stå i fokus.
Beräkningar* visar att 43 procent av de barn som idag får fullt underhållsstöd från Försäkringskassan skulle få mer i underhållsbidrag. Detta gäller framför allt barn i de lägsta inkomstgrupperna, där i genomsnitt cirka 90 procent av barnen skulle få mer i underhållsbidrag än vad de får i underhållsstöd. För barn som är skrivna hos föräldrar i de lägre inkomstkategorierna kan det handla om cirka 1 000 kronor mer i månaden som de skulle kunna få i underhåll från den andra föräldern.
Vad är underhållsbidrag?
När ett barn bor hos endast en av föräldrarna, ska den andre föräldern betala underhållsbidrag.
Hur stort underhållsbidraget ska vara baseras på barnets ekonomiska behov och på vilka inkomster föräldrarna har och därmed kan bidra med.
Vad är underhållsstöd?
Om den bidragsskyldige föräldern inte kan betala eller bara kan betala ett lågt belopp i underhållsbidrag, kan barnet ha rätt till underhållsstöd. Det är ett bidrag till barn vars föräldrar inte bor tillsammans. Underhållsstödet är högst 1 573 kronor per månad och barn och kan betalas ut till den förälder som barnet bor tillsammans med. Underhållsstödet syftar till att försäkra att barn som endast bor med en förälder får en rimlig ekonomisk levnadsnivå.

Increased Mandate Regarding Child Support Beginning April 1, 2016

On April 1, 2016, the National Insurance Office will receive an increased mandate which means that we will assist parents in coming to an agreement about a reasonable level of child support for
shared children in the event of separation. A large percentage of the children who currently receive full child maintenance from the National Insurance Office would be able to receive more in child
support than the child maintenance amount.
The National Insurance Office's report on the economic situation of families with children since June this year shows that single parents with two or more children are those who are the most economically vulnerable in society. The current report on child poverty from Save the Children confirms this correlation. Child support is an important part of decreasing that vulnerability.
In the event of separation, the parents must come to an agreement about the amount which will function as child support. A common misconception is that child support and child maintenance are the same thing, which has caused many to believe that the support for the child should correspond to the child maintenance amount of $182.89 per month. The child maintenance amount should not be a standard for the support to which the child has a right.
It is the parents who must mutually come to an agreement about the amount, and that should be based on the child's actual costs and the respective parent's ability to pay. It is the parents who have the main
responsibility to provide for the child, and what is best for the child must be the focus.
Calculations* show that 43 percent of the children which currently receive the full amount of child maintenance from the National Insurance Office would receive more in child support. This applies, above
all, to children in the lowest income groups, where on average 90 percent of the children would receive more in child support than in child maintenance. For children who are registered with parents in the lower
income brackets, this can mean approximately $116.29 more per month than they would receive in support from the other parent.
What is child support?
When a child lives with just one of the parents, the other parent must pay child support.
The amount of child support shall be based on the child's economic needs and the income of the parents,
and what they therefore can contribute.
What is child maintenance?
If the parent who owes child support cannot pay or can only pay a low amount for child support, the child may have a right to child maintenance. It is a benefit for children whose parents do not live together. The child maintenance is a maximum of $182.93 per child, per month and can be paid to the parent whom the child lives with. Child maintenance aims to ensure that children who only live with one parent get a fair economic standard of living.
