1 billion people in the world are victims of hunger. 2 billion are victims of diseases related to food that is nutritionally imbalanced and deficient.
The Monoculture of the Mind promotes Diseases linked to Malnutrition
The problem of hunger and malnutrition are rooted in an obsolete and destructive food and agriculture system that is blind to the need for diversity, quality and nutrition of food for a balanced diet. The reductionist mechanistic paradigm that I have called the Monoculture of the Mind promotes Monocultures, and only focuses on the yield of a few commodities. As a result of this Monoculture model, the human diet has been reduced from the diversity of nearly 8500 species providing a diversity of nutrients that the human body needs , to just 8 crops, largely producing carbohydrates. Not only are these monocultures of cardohydrate rich crops deficient in most essential micronutrients , through industrial breeding they are introducing new deficiencies that are leading to killer diseases .
Diets based primarily on carbohydrates like industrial rice are not just leading to micronutrient deficiencies ,they are leading to a diabetes epidemic. New industrial varieties of rice have a high gycemic index, aggravating the risk of diabetes.

In 2004, an estimated 3.4 million people died due to diabetes. More than 80% of diabetes deaths occur in low- and middle-income countries .

As the example of diabetes shows, imbalanced monoculture diets are killing people. The solution to diseases like diabetes require introducing more diversity in farming and food systems.
Industrially bred wheat’s are leading to gluten allergies. 15% of the population is now sensitive to gluten. Doctors estimate that 1 percent of the population has celiac disease, which is damage to the small intestine caused by a severe allergic reaction to wheat gluten. Gluten is a protein found in wheat and wheat products. But not all wheats are the same. We had to fight xxxxx when it engaged in Biopiracy of a traditional Indian wheat variety which did not lead to gluten allergies. xxxxx was forced to withdraw its Biopracy patent on wheat.
Industrially produced rice monocultures are one example of the monoculture thinking that has led to largescale micronutrient deficiencies , including deficiencies of iron, zinc,calcium, magnesium,vit A.
.Iron deficiency is the most prevalent nutritional deficiency worldwide. It is a major public health problem with adverse consequences particularly for women of reproductive age and for young children.
When there is not enough iron in the body, fewer red blood cells are produced. This reduces the capacity of the blood to transport oxygen. As a result, symptoms, ranging from fatigue and inability to concentrate, to impaired physical and cognitive development of children, can occur. Iron deficiency anaemia may also cause problems during pregnancy particularly in developing countries, where it can increase the risk of premature delivery, as well as the risk of maternal and foetal complications and death.
Zinc is a component of more than 300 enzymes in the human body. It is active in metabolism of protein and is required for synthesis of insulin and maintenance of immunity. Deficiency of Zinc results in growth failure and sexual infantilism in adolescents. It also causes loss of taste and delayed wound healing. Zinc deficiency in pregnant mothers leads to spontaneous abortion and congenital malformation. Zinc deficiency is also being identified as a major problem in mental illnesses.
Vit A is required for normal vision, for maintaining the integrity and normal functioning of glandular and epithelial tissue, for skeletal growth, for maintenance of immunity, and for protection against certain cancers such as bronchial cancer. Deficiency of vitamin A causes Xerophthalmia which includes ocular (eye) manifestations such as night blindness, conjunctival xerosis, Bitot’s spot, Corneal Xerosis, and Keratomalacia. Deficiency of vitamin A also causes follicular hyperkeratosis, anorexia, growth retardation, respiratory and intestinal infections, and child mortality. Malnutrition and vitamin A deficiency are a major cause of blindness in children. The WHO states that severe vit A deficiency that causes blindness is declining.

Un miliardo di persone sul pianeta soffre la fame. Due miliardi di persone sono vittime delle malattie causate da cibi nutrizionalmente squilibrati o deficienti.
La 'Monocultura della Mente' produce Malattie che si riconducono alla Malnutrizione
Il problema della fame e la malnutrizione trova le sue radici in un sistema agroalimentare che è sia obsoleto che distruttivo nonché cieco alla necessità di creare diversità, qualità e valore nutritivo per una dieta equilibrata. Il paradigma riduttivo e meccanicistico che io ho denominato 'Monocultura della Mente' promuove le monocolture, dando importanza solamente alla resa, di poche colture. Il risultato generato da questo modello di monocoltura è che la dieta umana, una volta ricca di più di 8500 specie che fornivano tutti gli elementi nutritivi necessari alla salute del corpo, è stata ridotta a solo 8 specie, tutte generatrici di carboidrati. Queste monocolture ricche di carboidrati non solo sono deficienti di microelementi nutritivi, ma attraverso i programmi di selezione genetica agroindustriali si stanno evidenziando nuove carenze alimentari che generano malattie mortali.
Le diete che si basano in modo prevalente sui carboidrati (come per esempio il riso industriale) stanno creando non solo le carenze dei microelementi nutritivi, ma anche una diffusione epidemica del diabete. Le nuove varietà industriali del riso hanno un elevato valore glicemico, fatto che aggrava il rischio di diabete.

I grani selezionati dal sistema agroalimentare stanno creando le allergie al glutine. Il 15% della popolazione ormai è sensibile al glutine. I medici stimano che l'1% della popolazione ha la Celiachia, che consiste nel danno all'intestino causato da una severa reazione allergica al glutine del grano. Il glutine è una proteina che si trova nel grano e in tutti i prodotti derivati dal grano. Bisogna premettere che non tutti i grani sono identici; abbiamo dovuto lottare contro xxxxx quando ha tentato la bio-pirateria di una varietà tradizionale di grano Indiano che non causava allergia al glutine. La xxxxx ha dovuto ritirare il brevetto bio-piratato su questo grano.
Un esempio del 'pensiero monoculturale' che ha portato grosse deficienze dei microelementi nutritivi, incluse quelle del ferro, dello zinco, del calcio, del magnesio e della vitamina A, sta nella monocoltura industriale del riso.

Nei paesi in via di sviluppo, l'anemia da mancanza di ferro può causare problemi durante la gestazione, specificatamente aumenta il rischio di parti prematuri, come anche di complicazioni fetali e addirittura di morte.
Lo Zinco è componente di più di 300 enzimi del corpo umano. E' attivo nella metabolizzazione delle proteine ed è necessario per la sintesi dell'insulina e per mantenere un sistema immunitario sano. La mancanza dello Zinco porta alla ridotta crescita ed all'infantilismo sessuale negli adolescenti. Causa inoltre una ridotta abilità di gustare e una lenta guarigione delle ferite. Nelle donne incinte la mancanza di questo elemento è causa dell'aborto spontaneo e delle malformazioni congenite. Inoltre, la sua mancanza è collegata alla malattia mentale.
