Source text - French La visiotéléphonie est longtemps restée un serpent de mer, déjà montrée aux expositions universelles de Bruxelles en 1958 et de Montréal en 1967, ainsi que mise en place de façon expérimentale (et coûteuse) à Biarritz en 1984. Cette stagnation venait du faible débit des lignes de communication jusqu'à l'utilisateur final. Plusieurs facteurs d'évolution ont permis de mettre en œuvre ce service : les réseaux numériques de bout en bout, les baisses de coût dans les équipements comme les caméras vidéo, mais surtout les progrès dans les techniques de codage (compression des données) audio et vidéo. Les premières liaisons universitaires, en France, datent de 19871.
Obtenir techniquement cette performance était une chose, en trouver l'usage en était une autre, et la vidéoconférence semblait toute indiquée en cette époque où l'on commençait en France à se plaindre de la fréquence des déplacements professionnels.
Les premières applications de visioconférence se faisaient en utilisant des lignes RNIS. En 1995, les premières vidéoconférences publique eurent lieu comme celle entre l'Amérique du Nord et l'Afrique, liant un ‘technofair’ à San Francisco avec une ‘techno-rave’ à Cape-Town. Dans la même année une collaboration entre Intel, Microsoft et RADVISION2 lancèrent des systèmes de communications VoIP afin de les standardiser3.
On leur préfère aujourd'hui pour des raisons de coût les supports d'Internet classiques : ADSL, câble pour les particuliers ou ligne dédiée pour les professionnels. L'ATM se prêterait bien aussi à ce genre d'applications, puisqu'il a été conçu dès le départ pour combiner les transports de voix, d'images et de données, ce qui n'était pas le cas de TCP/IP (qui a heureusement évolué pour le permettre partiellement depuis).

This stagnation came from weak bandwidth communication lines to the final user. Many evolution factors permitted the implementation of this service, the end-to-end digital networks, the cost reduction of equipment like video camera, but mainly the progress in audio and video coding technics (data compression). The first academic links, on France, dates to 1987.
Technically having this performance was a thing, finding a usage for it was a different thing, and the videoconferencing seemed all indicated in that period when they started to complain about the frequent professional travels in France.
The first applications of videoconferencing were made by using ISDN lines. In 1995, the first public videoconferences took place between North America and Africa, linking a ‘techno fair’ in San Francisco with a ‘techno-rave’ in Cape Town. On the same year, a collaboration between Intel, Microsoft and RADVISION2 started communication systems VoIP to standardize them.
Today we prefer for cost reasons the conventional Internet supports: ADSL, cables for individuals or dedicated cables for professionals. The ATM also has lent well from such applications, as it was designed from the beginning to transport voice, images and data, which it was not the case of TCP/IP (which fortunately has evolved to partially permit it since).
