بعد مرور ثلاثة عشر عاما على هجمات تنظيم القاعدة على نيويورك وواشنطن في 11سبتمبر 2001،وعولمة سياسات "الحرب على الإرهاب"، من أجل القضاء على تنظيم القاعدة والحركات الجهادية المساندة العابرة للحدود، لا تبدو نتائج الحرب على الإرهاب ناجحة عمليا، ولم تسفر عن حرمان الإرهابيين المفترضين من ملاذات آمنة وحصارهم وتجفيف مصادر تمويلهم وتدمير إيديولوجيتهم الخطابية ودعايتهم الإلكترونية، ومع قرب انسحاب الولايات المتحدة من أفغانستان نهاية العام الحالي والذي دخلته نهاية 2001، تبدو عودة حركة طالبان وحلفائها من التنظيمات الجهادية والقاعدة مسألة وقت لا أكثر، كما أن نتائج غزو العراق 2003، تحت ذريعة "الحرب على الإرهاب"، ثم الانسحاب 2011، تبدو كارثية، إذ يسطر اليوم تنظيم "الدولة الإسلامية" وحلفائه من الجهاديين العالميين على مساحات واسعة من العراق وسوريا.
Translation - English The spring of global jihadism: From vexation to consolidation

After thirteen years of al Qaeda attacks on new York and Washington in September 11, 2001, and globalization policies of the "war on terror", in order to eliminate al Qaeda and jihadist movements supporting across border, the result of this war does not particularly seem successful and did not deprive presumed terrorists from safe havens, besieging them, freezing the sources of their fund or destroying their rhetoric ideologies and their electronic propaganda. The return of Taliban and its allies of jihadist movements seem to be a matter of time with the impending of the withdrawal of the United States at the end of this year from Afghanistan which occupied in 2001. On the other hand, the results of invasion Iraq in 2003 under the pretext of “war on terror” then withdrawing in 2011 seems disastrous, as the organization of “Islamic state’ and its allies of global jihadist rule wide areas of Iraq and Syria.

أكد وزير الحكم المحلي د.نايف أبو خلف حرص حكومة الوفاق الوطني على تطوير هيئات الحكم المحلي، وعلى مختلف الاصعده القانونية والمالية والإدارية وكذلك الاقتصادية، وتوفير الادوات الضرورية لتمكينها من القيام بواجباتها وتحمل مسؤولياتها على الرغم من التحديات التي تواجهها هذه الهيئات.
وأشاد أبو خلف بالدور الحيوي الذي تلعبه الهيئات المحلية في تقديم الخدمات الأساسية وتلبية احتياجات التنمية الاقتصادية في المجتمعات المحلية، بالإضافة إلى التقدم الكبير الذي أحرزته العديد من هيئات الحكم المحلي في تحسين أدائها وتطويره. وشدد وزير الحكم المحلي على الدور الهام الذي لعبه صندوق تطوير البلديات في دعم تلك الجهود، وأكد د.أبو خلف أهمية مشروع التطوير الاقتصادي المحلي لما يوفره هذا البرنامج من دعم وتطوير لقدرات أفضل في مجال التنمية الاقتصادية لبلديات الوطن في الضفة الغربية والقطاع.
كما شدد الوزير على أهمية ايلاء بلديات القطاع اهتماماً كبيراً وذلك لمساعدتها في تقديم خدمات للمواطن الكريم في القطاع، وأعرب أن حكومة الوفاق الوطني تولي هذا التوجه اهتماماً كبيراً.
Translation - English The Fund (MDLF) allocates 3 million Euros to support the economic entrepreneurial initiatives in the Palestinian municipalities
The minister of local govern Dr. Nayef abu Khalaf assured that the government of national reconciliation is adhering to develop the local govern councils at various levels of legal financial administrative and economic, in addition to providing the necessary methods to enable them carrying out their duties and responsibilities despite of the challenges they face.
Dr. Abu khalaf praised the vital role of the local councils in providing the basic services and meeting the needs of the economic development of the local communities, in addition to the huge progress made by these councils in improving their performance. The minister of local govern also emphasized on the significant role of the Municipal Development and Lending Fund in supporting these efforts. Dr. Abu khalaf stressed on the importance of the local economic development project as it provides support and developing the best capabilities of the economic development for the Palestinian municipalities in the West Bank and Gaza strip. The minister affirmed the importance of paying great attention to the municipalities of Gaza strip in order to assist them providing services for citizens there, he stated that the government of national reconciliation takes this issue seriously.

In his backpack, Wouter Slotboom, 34, carries around a small black device, slightly larger than a pack of cigarettes, with an antenna on it. I meet Wouter by chance at a random cafe in the center of Amsterdam. It is a sunny day and almost all the tables are occupied. Some people talk, others are working on their laptops or playing with their smartphones.
Wouter removes his laptop from his backpack, puts the black device on the table, and hides it under a menu. A waitress passes by and we ask for two coffees and the password for the WiFi network. Meanwhile, Wouter switches on his laptop and device, launches some programs, and soon the screen starts to fill with green text lines. It gradually becomes clear that Wouter’s device is connecting to the laptops, smartphones, and tablets of cafe visitors.
On his screen, phrases like “iPhone Joris” and “Simone’s MacBook” start to appear. Sometimes the names of the networks are composed of mostly numbers and random letters, making it hard to trace them to a definite location, but more often than not, these WiFi networks give away the place they belong to.We learn that Joris had previously visited McDonald’s, probably spent his vacation in Spain (lots of Spanish-language network names), and had been kart-racing (he had connected to a network belonging to a well-known local kart-racing center). Martin, another café visitor, had been logged on to the network of Heathrow airport and the American airline Southwest. In Amsterdam, he’s probably staying at the White Tulip Hostel. He had also paid a visit to a coffee shop called The Bulldog