La Vitamina A è essenziale per la visione normale, per il mantenimento perfetto e la funzionalità dei tessuti ghiandolari e dell'epitelio, per la crescita dello scheletro, per un sano sistema immunitario, e per la protezione contro certi cancri, ad esempio il cancro dei bronchi. la partita sul regolamento sementiero a livello europeo comincia a farsi ardua, gli emendamenti proposti dal Parlamento sono usciti una decina di giorni fa e contengono alcune cose positive, ma anche alcuni peggioramenti.
In particolare:
1. è stata eliminata la deroga per le microimprese al pagamento dell'iscrizione e anche la possibilità di vendere varietà senza iscrizione al catalogo nel caso delle varietà di nicchia. Questo vuol dire che tutte le varietà dovranno essere iscritte, anche se per le varietà di nicchia, il materiale eterogeneo e le vecchie varietà da conservazione con regole più semplici.
2. sempre per le varietà di nicchia è stato eliminato il riferimento al fatto che anche gli operatori non professionali potessero vendere il seme di queste varietà, possibilità che apriva uno spazio agli agricoltori.
3. Sul punto importante che gli agricoltori non sono operatori professionali (uno degli aspetti dove circolano in rete le interpretazioni più varie) ho chiesto l'interpretazione all'ENSE e la risposta è stata in linea con quella che è la nostra posizione. Gli agricoltori che non vendono sementi non sono operatori professionali anche se si rifanno il seme in azienda e lo scambiano, quindi non sono tenuti a tutti gli adempimenti degli operatori professionali.
4. Sul punto della possibilità di brevettare materiale eterogeneo, ho chiesto un parere agli esperti che seguono la campagna non patent on seeds e anche loro confermano la nostra posizione. Ad oggi le multinazionali provano a brevettare di tutto, per cui il fatto di avere materiale eterogeneo non costituisce di per sé una possibile apertura ai brevetti. Tra l'altro il loro consiglio è di tenere separati i due aspetti: commercializzazione del seme e proprietà intellettuale per riuscire ad essere più efficaci nella nostra lotta.
5. all'articolo 2 sulle esclusioni sono aggiunte le persone (oltre alle associazioni e ai network) che conservano la diversità, con specifico riferimento alla conservazione on farm. Questo punto siamo riusciti a inserirlo noi.
6. è stato eliminato il doppio valore agricolo e tecnologico, quindi si torna a un solo sistema di test, solo che ancora non si sa su quali specie (solo specie agrarie come ora, o anche ortive?).
7. è stato tolto ogni riferimento alle esenzioni dai pagamenti per iscrizione delle microimprese (ricordo meno di 2 mln di euro di fatturato e 10 dipendenti), così come il fatto che le microimprese potevano vendere varietà di nicchia senza che queste fossero registrate a un catalogo.
8. è stato tolto il riferimento al fatto che le varietà di nicchia potevano essere venduta da soggetti che non operatori professionali.
9. è stato aggiunto l'obbligo di indicare il metodo di produzione della varietà al momento della sua iscrizione.
10. Con l'aggiunta della moltiplicazione tra le attività degli operatori professionali, sembra che anche gli agricoltori che moltiplicano seme per le ditte sementiere dovranno essere registrati come operatori professionali
Vi allego il testo completo con tutti gli emendamenti.
In sostanza si può dire che alcune pressioni delle lobby sementiere sono riuscite a togliere la forte apertura legata alle varietà di nicchia riconducendole dentro il solito sistema anche se semplificato: la registrazione al catalogo. Inoltre credo anche per insistenza di alcuni stati membri sono state tolte le esenzioni per le microimprese perchè avrebbero aperto la porta a troppe imprese, con costi troppo elevati per gli stati. A detta del parlamento e dei sementieri quasi tutte le ditte potrebbero rientrare in questa taglia.... mi sembra una evidente forzatura ma al momento la situazione è questa.
La xxxxx sta lavorando ad alcuni emendamenti da presentare al Parlamento EU entro il 10 dicembre e sta cercando di aprire una discussione con il nostro ministero, infatti, si prevede che il testo sarà approvato con il prossimo parlamento europeo dopo le elezioni di aprile, quando ci sarà la presidenza italiana. Al momento il nostro ministero non ha creato nessun momento di discussione pubblico su questo tema e penso dobbiamo chiederlo con forza.

The wrangling over the new European seed legislation is getting tougher. The amendments proposed by the Parliament have been made public in the last fortnight and contain some positive elements as well as some that are worse than before.
In particular:
1. the waiver, stating that small businesses are exempt from registration fees and are allowed to sell plant varieties without registering in the catalogue (in the case of niche-varieties), has been removed. This means that all varieties will have to be registered, even though niche-varieties, heterogeneous plant material and old conservation varieties will have simpler registration rules.
2. The paragraph conceding a small freedom to farmers, allowing the seed of niche-varieties to be sold by non-professionals, has been removed.
3. On the important point concerning the status of non-professionals (interpretations of this are rife on the web) I asked for ENSE's interpretation: their opinion was very similar to ours on the matter. Farmers who do not sell seed are non-professionals, even if they re-stock with their own seed and exchange this seed, and therefore they are not obliged to comply with the rules put in place for professionals.
4. I asked the opinion of the experts who are involved in the Non Patent on Seeds campaign on the point allowing heterogeneous material to be patented. They too agree with us. Nowadays, multinationals are trying to patent anything and everything, and so, the mere fact of possessing heterogeneous material does not constitute a possible opening to patenting. Amongst other things, their advice is to keep the two aspects separate: intellectual property on the one hand and seed marketing on the other. In this way we can be more efficient in our battle.
5. In Article 2 on 'exclusions' we have managed to include the people who (as well as associations and networks) preserve biodiversity, with specific reference to on-farm conservation.
6. The double-valence system, both agricultural and technological, has been removed, so we will have a return to the single-valence test. The problem is that to date we don't yet know to which species this will be applied; (only to agricultural species, or also to horticultural/vegetable garden species?)
7. All reference to the small-businesses exemption (meaning less than 2 million Euro of turnover and fewer than 10 employees) from registration fees has been removed, as has the faculty of small businesses to sell niche-varieties without these having to have been registered in the catalogue.
8. Reference to the fact that non professionals are allowed to sell niche-varieties has been removed.
9. A new obligation has been added, which is to indicate the method of production of the variety, at the moment of registration.
10. Having added 'multiplication' to the activities of professional operators, it seems that those farmers who increase seed for seed firms are themselves to be registered amongst the professionals.

In essence, one could say that pressure from the seed lobbies has managed to remove the freedoms pertaining to the niche-varieties, firmly placing the latter within the confines of the system, even though with the benefit of a few simplifications; ie the registration in the catalogue. Furthermore, due to the insistence of a few member states, the exemptions to the benefit of small businesses have been removed, because they would have let in too many businesses, far too expensive for many states. According to the parliament and to the seed firms, almost all businesses would qualify. This seems an exaggeration to me, but for the moment, this is the situation.
