Source text - Czech Podzimní volby: ČSSD obhajuje většinu senátorských křesel
Nebývalý je letos zájem o zisk sedmadvaceti křesel v horní komoře parlamentu, utká se o ně 270 uchazečů. Síly šikuje jak levice, tak pravice.
Na obhajobě mandátů nejvíc záleží sociální demokracii. Letošní senátní volby se týkají právě těch obvodů, v nichž ČSSD před šesti lety obsadila třiadvacet míst. Do soutěže posílá „těžké váhy“ – nynější šéf Senátu Milan Štěch je v Senátu od jeho vzniku, dosud ho nikdo nedokázal porazit.
Posty budou obhajovat také sociálnědemokratičtí ministři Jiří Dienstbier a Marcel Chládek. A bezesporu zajímavý bude souboj na Zlínsku, kde proti současné místopředsedkyni Senátu a ČSSD Aleně Gajdůškové kandiduje někdejší šéf JZD Slušovice František Čuba. Ten je momentálně krajským radním za Stranu práv občanů.
ODS a TOP 09 nechtějí v senátních volbách tříštit síly pravicových voličů, a tak v osmi obvodech podpoří jediného kandidáta. To znamená, že ODS nestaví své kandidáty na Vyškovsku, Přerovsku a v Rychnově nad Kněžnou. TOP 09 a Starostové na oplátku nebudou kandidovat v Lounech, Olomouci, Karviné, Uherském Hradišti a Znojmě.
Také pravice nabídne přitažlivý souboj: TOP 09 nabídla návrat do vysoké politiky bývalému ministru životního prostředí, šéfovi strany LES Martinu Bursíkovi. Jeho soupeřem bude mimo jiné Václav Hampl, exrektor Univerzity Karlovy, kterého podporují zelení a lidovci.
V senátních volbách se o posty ucházejí také známí podnikatelé. Mezi kandidáty ANO patří Jiří Hlavatý, majitel a generální ředitel největší české textilky Juta Dvůr Králové. Majitel holdingu Synot Ivo Valenta se zase bude ucházet o přízeň voličů na Slovácku, v obvodu Uherské Hradiště.
Volby do jedné třetiny Senátu proběhnou společně s komunálními volbami v pátek 10. a v sobotu 11. října. O tři týdny
dříve, a to 19. a 20. září, se uskuteční doplňovací volby v senátním obvodě Praha 10. Místo v tomto obvodu uvolnil Jaromír Štětina, který se stal europoslancem.
Vojsko nakoupí munici a rakety za tři čtvrtě miliardy
Munici pro pistole, pušky, bojová vozidla Pandur i vrtulníkové letectvo a také rakety pro bitevníky L-159 za plných 750 milionů korun nakoupí letos a příští rok ministerstvo obrany. S nadlimitní zakázkou, kterou zprostředkuje zásobovací agentura NATO, dnes souhlasila vláda. Ta rovněž schválila servis vojenských vrtulníků za 1,1 miliardy.
Nyní nejde o nic menšího než o klíčové schopnosti armády. Proto děláme vše pro to, abychom včas a v nezbytném rozsahu zásoby těch nejvíce potřebných druhů munice průběžně doplňovali. Zároveň u této zakázky chceme zúročit možnosti spolupráce se spojenci, kteří obdobnou munici rovněž pořizují. To může mít významný ekonomický efekt,“ uvedl ministr obrany Martin Stropnický (ANO).
Nákupy přes NATO kritizují české firmy
K nákupům přes agenturu NATO mluvčí rezortu Jan Pejšek uvedl, že tato cesta se v minulosti osvědčila. „Ceny byly v některých případech až o desítky procent nižší. Do soutěže samozřejmě mohou jít i české firmy, už dříve v řadě dodávek uspěl v soutěžích alianční agentury třeba Sellier & Bellot,“ dodal mluvčí.
Fakt, že se ministerstvo obrací na tuto agenturu a ne na domácí výrobce opakovaně kritizovala Asociace obranného a bezpečnostního průmyslu ČR. Ta poukazuje na skutečnost, že stát tímto způsobem přijde o DPH a další odvody, takže argument o nižší ceně je podle ní nesmyslný.
Vojáci na nedostatek munice poukazují opakovaně. Pozemním a leteckým silám chybí náboje či rakety za asi 5,6 miliardy korun. „Jedná se nejen o munici na výcvik, ale především o tu, která chybí v zásobách,“ řekl na konci června náčelník generálního štábu Petr Pavel.
Zásoby by měly vojákům v případě bojů vydržet na 30 dnů, do té doby by měl začít fungovat systém zásobování v rámci NATO.
Vrtulníky opraví LOM Praha
Schválení peněz na opravy vrtulníků umožní obraně pokračovat ve spolupráci se státní firmou LOM Praha, které letos v listopadu vyprší smlouva.
