Source text - English Launch of the first quantitative impact study (QIS 1) on the new SBR framework
The AMF launched the first quantitative impact study (QIS 1) as of May 16, 2018 in order to measure the impact of the implementation of this new reference framework on the solvency of insurance and reinsurance companies and to be able to set the thresholds for quantitative requirements.
The impact study, based on the 2017 financial year, focused on drawing up the prudential balance sheet of insurance and reinsurance undertakings valued according to the economic viewpoint provided for in the draft Risk-Based Solvency Circular. It was also an opportunity to collect and collate the data necessary to calibrate the Solvency Capital Requirement (SRR) relating to the various risk modules provided for by the said draft.
The main results are as follows:
- A slight loss of technical provisions.
- A capital gain generated mainly by the allocated investments (listed shares, unlisted shares and equity securities) and financial fixed assets.
- An increase in shareholders' equity mainly explained by the non-deduction of certain items ("Intangible assets", "Non-value assets", etc.) with a zero value according to the new economic vision and by the 100% inclusion of the unrealized "non-life" and "life" capital gains instead of 60% and 20% respectively as provided for by the current regulatory framework.
These results are based on adjustments and approximations made by the Authority to certain liability components of the prudential balance sheet, pending completion of the calibration work.
After the risk calibration phase, a second impact assessment study will be launched to evaluate the Solvency Capital Requirement (SCR) of insurance and reinsurance undertakings in accordance with the provisions of the draft circular.

أطلقت الهيئة المختصة أول دراسة تأثير كمي EIQ1منذ يوم 16 مايو 2018 من أجل قياس مدى تأثير تفعيل المرجع SBR الجديد على ملاءة شركات التأمين وإعادة التأمين وكذا تحديد الحدود المتطلبات الكمية .
ركزت دراسة التأثير، التي تستند على معطيات السنة المالية 2017، على إنشاء الحصيلة الاحترازية لشركات التأمين وإعادة التأمين المقدرة وفقًا للرؤية الاقتصادية المنصوص عليها في مشروع تعميم الملاءة على أساس المخاطر . كانت تلك أيضًا فرصة لجمع وربط البيانات اللازمة لمعايرة متطلبات رأس مال الملاءة (CSR) المتعلقة بمختلف وحدات المخاطر المنصوص عليها في المشروع المذكور.
أسفرت الدراسة عن النتائج الرئيسية التالية:
• خسارة طفيفة في الموارد التقنية.
• مكاسب رأس المال ناتجة أساسا عن طريق الاستثمارات المقيدة (الأسهم المدرجة والأسهم غير المدرجة والصكوك الاسمية المالية) والأصول المالية الثابتة.
• الزيادة في حقوق الملكية التي يفسرها أساسًا عدم خصم بنود معينة ("الأصول غير المادية" ، "الأصول الثابتة غير الملموسة" ...) والتي لها قيمة صفرية وفقًا للرؤية الاقتصادية الجديدة وكذلك من خلال مراعاة 100٪ لقيم التأمين على "غير الحياة" و "الحياة" الكامنة بدلاً من 60 ٪ و 20 ٪ على التوالي على النحو المنصوص عليه في الإطار التنظيمي الحالي.
تستند هذه النتائج إلى التعديلات والتقديرات التي أجرتها الهيئة فيما يتعلق ببعض مكونات خصوم الحصيلة الاحترازية ريثما يتم الانتهاء من أعمال المعايرة.

Translation - French Lancement de la première étude d’impact quantitative (EIQ 1) relative au nouveau référentiel SBR
Afin de mesurer l’impact de la mise en œuvre de ce nouveau référentiel sur la solvabilité des entreprises d’assurances et de réassurance et de pouvoir fixer les seuils des exigences quantitatives, l’Autorité a lancé la première étude d’impact quantitative (EIQ 1) à partir du 16 mai 2018.
L’étude d’impact, qui est basée sur l’exercice 2017, a porté sur l’établissement du bilan prudentiel des entreprises d’assurances et de réassurance valorisé selon la vision économique prévue par le projet de circulaire de Solvabilité Basée sur les Risques. Elle a été également l’occasion pour recueillir et collecter les données nécessaires pour calibrer les Capitaux de Solvabilité Requis (CSR) relatifs aux différents modules de risques prévus par ledit projet.
Les principaux résultats qui en découlent se présentent comme suit :
• Une légère perte des provisions techniques.
• Une plus-value générée principalement par les placements affectés (actions cotées, actions non cotées et titres de participations) et les immobilisations financières.
• Une augmentation des fonds propres expliquée principalement par la non déduction de certains postes ( «Immobilisations incorporelles», «Immobilisations en non valeurs» …) ayant une valeur nulle selon la nouvelle vision économique ainsi que par la prise en compte à 100% des plus-values latentes «non vie» et «vie» au lieu de 60% et 20% respectivement tel que prévu par le cadre réglementaire actuel.
Ces résultats sont basés sur des ajustements et approximations apportés par l’Autorité au niveau de certaines composantes du passif du bilan prudentiel, en attendant l’achèvement des travaux de calibrage.
Après la phase de calibrage des risques, une deuxième étude d’impact sera lancée visant l’évaluation des Capitaux de Solvabilité Requis (CSR) des entreprises d’assurances et de réassurance selon les dispositions du projet de circulaire.