The xxxxx is working on some amendments to present to the EU Parliament by the 10th of December and is trying to hold a discussion with our ministry. La posizione della xxxxxx sui nuovi regolamenti proposti dalla Commissione
europea su commercializzazione del materiale di propagazione vegetale, norme
fitosanitarie e gestione dei controlli
Documento approvato dai soci il 13 settembre 2013
Questo documento presenta le criticità e le richieste individuate dalla xxxxx.
La normativa sementiera, ivi inclusa quella fitosanitaria, nasce per tutelare gli agricoltori e garantire loro
la qualità delle sementi, quindi non deve favorire, com’è stato finora, un modello agricolo in particolare
ma trovare regole adatte ai diversi contesti. In particolare, deve garantire che tutti gli agricoltori (ad
esempio anche quelli biologici e biodinamici) possano reperire sul mercato le sementi di cui hanno
bisogno. A questo fine, la revisione attuata dalla Commissione europea deve tenere in considerazione
quegli agricoltori, e quei cittadini/consumatori, che, ad oggi, sono stati dimenticati dalla legislazione
sementiera. Chi cerca varietà locali, tradizionali, non uniformi o con particolari caratteristiche
organolettiche o qualitative non può trovarle oggi sul mercato causa una legislazione troppo restrittiva.
Alle loro necessità e a quelle dei loro consumatori, è necessario dare una risposta.
Inoltre, la nuova normativa sementiera deve rispettare gli obblighi internazionali firmati dall’Unione
europea e in particolare il Trattato FAO sulle risorse genetiche agricole per l’alimentazione e l’agricoltura,
favorendo l’uso sostenibile della diversità agricola, tutelando i diritti degli agricoltori e garantendo
l’accesso facilitato per fini di ricerca e sperimentazione alle varietà commercializzate.
La proposta avanzata il 6 maggio 2013 dalla Commissione contiene una serie di importanti novità – le
esclusioni dalla normativa dello scambio e della circolazione del materiale ai fini di conservazione della
diversità, le varietà DUR, il concetto di mercato di nicchia e di materiale eterogeneo - ma nel passaggio
negoziale con il Parlamento europeo sono necessarie alcune modifiche e revisioni del testo.
1. Trattato FAO sulle risorse genetiche agricole per l’alimentazione e l’agricoltura
Il Regolamento nei suoi Consideranda deve far riferimento al Trattato FAO, firmato dai paesi europei e
dalla stessa Unione europea. In particolare, vanno citati gli articoli 5, 6 e 9, ricordando come il
Regolamento debba rispondere, anche, alla necessità di garantire la conservazione e l’uso sostenibile della
diversità agricola e i diritti degli agricoltori.
2. Vendita diretta da parte degli agricoltori agli utilizzatori finali
Gli agricoltori, come operatori non professionali, devono poter vendere materiale di propagazione agli
utilizzatori finali senza inutile burocrazia, così come previsto all’art 61.3.a dal Regolamento fitosanitario.
3. Sistemi sementieri informali
Il Regolamento si occupa solo di messa in commercio delle sementi, ma deve essere chiaro che, allo stesso
tempo, non deve limitare la costruzione di sistemi sementieri informali a livello territoriale, in cui la
circolazione del materiale di propagazione non avviene tramite la messa in commercio. Questi sistemi
sementieri informali sono ricchi di diversità e costituiscono le fondamenta di qualsiasi tipo di
miglioramento genetico.
4. Sistema di controllo pubblico
Il sistema europeo di controllo della qualità delle sementi deve restare pubblico e indipendente
dall’industria che dovrebbe controllare. A questo fine, si può prevedere un cofinanziamento da parte
dell’Unione europea agli stati membri per mantenere in piedi i sistemi nazionali di iscrizione varietale e
garantirne la gratuità per le piccole e medie imprese.
5. Valutazione dell’uniformità per l’iscrizione delle varietà
La valutazione dell’uniformità deve essere adattata al tipo di varietà. Le varietà a impollinazione aperta
sono molto meno uniformi di cloni e ibridi e per questo motivo non devono essere discriminate al
momento dell’iscrizione. I criteri di iscrizione di queste varietà devono essere adattati al loro grado di
uniformità.
6. Esclusioni dalla legislazione (art. 2)
Va aggiunto il termine “on farm” prima di “conservation” per chiarire che si tratta di conservazione
dinamica della diversità agricola attuata nelle aziende agricole.
7. Definizioni (art.3)
Va chiarito che gli agricoltori non sono “operatori professionali” secondo la legislazione sementiera e
quella fitosanitaria. Infatti, anche se possono riprodurre e vendere delle sementi, la loro attività principale
resta quella agricola. L’attività sementiera potrebbe essere considerata un’attività connessa a quella
agricola sul modello di quanto previsto per le varie attività turistiche.
8. Materiale eterogeneo (art. 14 e successiva bozza di lavoro della Commissione del luglio
2013)
È importante aprire il mercato sementiero al materiale eterogeneo, non limitando questa possibilità, come
previsto finora nella bozza di lavoro, alle sole specie agrarie. Ad esempio, la possibilità di commercializzare
questo materiale potrebbe essere molto interessante nel caso delle piante da frutto riprodotte da seme. Il
nuovo Regolamento dovrebbe contenere un numero minimo di indicazioni per etichettare questo
materiale (ad esempio indicazione dei parentali nel caso di incroci, dell’areale di produzione, delle tecniche
di coltivazione del materiale e dei suoi possibili usi). Va, inoltre, chiarito che su questo materiale, per sua
stessa natura non uniforme, non si possono mettere diritti di proprietà intellettuale (né privativa vegetale,
né brevetto).
9. Mercato di nicchia (art. 36)
La possibilità di vendere sementi come niche market non deve essere limitata alle varietà amatoriali (così
come succede ora con le varietà prive di valore intrinseco), ma deve essere possibile anche per le specie
agrarie, con modalità ad esse proprie. Ad esempio, le dimensioni dei sacchetti devono essere proporzionate
alle specie e alle necessità degli acquirenti.
10. Informazioni sulle varietà (art. 53)
Per iscrivere una varietà ai registri nazionali e al registro dell’Unione deve diventare obbligatoria
l’informazione sulle modalità di ottenimento della varietà (metodo di selezione) e sul materiale genetico
usato, indicando in particolare la provenienza di quest’ultimo e se è stato rispettato il Protocollo di
Nagoya o il Trattato FAO a seconda del tipo di materiale. Nel database europeo delle varietà deve essere
presente uno specifico campo che indichi come la varietà è stata prodotta (ad esempio incrocio,
mutagenesi, sterilità citoplasmatica, selezione massale).
