Source text - English This circular is a follow-up to the engagement session where the Qatar Shell Service Company has committed itself to inform and update all Asset Operators/ End Users prior to drilling into a shallow geological formation that potentially could contain toxic gas. All operators were asked to assure the effectiveness of their emergency response plans and that adequate shelter is in place in the event of a toxic gas release as a result of the NF-12 Project drilling operation. The drilling operation through this formation is estimated to take place between 28 May 2018 and 4th week of June 2018.
Translation - Arabic ويأتي هذا التعميم متابعةً للقاء التعريفي الذي تعهدت فيه شركة قطر شل بإبلاغ جميع مشغلي الأصول/الشركات الصناعية الرئيسية قبل الحفر داخل التكوين الجيولوجي الضحل الذي يحتمل احتوائه على غاز سام. عليه، يُرجى من جميع المشغلين التأكد من فعالية وجاهزية خطط الاستجابة للطوارئ الخاصة بهم، والتأكد من توفير مأوى آمن مناسب في أماكن عملهم مجهزاً لأي انبعاث غاز سام – لا قدر الله – قد يحدث بسبب عمليات الحفر في مشروع NF-12. ومن المقرر استمرار عمليات الحفر في هذا التكوين الجيولوجي خلال الفترة من 28 مايو 2018 وحتى الأسبوع الأخير من يونيو 2018.

Source text - English Health and Hygiene Inspections of various camps and other food establishments are regularly performed in order to prevent any outbreak related (gastroenteritis/diarrhea cases) in camps or workplace and to protect the health of personnel working or residing in RLIC. In view of the above, following standards shall remain maintained effectively to safeguard food safety and hygiene inside RLIC.
• No food shall be taken from mess hall/kitchens for later consumption in the rooms or workers accommodation. Furthermore, cooking or storage of any food (raw or cooked) in all accommodations is prohibited.
• Transportation of any bulk food from outside to inside RLIC is strictly prohibited except authorized RLC food catering service providers’ vehicles.
• Use only designated, fully equipped food vehicle with temperature control, insulation boxes for transporting food from kitchen to site mess halls and preventing the contamination of food during transportation by ensuring sanitary transportation practices.
• An advisory note to be placed on every parcel or container to consume parcel food within one hour after receiving at site mess hall/location.
• Food handlers shall hold valid health license/certificate from Medical Commission – Ministry of Public Health.
• Food handlers should be trained for basic food safety and hygiene practices before commencement of their duties in RLIC food premises.
Translation - Arabic دأب قسم الصحة العامة التابع لمدينة راس لفان الصناعية على إجراء زيارات تفتيشية على الصحة العامة داخل مساكن العمال والمطاعم والمنشآت الغذائية الأخرى لمنع انتشار أي أمراض أو حالات نزلات معوية معدية داخل مساكن العمال أو مواقع العمل لحماية صحة العاملين وقاطني مدينة راس لفان الصناعية. وبناءً على ملاحظات الزيارات التفتيشية، نُعيد التذكير بضرورة الالتزام بالمعايير والضوابط الآتية لضمان سلامة الأغذية، وحماية الصحة العامة بمدينة راس لفان الصناعية:
• يُمنع أخذ وجبات غذائية من قاعات الطعام/المطابخ بغرض تناولها لاحقاً داخل الغرف أو مساكن العمال. كما يُمنع أيضاً طهي أو تخزين أي أنواع من الطعام (نيْئاً أو مطْبوخاً) داخل جميع الوحدات السكنية.
• يُمنع منعاً باتاً إحضار أو نقل أي كمية كبيرة من الطعام من خارج مدينة راس لفان الصناعية إلى داخلها ما عدا المنقولة في مركبات متعهدي خدمات التغذية المصرح لهم من إدارة المدينة الصناعية.
• استخدام المركبات المخصصة لنقل الطعام فقط والمجهزة بالكامل بوسائل التحكم في درجة الحرارة، وصناديق العزل لنقل الطعام من المطبخ إلى قاعات الطعام في الموقع، ومنع تلوث الطعام أثناء النقل بالتأكد من اتباع ممارسات وإجراءات النقل الصحية.
• يجب وضع بطاقة إرشادية على كل وجبة غذائية معبأة أو حاوية طعام تنص على تناول الوجبة المعبأة خلال ساعة واحدة بعد استلامها في قاعة الطعام/الموقع.
• يجب حصول العاملين في مجال الأغذية على الشهادات/الرخص اللازمة من إدارة القومسيون الطبي بوزارة الصحة العامة.
• يجب تدريب وتأهيل العاملين في مجال الأغذية على الأساليب والممارسات الصحية الأساسية الخاصة بسلامة ونظافة الأغذية قبل مزاولة عملهم في المنشآت الغذائية داخل مدينة راس لفان الصناعية.

وعلى القانون (25) لسنة 2015 بشأن الدفاع المدني،
وعلى القرار الأميري رقم (59) لسنة 2018 بتشكيل مجلس الدفاع المدني،
وعلى اقتراح وزير الداخلية،
وعلى مشروع القانون المقدم من مجلس الوزراء،
وبعد أخذ رأي مجلس الشورى،
قررنا القانون الآتي:
مادة (1)
في تطبيق أحكام هذا القانون تكون للكلمات والعبارات التالية، المعاني الموضحة قرين كل منها، ما لم يقتض السياق معنى آخر:
- الوزارة: وزارة الداخلية.
- الوزير: وزير الداخلية.
- المجلس: مجلس الدفاع المدني.
- الجهة المختصة: الإدارة العامة للدفاع المدني بالوزارة.
- الإنذار المبكر: وسائل تستخدم لتنبيه السكان عن وقوع كارثة عامة، أو توافر الظروف التي ترجح وقوعها، أو قرب وقوعها، والتي تهدد حياتهم أو ممتلكاتهم، أو عند زوال أخطارها. (مقترح )
- المنظومة الوطنية للإنذار المبكر: عبارة عن إجراءات وعمليات وسياسات وتقنيات حديثة تهدف إلى سلامة وحماية جميع الأفراد - المواطنين والمقيمين والزوار - على أراضي دولة قطر من خلال التحذير الفوري للجمهور المعرض لخطر ما في منطقة جغرافية محددة.
- صافرات الإنذار: شبكة تتكون من صافرات إلكترونية تستخدم للإنذار المبكر، توزع على كامل إقليم الدولة، وتصدر أصوات ونغمات متعددة لها دلالات محددة، أو رسائل صوتية.

Law No. 25 of 2015 on the Civil Defence; and
Decree No. 59 of 2018 on formation of the Civil Defence Council; and
The proposal of the Minister of Interior; and
The draft law submitted by the Council of Ministers; and
Having consulted the Shura Council;
Have enacted the following law:
Article 1
In implementation of provisions of this law, the following words and expressions shall have the meanings posed next to them unless otherwise indicated by the context:
Ministry : The Ministry of Interior.
Minister : The Minister of Interior.
Council : The Civil Defence Council.
Competent Authority : The General Directorate of Civil Defence at the Ministry of Interior
Early Warning Methods used to alert population of disaster, presence of conditions that are likely it to occur or nearly to occur, that pose threats to lives or properties, or sounded to indicate the dangers have passed. (Proposal).
National Early Warning System : Is a set of procedures, policies and modern technologies, together focus on wellbeing and safety of all individuals including nationals, residents and visitors in the State of Qatar through an effective and fast warning to public exposed to danger in a specific geographical area.
Warning Sirens : A network consists of electronic sirens used for early warning, distributed across the entire state, and generate various patterns of sounds and tones have specific indications or voice messages.
