The Purpose of the International Medical Corps' Accountability Framework
The International Medical Corps has an Accountability Framework (AF) that is available to the public in order to provide an overview about our work, a clear statement in relation to finance we receive, our partners, our memberships, our associations and countries where we work. Moreover, the framework determines the main policies, international standards and guidelines against which we measure our performance, and it stipulates that we are committed to continue promoting relationships with our stakeholders.
The Accountability Framework (AF) summarizes our commitments towards our stakeholders with regard to their participation in taking decisions, information they expect to receive from us, as well as the way via which they can provide us with their feedback, concerns or complaints. The framework also summarizes our commitment to learn from experience and pursuit continuous improvement in all what we perform. By assuming these obligations, the International Medical Corps shows that they can be accountable through our global operations, and how we will continue to strive to find ways and means to increase the quality of our programs and their impact worldwide. .
How will the Accountability Framework be used?
The use of this Framework is part of the International Medical Corps' approach to quality management. The measures of our Internal Audit Department and other measures of self-evaluation are used, including monitoring visits made by the technical staff in the Headquarters (HQ) and the program reports, in order to monitor and evaluate compliance with the obligations set out in this Framework. The International Medical Corps is seeking to learn from the experience, and as part of the practice of monitoring and evaluation of our program, we will require the evaluators to assess they way via which we meet the obligations as stated in this Framework. This will specifically include an evaluation that is performed in accordance with the policy, standards and guidelines.
Mission From Relief to Self-reliance
The International Medical Corps is a global humanitarian, non-profit organization that aims to save lives and relieve suffering through health care training and relief and development programs. The International Medical Corps has been founded in 1984 by volunteer doctors and nurses as a private, voluntary, non-political and non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. The International Medical Corps re-rehabilitates the destroyed health care systems and helps return them to self-reliance by offering training and health care to local populations and offering medical assistance to the most exposed people, using flexibility to respond rapidly to emergency situations.
The International Medical Corps has the resources and capabilities of two independent, affiliate subsidiaries, namely the International Medical Corps and International Medical Corps UK. Together, our mission is to save lives and relieve suffering through the provision of health care and training. Through the use of Headquarters in the United States and the United Kingdom respectively, we cooperate in order to increase resources to implement the appropriate relief and development activities.
Approach
Since twenty-five years, a simple idea drived the first relief mission of the International Medical Corps to give local people the tools and knowledge to help themselves and investment on the sustainability of development to solve one of the existing crises. After a quarter of a century, this leading idea was accepted as to build the capacity of communities in a direction to meet the needs of their own health care as a culturally, effectively economical and politically stable means for assistance. This idea remains a featured component of each program of the International Medical Corps, even in the most difficult environments in the world.
The International Medical Corps focuses on the provision of primary social health care. We stress the training and education, and to give priority to the recruitment of local staff. Actually, 96% of our staff of field and health professionals are assigned from the local community. This helps to ensure passage of the skills and knowledge and their survival for a long time after the end of our programs. Through the integration of disciplines, such as emergency medicine, women's health, nutrition services, water and sanitation, aas well as mental health in primary health care environment, we make sure that we provide targeted people with a comprehensive and holistic care.
On the basis of providing primary health care, we set up the priorities of the following programs:
Emergency Response
Over the past 25 years, the International Medical Corps has been deployed in more than 50 countries distributed in four continents, and has earned a reputation as a first, fast and reliable responder. Emergency Response teams have the ability to provide health care in emergency situations, nutrition, water and sanitation, other health and vital services to people who are most in need of them, wherever they are.
Because the period directly following the occurrence of a natural disaster is a critical one to save lives, our goal is to be on the scene and conduct operations within 48 hours after taking a deployment decision. This is true even in the most challenging environments. Whether it reaches to isolating populations through the supply routes because of a natural disaster or to helping people displaced by the armed conflict, the International Medical Corps quickly and effectively provides medical care and life-saving relief, wherever they are in a more urgently need of them.
Health Capacity Building
Our humanitarian efforts worldwide are determined through strict adherence to the granting affected communities the power and skills so as to meet the needs of their own primary health care. We do this by making education and training an integral part of our programs, whether it relates to primary care, HIV/AIDS and infectious diseases, nutrition, agriculture, water and sanitation or livelihoods and microfinance. We are also working closely with host government agencies and partner with local non-governmental organizations in order to strengthen the infrastructure of health care at all levels. This does not only enhance our focus on strengthening the capacity of self-reliance, but it also builds a type of confidence, pride, and self-esteem necessary for political stability and successful development.
Health and Welfare of Women and Children
The International Medical Corps' focus on women and children stems from two simple facts: Women and children make up four out of every five refugees in the world, and their welfare is recognized as a key element of health promotion, building stable, confident and self-reliant societies, and the eradication of poverty in the world.