11. Requisiti per la registrazione delle varietà (art. 56)
La possibilità di richiedere per l’iscrizione delle varietà il valore agronomico e/o di utilizzazione (VAU)
sodisfacente o sostenibile (definiti agli art. 58 e 59) deve essere volontaria e non obbligatoria. Questi test
non possono costituire delle barriere per l’ingresso sul mercato delle varietà, ma devono servire per
informare gli agricoltori sul tipo di varietà che comprano. Viste le difficoltà e i costi di istituire sistemi di
test in situazioni geografiche diverse e in sistemi agricoli biologici e/o biodinamici pensiamo sia meglio
rendere il sistema VAU facoltativo per quelle ditte sementiere che hanno una convenienza nell’informare i
propri consumatori attraverso questi test in più localizzazioni. Inoltre, il sistema VAU non deve essere
esteso a quelle specie che oggi ne sono esenti (le ortive).
12. Varietà con descrizione ufficialmente riconosciuta (DUR – art. 57)
Deve essere possibile iscrivere in questa categoria non solo le varietà messe sul mercato prima dell’entrata
in vigore del Regolamento o cancellate dal Registro europeo o da quelli nazionali da almeno cinque anni.
Nuove varietà, non rispondenti ai criteri di Distinzione, Uniformità e Stabilità (DUS) richiesti per
l’iscrizione delle varietà, devono poter essere registrate come DUR, indicando la loro zona di adattamento.
Si aprirebbe così la strada ad un’innovazione varietale decentralizzata, senza relegare questa categoria a
una nicchia museale. Nel testo del regolamento andrebbe cambiato il riferimento alla zona di origine con
quella di adattamento.
13. Denominazione delle varietà (art. 64)
La denominazione delle nuove varietà non deve dare al consumatore informazioni fuorvianti. A questo
fine deve tenere in conto non solo delle denominazioni già presenti sul mercato o nei registri, ma anche di
quelle storiche e della varietà locali presenti a livello nazionale. Ad esempio, non deve essere possibile
registrare una nuova varietà di frumento con il nome di una vecchia varietà locale, così come successo in
Italia con la Saragolla, denominazione di una popolazione locale del sud Italia e usata nel 2004 da Società
Produttori Sementi di Bologna per iscrivere una sua nuova varietà .
14. Cancellazione dal registro varietale (art. 85)
Non deve essere l’autorità competente ma il responsabile del mantenimento della varietà che, al momento
della sua cancellazione dal registro, ne invia un campione rappresentativo alla banca genetica nazionale
responsabile della conservazione della biodiversità agricola. In questo modo il campione diventa accessibile
sia ai fini di ricerca che di uso per gli agricoltori.

The official position of xxxxxx on the proposed new regulation of the European Commission regarding the marketing of plant propagation materials, phyto-sanitary standards and the management of inspections
Document approved by the members, 13th September 2013
The following document outlines both the critical points and the requests presented by xxxxx.
Seed legislation, including phyto-sanitary legislation, began as a way to protect farmers and to guarantee the quality of the seed they used. For this reason it must not favour, as it has done so far, any particular agricultural model but must be adaptable to all the various agricultural models. In particular it must guarantee that all farmers (including organic and bio-dynamic farmers) may source the seeds they need on the market. To this end, the revision brought about by the European Commission must bear in mind those farmers, and those citizens/consumers who, to this day, have been neglected by the legislation on seed. Today, a person looking for local varieties, traditional varieties, non-uniform varieties or for seed varieties with a particular taste or quality, will not be able to find them on the market because of overly-restrictive legislation. A space for the requirements of these people, and of their clients, needs to be found.
Furthermore, the new seed legislation must respect the international obligations subscribed to by the European Union and in particular the FAO Treaty concerning agricultural genetic resources for farming and food supplies, favouring the sustainability of agricultural diversity, protecting the rights of farmers and guaranteeing ease of access for research and experimentation, to all varieties on the market.
The new proposal put forward by the Commission on the 6th of March 2013 contains a whole series of novelties -the exclusion from the regulation concerning exchange and circulation, of all material inherent to the conservation of diversity – however, during negotiation with the European Parliament parts of the text must be revised and modified.
1. FAO Treaty on agricultural genetic resources for food and agriculture
In the Considerations, the Regulation must refer to the FAO Treaty, signed by the individual European countries and by the European Union. Specifically, Articles 5,6 and 9 must be mentioned, reminding us that, among other things, the Regulation must meet the need to guarantee conservation, the sustainable use of agricultural diversity and protect the rights of farmers.
2. Direct sale from farmers to consumers
As non-professionals, farmers must be allowed to sell reproductive material to final consumers free from useless bureaucratic procedures, as stated in Article 61.3.a of the phyto-sanitary regulation.
3. Informal seed systems
The regulation is relevant to formal seed marketing but it must be made clear that at the same time it must not limit the construction of local informal seed exchanges in which reproductive material changes hands, but not through commerce. These informal seed systems constitute the basis of any kind of genetic improvement.
4. Public inspection systems
European seed quality control systems must remain in the public sphere and independent from the very industries it is supposed to control. To this end, one can forsee a co-financing by the European Union to the member states to sustain national systems of variety registration and to guarantee that this service is free to micro-businesses and small businesses.
5. Evaluation of uniformity for variety registration
The evaluation of uniformity must be adaptable to the type of variety. Varieties which have open pollination are much less uniform than clones and hybrids, and for this reason should not be discriminated against upon registration. The criteria for registering these varieties must be adapted to their degree of uniformity.
6. Exclusions from legislation (Article 2)
The term “on-farm” must be added before the word “conservation” to make it clear that it refers to dynamic conservation of agricultural diversity happening in all farms.
7. Definitions (Article 3)
It must be made clear that farmers are not “professional operators” as in the seed and phyto-sanitary legislation. Although they are capable of, and do, reproduce and sell seed, their main activity is farming. Their seed business could be considered an activity which is connected to that of farming rather in the same way that their various tourism activities are.
8. Heterogeneous material (Article 14 and successive draft of the Commission, July 2013)
It is important to open up the market to heterogeneous material, not limiting this possibility solely to agricultural species, as has been forseen so far in the draft. The new regulation should contain a minimum of indications for labeling this kind of material (for example, parental labels in the case of hybrids, area of production, cultivation techniques of the reproductive material and it's possible uses). Furthermore, it must be made clear that for this type of material, due to its non-uniform nature, it is not possible to claim intellectual property rights (né privativa vegetale né brevetto).
9. Niche-markets (Article 36)
The possibility of selling as a niche-market must not be limited to amateur varieties (as happens now with varieties of no intrinsic value), but must be made possible for agricultural species too, in their own particular way. For example, the dimension of the bags they are sold in must be proportional not only to the species, but also to the requirements of the buyers.
10. Information on the variety (Article 53)
In order to register a variety both in the national registers and in the EU registers, it must be compulsory to provide information on how the variety was obtained (method of selection) and on the genetic material used, showing the provenance of the latter, and if The Nagoya Protocol and the FAO Treaty have been respected according to the type of material. In the European variety database there must be a field specifically to indicate how the variety has been produced (for example by crossing, mutagenesis, cytoplasmatic sterility or mass selection?).