„Proto chceme se stejným podnikem, který jako jediný v ČR má potřebné licence, uzavřít nové čtyřleté rámcové smlouvy v hodnotě 490 milionů korun za servis a 635 milionů za generální opravy vrtulníků řady Mi,“ vysvětlil Pejšek. Jde o rámcové smlouvy, jejichž objem nemusí být vyčerpán. Záležet bude na aktuální potřebě.
Vrtulníky ruské výroby Mi-8, Mi-17, Mi-171Š a Mi-24 byly do výzbroje české armády zařazovány postupně od roku 1967. Celkem jich je v hangárech 42.
Translation - English Autumn Elections: CSSD to Defend Most Senate Seats
This year there has been a greater interest than usual in gaining twenty-seven seats in the upper chamber of the parliament. Two-hundred and seventy candidates will compete for these seats - from both left and right parties.
It is the Social Democrats who need to defend their seats. This year’s senate elections will focus on the constituencies where the CSSD gained twenty three seats three years ago. They will send in their “heavyweight“ candidates – among them present chairman of the Senate Milan Stech, who has been a Senate member since its foundation, and nobody has been able to beat him so far.

Social-democratic ministers Jiří Dienstbier and Marcel Chládek will also defend their seats. It will be an interesting battle in Zlín region, where the former boss of the JZD Slusovice (United Agricultural Cooperative), Frantisek Cuba, stands against the present vice-chairman of the Senate Alena Gajduskova. Cuba is at present a district councillor and a member of the Party of Civic Rights.
The Civic Democratic Party and TOP09 do not want to split the forces of the right-wing electors, so they will support only one candidate in eight constituencies. This means that the Civic Democratic Party will not have their candidates in the constituencies of Vyskov, Prerov and Rychnov nad Kneznou. TOP09, the Mayors and Independents will not provide candidates in the constituencies of Louny, Olomouc, Karvina, Uherske Hradiste and Znojmo.
The right wing will also offer to present an attractive battle: TOP09 offered a return to high politics to the chairmen of LES and the former Minister of Environment Martin Bursik. Among others his opponent will be Vaclav Hampl, the former rector of the Charles University who is supported by the Green Party and Christian Democratic Party.
Well-known entrepreneurs will also try for the senate seats. Among these is Jiri Hlavaty - the owner and general manager of the largest Czech textile factory Juta Dvur Kralove, and who is also the candidate of ANO. The owner of the Synot Holding Ivo Valenta will try to win voters favour in Slovacko, in the Uherske Hradiste constituency.
The elections of one third of the Senate will take place together with the local elections on Friday the 10th and Saturday the 11th of October.
The by-elections in the senate constituency of Prague 10 will take place a week earlier, 19th and 20th September respectively. A place in this constituency has become available because Jaromir Stetina, who became the Member of European Parliament, gave up his seat.
The Armed Forces to Buy Ammunition and Rockets for 750 million
The Ministry of Defence is to purchase ammunition for pistols, rifles, fighting vehicles Pandur, helicopter Air Force and also combat aircraft L-159 for 750 million Crowns this year and next¬. A public contract above the threshold, which will be procured through NATO Maintenance and Supply Agency, has been approved by the government today. The government has also approved the service of the military helicopters for 1.1 billion.
"Now the stock only serves nothing smaller than the key capability of the Armed Forces. Therefore we are doing everything to supply and renew the most needed types of ammunition in time and in necessary extent. At the same time we want to make good use of our cooperation with allies, who also purchase the same type of ammunition. It may have a significant economic effect", the Minister of Defence Martin Stropnicky (ANO) said.
Purchase via NATO Criticized by Czech Companies
Referring to the purchases via the NATO agency, the speaker for the Ministry of Defence Jan Pejsek said that this way proved useful. "The prices were tens of thousands lower in some cases. Czech companies can also compete in this bid, for example, Sellier & Bellot has won in bids for the alliance agency in the past", the speaker added.
The fact that the Ministry turns to this agency and not domestic suppliers has been repeatedly criticized by the Association of the Defence and Security Industry Association of the Czech Republic. They expressed the fact that the state loses the VAT and other levies in this way, hence rendering their argument about the lower prices as invalid.
Soldiers repeatedly point out that lack of ammunition is a problem. Soldiers repeatedly identify the lack of ammunition as a pressing issue. The Ground and Air Forces lack ammunition or rockets in the region of 5,6 billion Crowns. "It is not only ammunition for training, but also what is missing in stock ", the Chief of the General Staff Petr Pavel said at the end of June.

Helicopters to be repaired by LOM Praha
The Ministry of Defence will be able to continue its cooperation with the state enterprise LOM Praha - whose contract is to expire this November - due to the money for the helicopter repairs being approved.
"Therefore we want to contract new framework agreements for four years for the amount of 490 million Crowns for the service and 635 million Crowns for general repairs of helicopters type Mi with the same enterprise, which is the only one that has necessary licences", Pejsek explained. They are framework contracts whose amount does not have to be completely spent. It will depend on the current need.
The Russian Mi-8, Mi17, Mi-171Š and Mi-24 helicopters have been incorporated into the use of the Czech Armed Forces gradually since 1967. There are altogether forty-two of them in the hangars.