11. Requisites for the registration of a variety (Article 56)
The possibility of applying for the agronomic and/or sustainable and satisfactory value of utilization (VAU) of a variety, (defined by Articles 58 and 59) at the moment of registration, must be made voluntary, not mandatory. These tests should not become a barrier to the market-entry of new varieties but should, conversely, serve to inform farmers on the type of variety they are buying. In the light of the difficulty and cost of setting up testing systems in the diverse geographic and organic/bio-dynamic contexts, we believe it to be better for the VAU system to be voluntary for those seed firms (to whom it is convenient to keep their clients well informed, through these tests,) in many different locations. Furthermore the VAU system should not be extended to those species that are, to date, exempt (ie horticultural/vegetable garden species).
12. Varieties with officially recognised descriptions (DUR – Article 57)
It should be possible to register, in this category, not only varieties on the market before the Regulation came into effect, but also those varieties that have been cancelled from the European register, or from national registers, for at least five years. New varieties which do not fit in with the criteria of Distinction, Uniformity and Stability (DUS) required to register, must be registered as DUR, giving information on the area to which they are adapted. This system would allow decentralised varietal innovation without consigning this category to a museum-like niche. It would be best to change the wording of the text of the regulation from 'area of origin' to 'area of adaptation'.
13. Denomination of varieties (Article 85)
The denomination of new varieties must not be misleading to the consumer. To this end, it must take into account not only denominations already present on the market or in the registers, but also those historical denominations of local varieties present on a national level. For example, it should not be possible to register a new variety of wheat with the name of an old local variety, as has already happened in Italy with a wheat called Saragolla, the name of an existing local wheat from southern Italy. This name was used in 2004 by Società Produttori Sementi di Bologna, in order to register one of their new varieties.
14. Cancelling from the register of varieties (Article 85)
Upon cancelling a variety from the register, it should not be the competent authorities, but the person responsible for maintaining the variety who sends a representative sample (of the variety)to the national genetic bank in charge of conserving agricultural bio-diversity. In this way, the sample is available both for research purposes and for the use of farmers.

Il Movimento per la nuova agricoltura e società:
1. ha una mentalità profondamente ecologica, biologica e sociale, improntata ai valori del Bene
comune e dell'armonia dell'uomo con l'ecosistema. Vuole che l’attività agricola rispetti la vita della
terra, dell’acqua, dell’aria e di tutte le specie viventi e la salute e prosperità dell'uomo. Vede un
futuro di benvivere per l'umanità solo nelle pratiche produttive agricole ecologiche e non in quelle
che comportano concimazione chimica, diserbanti e pesticidi.
2. Si riconosce in una visione etica che promuove e valorizza la conservazione e la protezione
dell'ambiente e degli esseri naturali, i diritti di tutti gli esseri umani e uno sviluppo equo e pacifico
fra i popoli, in una consapevolezza di interdipendenza di tutti gli esseri e in una prospettiva di
rispetto degli individui e delle comunità umane e di valorizzazione delle diversità e delle bellezze
naturali.
3. Ama la biodiversità vegetale e animale, la ricchezza delle specie e delle forme di vita, da quelle
grandi a quelle microbiche, viste tutte come basi indispensabili per la ricchezza e l'armonia di vita
sulla terra. Rispetta le riserve naturali per la tutela e lo sviluppo della biodiversità e i grandi
ecosistemi del pianeta e non vuole che siano distrutti a fini di profitto da attività agricole o
industriali irrispettose e speculative.
4. E’ per la libera riproduzione, conservazione, scambio e vendita di semi fra i produttori agricoli e
nettamente contro i monopoli sulle sementi. La libertà degli agricoltori sui semi è un loro diritto
millenario inalienabile, da sostenere con una apposita legge. Il miglioramento varietale è compito
degli agricoltori, delle Università agrarie e degli Istituti e centri di ricerca, pubblici e privati.
5. Sostiene che il buon uso del territorio, il rispetto, la protezione e l'incremento della sua
biodiversità e della sua bellezza e armonia, sono una base essenziale per il benvivere di tutti.
Desidera il ripopolamento umano dei territori rurali. Assegna un ruolo importante alle zone
montane, per la tutela del territorio, del paesaggio e dell'ambiente, per la regimazione delle acque,
per la silvicoltura e la tutela boschiva, per l'agricoltura di qualità delle alte quote e per il turismo
verde e ritiene che queste funzioni vadano sostenute con una apposita legge.
6. Vede nell'agricoltura ecologica ben condotta il settore produttivo primario che può dare una
maggiore qualificazione alle attività turistiche, enogastonomiche, culturali, formative, assistenziali,
salutistiche, di artigianato artistico e di bioedilizia, oltre che essere basilare per la tutela del
paesaggio, dell'ambiente e della biodiversità e indispensabile per la produzione di cibo sano.
7. E’ per un sistema economico e agricolo che garantisca cibo sano, acqua pulita e beni basilari per
tutti gli esseri umani, in tutto il mondo, nel rispetto delle diversità di culture e stili di vita. E' per
una nuova organizzazione, più equa, della società e dell'economia, che comporti benessere e
benvivere per tutti. E' contro l'attuale concentrazione di denaro e potere in poche mani. Vede
l’umanità come una grande famiglia e una grande comunità in cui tutti gli individui possano trovare
il loro posto in armonia con gli altri.
8. Per le attività di allevamento desidera che venga data la massima attenzione al benessere degli
animali.
9. Vede il lavoro agricolo come una attività basilare per la società, di alta dignità e comprensiva del
compito della cura del territorio, insieme a quello della produzione del buon cibo. Ritiene che
l'agricoltore, tramite le sue organizzazioni, debba essere il punto centrale di riferimento per le
decisioni delle amministrazioni pubbliche locali che riguardano la gestione del territorio rurale.
Constata che l'accesso alle terre per le nuove generazioni è proibitivo, dato l'alto costo dei terreni
agricoli, e auspica maggiori facilitazioni di legge per l'accesso alla attività agricola, sia da acquisto
che da affitto, in attività autonoma o cooperativa. Vede nel lavoro agricolo salariato, fisso e
saltuario, l'altro aspetto dell'attività primaria al quale dare maggiore dignità, specialmente nei
riguardi dei lavoratori migranti.
10. Vede nell'attività agricola ecologica ben condotta un valore sociale, formativo e terapeutico. E'
consapevole che alcune esperienze aziendali agricole possono diventare centri di nuova socialità,
luoghi di inclusione, riabilitazione e costruzione di spirito comunitario e chiede un sostegno
legislativo e finanziario alle cosiddette attività di “agricoltura sociale”.
11. E’ per un aumento della democrazia negli organismi che controllano le decisioni che riguardano
l’agricoltura e per un affermarsi di metodi decisionali basati sulla sussidiarietà dal basso verso
l’alto, a partire dai territori locali. E’ per le facilitazioni burocratiche verso le produzioni agricole, in
particolare quelle piccole. E' per una maggiore facilitazione di accesso alla pratica del biologico,
tramite una apposita legge nazionale o leggi regionali.
12. Assegna grande importanza alla formazione dei bambini nelle attività agricole manuali basilari e
nella coltivazione, con metodi ecologici, delle piante da cui deriva il cibo. Auspica pertanto una
promozione pubblica degli Orti scolastici e delle Fattorie didattiche e una maggiore attenzione della
didattica scolastica alle attività produttive di cibo, anche con l'assegnazione delle necessarie risorse
finanziarie.
13. Rispetta le conoscenze ecologiche e produttive delle culture contadine di tutti i popoli e ne auspica
la protezione e l'integrazione nelle moderne pratiche agricole, più meccanizzate. Per le agricolture
del Sud del mondo pone attenzione a quelle di sussistenza, a cui quelle industrializzate, per fornire
prodotti al Nord del mondo, tolgono spazio, provocando situazioni di malnutrizione, oltre che
inquinamento di beni primari (acqua, suolo, aria) e perdita di saperi tradizionali.
14. Ama le produzioni locali, ecologicamente più sostenibili. Ama il concetto e la pratica della
“sovranità alimentare” dei territori e delle popolazioni, anche se, nello stesso tempo, gradisce il
commercio libero per le eccellenze e specialità dei vari territori e popoli. E' per lo sviluppo e la
tutela dei sistemi alimentari locali, sia nelle aree del Nord che del Sud del mondo, contro la loro
distruzione. E' favorevole a reti di solidarietà fra produttori, consumatori e distributori locali.
15. Vede i terreni agricoli come un bene comune, appartenente ai popoli del territorio, che non può
essere venduto ad organizzazioni multinazionali a scopo di profitto. E' contro il “land grabbing” o
furto delle terre. Considera anche l'acqua e le sementi come bene comune. Ritiene che le terre
pubbliche non vadano vendute, ma assegnate in uso a cooperative di giovani che desiderino
dedicarsi all'attività agricola.
16. E’ per l'obbligo di istallazione dei pannelli solari sopra le nuove costruzioni industriali e
commerciali e contro la loro installazione sopra i terreni agricoli destinabili a produzione di cibo. E'
per la protezione del suolo agricolo dagli eccessi della cementificazione e delle infrastrutture.
17. E’ a favore delle energie rinnovabili e per un modello di produzioni energetiche distribuite sui
territori. E' contro gli agrocarburanti e le centrali a biomasse, quando queste produzioni
energetiche siano basate sullo sfruttamento delle risorse naturali non riproducibili o sull’uso di
territori destinabili alle produzioni alimentari o sulla distruzione delle foreste, come avviene nella
maggior parte dei casi. E' contro una grande produzione cerealicola destinata all'allevamento del
bestiame per i paesi ricchi, quando questo comporti scarsità di cibo per la popolazione mondiale,
come sta
avvenendo.
18. Invita il movimento degli agricoltori, a prepararsi in tempo al momento in cui le riserve di petrolio
saranno prossime all'esaurimento e la sua estrazione sarà diventata troppo costosa, da una parte
cercando collaborazione con il mondo imprenditoriale, scientifico e universitario per creare valide
alternative tecniche e dall'altra approfondendosi in alternative colturali a basso uso di energia.
19. Vuole migliorare il patrimonio genetico soltanto con metodi che imitano quelli saggi della natura e
pertanto è totalmente contro la manipolazione del patrimonio genetico naturale delle specie
viventi, che costituisce la base della vita sana sulla terra, e si impegna per una moratoria mondiale
a tempo indeterminato rispetto alla produzione di OGM. Vede in essi anche un attacco al bene
inestimabile della biodiversità. Ritiene le sementi OGM inutili e dannose, sostenute da una
gigantesca campagna fatta di menzogne, per cercare di colonizzare le menti, insieme all'economia e
all'agricoltura. Per l’Italia si impegna, oltre che per la proibizione perenne delle produzioni, anche
per raggiungere quanto prima la cessazione delle importazioni degli alimenti OGM a fini
mangimistici e ad ogni altro fine che non sia la ricerca pura e confinata in laboratorio. E’ per la
diffusione libera delle conoscenze, contro ogni brevetto sulle forme di vita.
20. Ritiene concretamente irrealizzabile il principio della coesistenza fra colture OGM e non OGM in
quanto le prime, nel tempo, si comportano di fatto come colture killer, rispetto a quelle
convenzionali o biologiche, per le mille vie possibili di inquinamento di queste filiere e ledono così
il principio di libertà, come dimostrato da svariate esperienze. Invita a considerare che le colture
convenzionali non danneggiano le colture OGM, mentre le colture OGM sono killer di quelle
convenzionali, e che in questo sta una gigantesca differenza e si rivela la natura violenta e
fraudolenta degli OGM. Inoltre essi inquinano irreversibilmente la microvita dei terreni con
materiale geneticamente modificato, che, attraverso il trasferimento genico orizzontale, penetra in
tutte le forme di vita, uomo compreso. Ritiene che, di fronte alla impossibilità della coesistenza, il
diritto all'esistenza spetti alle millenarie coltivazioni convenzionali non geneticamente modificate e
non a quelle che modificano irreversibilmente il germoplasma tradizionale. Diffida quindi la
governance europea e i governi nazionali dal cercare di percorrere le vie della coesistenza e li invita
a legiferare per una definitiva uscita dagli OGM, affermando il principio di precauzione verso la
salute delle attuali e future generazioni. Invita il governo italiano a superare l'attuale decreto
interministeriale, fondato sul fasullo principio di coesistenza, con una procedura rapida che
determini una definitiva uscita dagli OGM invocando l'art 32 della costituzione (la repubblica tutela
la salute come diritto fondamentale dell'individuo e interesse della collettività), in quanto il tema
della salute non è stato delegato all'unione Europea. Invita i governanti italiani a riconoscere che
la Commissione UE e la Corte di giustizia UE hanno creato una elaborata gabbia legislativa
favorevole agli OGM dalla quale si esce solo con un atto di volontà e dignità politica, allontanandosi
da atteggiamenti di sottomissione, come hanno fatto altri stati. Nel caso che il governo e il
parlamento non intervengano nei tempi dovuti, per non mettere il paese di nuovo di fronte ad un
vuoto legislativo, invita tutte le Regioni ad approvare intanto delle norme di coesistenza totalmente
stringenti, che non consentano di fatto alcuna coltivazione di OGM.
21. Tenuto conto che per il regolamento europeo n.834/2007 “Gli OGM e i prodotti derivati od ottenuti
da OGM sono incompatibili con il concetto di produzione biologica e con la percezione che i
consumatori hanno dei prodotti biologici" e che "Gli OGM e i prodotti derivati o ottenuti da OGM
non vanno usati come alimenti, mangimi, ausiliari di fabbricazione, prodotti fitosanitari, concimi,
ammendanti, sementi, materiale di moltiplicazione vegetativa, microrganismi e animali in
produzione biologica", in attesa che sia raggiunta la moratoria definitiva mondiale, richiede al
Parlamento Europeo l'eliminazione della norma che consente, per i prodotti biologici, la tolleranza
alla presenza di prodotto OGM fino allo 0,9%, anche se limitatamente alle “contaminazioni
accidentali e tecnicamente inevitabili”. Considera un prodotto quale “biologico” solo in assenza di
OGM. Chiede che contemporaneamente alla soppressione di questa norma si preveda per legge
l'individuazione della fonte e causa di inquinamento e la punizione dei responsabili al pagamento di
tutti i danni arrecati.
22. Invita i consumatori e i produttori a boicottare l’acquisto di alimenti derivanti dallo sfruttamento
dei popoli più deboli, da parte di multinazionali dominate dalla grande finanza speculativa, che
cerca bassi prezzi del lavoro, minori limiti all’inquinamento del territorio, minori intralci, tasse e
contestazioni. Reputa che i sistemi alimentari debbano essere deputati a garantire cibo di alta
qualità, nel rispetto dell'ambiente e dell'equità sociale e non essere, invece, assoggettati ai grandi
accentramenti monopolistici e alle istituzioni finanziarie speculative, come sta avvenendo
attualmente. Invita invece a forme di commercio equo per i beni che rientrano in un commercio
virtuoso, mentre chiede che sia boicottata l’importazione di beni che la popolazione locale
potrebbe prodursi da sola senza difficoltà. E' per un controllo e una trasparenza maggiori riguardo
alle importazioni, non solo rispetto alla qualità, ma anche alla eticità degli scambi.
23. E' per una politica pubblica nazionale, europea (PSR) e mondiale che dia maggiore sostegno
all'agricoltura ecologica, negli aspetti di produzione, ricerca, formazione e informazione, in
quanto tale agricoltura è portatrice di notevoli vantaggi sociali, relativi alla salute dell'uomo e
dell'ambiente, non presentando i costi occulti di malattie, perdita di fertilità dei terreni,
inquinamento della terra, dell'acqua e del cibo. E' contro la destinazione di fondi pubblici per
l'ecologia ad un'agricoltura di “basso impatto” o di “produzione integrata”, che quasi sempre
nasconde il dirottamento, verso l'agricoltura inquinante, di fondi che dovrebbero essere destinati
all'agricoltura ecologica. Dati gli alti costi ambientali e sociali, per le attuali e future generazioni,
legati alla conduzione chimica dell'agricoltura e non computati nel costo dei prodotti, chiede che le
risorse pubbliche per l'agricoltura siano destinate unicamente alle produzioni ecologiche, in
modo da favorire una conversione generalizzata verso di esse.

An agricultural model for a new society.
The movement for a new agriculture and society:
1. Has an ecological, biological and society-based outlook, mindful of the good of the community and overall harmony between man and the environment. It teaches that agricultural practices should be in harmony with all life on earth, both on land, in the sea and in the air, in short, of all living species, including the health and prosperity of mankind. It envisions a future of health and prosperity for mankind, only in as far as its agricultural practises are ecological, and not in the widespread use of modern chemical fertilisers, herbicides and pesticides.
2. It’s ethical vision is one that promotes, and gives value to, the conservation and protection of the environment and of all living organisms, including the rights of all peoples, and a fair and just development amongst them, with the knowledge that all beings are interlinked, in a perspective of respect of each individual, of their communities, of their differences, and last but not least, of the beauty of our natural environment.
3. Gives a value to both animal and plant biodiversity, upholding the richness of a variety of life forms, from the macroscopic to the microscopic, all seen as an indispensable basis for the vast array of life on earth. Nature reserves involved in protecting and developing biodiversity and global ecosystems, are very much part of their thinking, as is their protection of these from the ravages of profit-seeking agricultural or industrial speculative enterprises.
4. Stands for the free reproduction, conservation, sharing and sale of seed between farmers and is very much against any seed monopolies. The right of farmers to do what they wish with the seed they produce is an inalienable right, the fruit of thousands years of farming, which should be upheld by a specific law. Varietal improvement of crops is the domain of farmers and farming, of agricultural Universities and of research institutes and centres, both in the public and the private domain.
5. Believes that good husbandry, respect and protection of the land, an increase in biodiversity and in its consequent natural beauty are an essential basis for a harmonious life for all on this planet. It upholds the repopulation of their land by indigenous people. Mountainous areas are thought to be of great importance in this light, as through the labours of the local people the fields, the landscape and the environment are protected, rain-water is controlled and directed, woods and forests are carefully tended. Mountain agriculture produces high quality products and has tourism as a by-product; for all these reasons it is thought special laws should protect rural and marginal lands.
6. Its thinking is that well-run organic agriculture is a primary productive sector which can impart greater quality to the consequent tourism sector, both gastronomic and wine-related, cultural, educational, voluntary and health related, artisanal, artistic and the green-building sector. Furthermore, organic agriculture is fundamental in its role as a protector of the landscape, the environment, biodiversity and in the production of healthy and safe food.
7. It stands for an economic model that guarantees healthy food, clean water and basic necessities to all human beings, all over the world, with respect towards all differences in culture and life style. It stands for a fairer re-organisation of society and of the economy, which begets well-being and health for all. It is against the current concentration of power and money in the hands of the few. It sees mankind as one big family and as a big community in which each individual can find his place, harmoniously, among the others.
8. Its thinking on animal breeding and farming is that utmost attention should be given to the well-being of the animals themselves.
9. It sees the action of farming as a fundamental activity, steeped in dignity, that includes the care and husbandry of the land as well as the production of food. It sees the farmer, with his farming organisations, as the main point of reference to local public administrations working on management of rural land. It states that access to land, for the new generations, is prohibitive, given the high prices of agricultural land, urging facilitative legal measures helping those who want to work the land, both when buying land and when renting it, be they cooperatives or individuals. It thinks that salaried agricultural labour, both permanent and occasional, is another aspect of this fundamental activity to which more dignity should be given, especially with regard to migrant labourers.
10. It assigns a social value to a well-run organic farming enterprise, as well as having an educational aspect and a therapeutic aspect. It is aware that some farming enterprises have become centres for a new way of socialising, places that are inclusive in their nature, where new skills are learned and where community spirit is fostered. For this reason they require “social agriculture” to be upheld by specific laws and financing.
11. It upholds more democracy within the organisms devoted to decision-making and control of agriculture, and for an affirmation of the principle of new decision-making processes based on the subsidiarity of the top towards the bottom, starting from the local farming levels. It stands for simplified bureaucracy in agriculture, particularly with regard to smallholders and smaller farms. It envisions easier access to organic farming status through specific legislation at a national and/or a regional level.
12. It places great value on teaching children basic manual farming skills, based on organic methods, in the care and nurture of food plants. It stands for a public support and promotion of scholastic vegetable gardens and didactic farms, coupled with more care and attention taken over the teaching of food-production methods, and the relative necessary financial support.
13. It holds in great respect the ecological knowledge and farming techniques of all the peasant farming cultures of the world, and wishes for the protection of this knowledge and its integration into modern, mechanised agriculture. It highlights the problems of agriculture in the southern hemisphere, generally subsistence farming, and the loss of land to industrial agriculture, (which provides the First World with products), with the consequence of malnutrition of the people, the loss of traditional farming practices, and of the pollution of their land and their water.
14. It upholds local produce, in that it is ecologically sustainable. It stands for “alimentary sovereignty” of the territory and of the people, while at the same time promoting free commerce of local specialties produced by local populations and specific climactic conditions. It protects and encourages the development of local alimentary systems, both in the Northern hemisphere and in the Southern hemisphere, opposing their destruction. It favours the creation of networks of solidarity between farmer-producers, consumers and local distributors.
15. Its vision considers agricultural lands as common property belonging to the local people, land which cannot be sold to profit-seeking multinational organisations. It is firmly against land-grabbing. It considers both seed and water to be common property. It considers that public land may not be sold, but only assigned, to cooperatives of young people who wish to work the land.
16. It upholds the installation of solar panels on the roofs new industrial and commercial buildings and is, instead, against their being installed over agricultural land, which would be put to much better use for the cultivation of food. It stands for the protection of agricultural land against the excesses of cementification and infrastructure.
17. It is in favour of renewable energy and for the production of energy to be evenly distributed over the land. It is against biofuels and biomass power plants, where these technologies are based on the exploitation of non-renewable natural resources or on the use of land which could be used for the production of food, or even when they involve the destruction of forests, as happens in the majority of cases. It is also against the mass production of grain crops for cattle breeders of First World countries, in as much as this often causes scarcity of food for the global population, as is currently happening.
18. It invites the farming communities and movements, to get ready, while there is still time, for the moment in which petrol reserves will finally run dry, making extraction too expensive to be practical, through collaboration with the entrepreneurial, scientific and university communities, in order to develop alternative low-energy farming techniques.
19. It would like to improve the genetic gene-pool through the sole use of methods that mimic the wise ways of nature, and therefore is totally against the manipulation of the genome of living species, basis of all healthy life on earth, and it undertakes an indefinite world moratorium on the production of GMO seeds, plants and animals. It interprets these as an attack on the infinite and inestimable value of biodiversity. It sees GMO seeds as useless and harmful, upheld by a huge advertising campaign based on lies, in an attempt to colonise people’s minds, the economy and agriculture. In Italy it pledges to prohibit production in eternity, so as to reach, as soon as possible, the cessation of imported GMO foods in animal feed and for whichever other use, with the exception of pure research, confined to laboratories. It stands for free divulgation of agricultural knowledge and know-how, and firmly against any type of patenting of life forms.
20. It strongly believes that the principle of coexistence between GMO crops and conventional, organic crops is unattainable and impossible, in that the former, in time, behave in all respects like killer crops towards the latter, in a multitude of different and unpredictable ways, thus harming the principle of liberty, as proved by the many negative experiences. It invites one to consider that conventional organic crops do not harm GMO crops in any way, whereas conversely, GMO crops kill conventional ones. In this aspect there is an enormous difference between the two, underlining the violent and fraudulent nature of GMO crops. Furthermore, GMO crops pollute the microscopic life of the soil with genetically modified material, which, through horizontal gene transfer, penetrates all life forms, mankind included. Given the impossibility of coexistence, it thinks that the right to exist should go to the forms of life should be given to the ages-old conventional crops and not ever to those that irreversibly modify the traditional germplasm. Therefore it warns European government and the single governments of the European countries not to go down the route of coexistence but to legislate in favour of a definitive ban on all GMO products, thereby reaffirming the principle of precaution towards the health of current and future generations. It invites the Italian government to overrule the current inter-ministerial decree, founded on the faulty precept of coexistence, with a rapid procedure which aims to definitively close the door to GMO products, calling upon Article 32 of the constitution (the Italian Republic protects its citizen’s health as a fundamental right of the individual, and a collective interest) underlining the fact that the health of the Italian people is not delegated to the European Union. It invites the Italian governors to recognise that the European Commission and the EU Court of Justice have created an elaborate legislative cage in favour of GMO products, to escape from which, an act of will and of political dignity is called for, thus taking a step away from the submissive attitudes donned by other countries. If the Government and Parliament do not take action within a limited time, so as not to place the country once again in a state of legislative vacuum, it invites the Regions, in the meantime, to approve extremely restrictive norms which would, de facto, stop cultivation of GMO crops.
21. Considering the fact that in the light of the European regulation n. 834/2007 “GMO’s and products derived and/or obtained from GMO’s are incompatible with the concept of organic agriculture and with the idea that consumers have of organic agriculture” and that “GMO’s and GMO derived products are not to be used as food, feeds, aids to manufacture, phytochemical products, fertilisers, soil additives, seeds, as material for vegetative reproduction, micro-organisms and animals in organic farming” while waiting for a definitive world ban to be reached, it demands the European Parliament to remove the norm which allows the tolerance of up to 0,9% of GMO’s in organic products, even though it is limited to “technically unavoidable accidental contamination” It considers a product to be “organic” only in as much as having a total absence of GMO material. It also demands that at the same time as this norm is suppressed, the origin of the GMO pollution should be found, and that those responsible should be punished and made to pay all the ensuing damages.
22. It invites consumers and producers to boycott buying food produced through the exploitation of defenceless indigenous peoples by multinationals controlled by Big Finance, looking for low cost workers, lower limits to environmental pollution, less bureaucratic red tape, lower taxes and lower risk of litigation. It believes that alimentary systems should be appointed to guarantee high quality food whilst protecting the environment and social justice, and that they should not be subject to Big Business and Big Finance as is currently happening. It encourages Fair-trade organisations for goods that fall into a virtuous trade pattern, while at the same time boycotting the importing of foods that the local people can very well produce for themselves. It upholds more transparent and more rigorous controls for imported products, not only as to their quality, but also in regard to the morality of their commercial exchange.
23. It strongly believes in a national, European and global public policy, aimed to give greater support to Organic agriculture, in the productive, research, formation and informative aspects, in as much as this agriculture brings with it notable social advantages, such as the health of mankind and of the environment and has no occult costs like illness, loss of soil fertility, pollution of the soil, of the water cycle and of food. It stands against the use of public money to support “low impact” or “integrated-production agriculture”, which almost always hide the deviation of money towards polluting agricultural systems, which should instead be used to support Organic Farming. Given the high social and environmental hidden costs of chemical agriculture, placed on the shoulders of current and future generations, and never included in the final price of the product itself, it demands that public resources for agriculture should be destined solely to Organic Agriculture, in order to favour a generalised conversion to these practises.
