يعين المديرون العامون والمديرون في المؤسسات العامة في الدرجة الاخيرة من سلسلة رواتبهم.
اما اذا كانوا من الموظفين في الادارات العامة او المستخدمين في المؤسسات العامة او البلديات فيتم تعيينهم في الدرجة الاخيرة من الفئة اذا كان راتبهم يقل عن راتب تلك الدرجة وفي الدرجة التي يوازي راتبها راتبهم اذا كان راتبهم يفوق راتب الدرجة الاخيرة, ويحتفظون في هذه الحالة بحقهم في القدم المؤهل للتدرج وعند عدم وجود درجة موازية لراتبهم فبالدرجة الاقرب اليه, على ان يؤخر او يقرب تاريخ استحقاق التدرج بنسبة ما يلحق راتبهم من زيادة او نقصان.
لا تطبق أحكام هذه المادة على المديرين العامين او المديرين الذين يعينون بالتعاقد.
المادة 15
يعطى المديرون العامون في المؤسسات العامة الخاضعة لاحكام هذا المرسوم تعويض التمثيل والسيارة المحددين للمديرين العامين في الادارات العامة.
يعطى المدير العام او المدير الذي تتوافر فيه الشروط المنصوص عنها في المادة 22 من المرسوم الاشتراعي رقم 112 تاريخ 12/6/59 تعويضا خاصا مماثلا للتعويض المحدد في المادة المذكورة.
المادة 16
ينتمي المديرون العامون والمديرون في المؤسسات العامة الخاضعة لاحكام هذا المرسوم الى سلك واحد ويجوز بهذه الصفة لسلطة التعيين نقلهم من مؤسسة عامة الى مؤسسة عامة اخرى.
المادة 17
مع مراعاة احكام هذا المرسوم يخضع المديرون العامون والمديرون في المؤسسات العامة لاحكام نظام المستخدمين فيها, ويمارس رئيس مجلس الادارة بالنسبة لمدير عام المؤسسة العامة او مديرها الصلاحيات المعطاة للمدير العام او للمدير بالنسبة لسائر مستخدمي المؤسسة العامة.
المادة 18
يحال المدير العام او المدير على المجلس التأديبي العام بمرسوم من السلطة التي لها حق التعيين. ويحال ايضا بقرار من هيئة التفتيش المركزي. وتطبق عليه الاحكام المتعلقة بالتأديب المطبقة على الموظفين الدائمين في الادارات العامة.
Translation - English Article 14
Director generals and directors shall be appointed in public institutions at the utmost level of their salary range.
If they were employees in a public administration or personnel in a public institution or municipality, they shall be appointed at the utmost level of the rank if their salary is less than the salary of that level and, if their salary is more than the salary of the utmost level, at the level for which the salary thereof is equivalent to their salary, and in this case maintain their right to advance levels. If there is no level equivalent to their salary, then at the level closest thereto, provided that the eligibility date for promotion approaches at a rate that more or less keeps up with their salary.
The provisions of this article shall not apply to director generals or directors who are appointed by contract.
Article 15
Director generals in public institutions subject to the provisions of this decree shall be given the representation and vehicle compensations set forth for director generals in public administrations.
The director general or director who meets the conditions stipulated in Article 22 of Legislative Decree No. 112 dated 12/6/59 shall be given a special compensation similar to the compensation set forth in the mentioned article.
Article 16
Director generals and directors in public institutions subject to the provisions of this decree shall belong to one profession and, in this capacity, the appointing body may move them from one public institution to another public institution.
Article 17
Notwithstanding the provisions of this decree, director generals and directors in public institutions shall be subject to the provisions of the personnel regulation therein, and the Chairman of the Board of Directors shall, in regards to the director general or director of the public institution, exercise the power given to the director general or director in regards to the other personnel of the public institution.
Article 18
The director general or director shall be referred to the public disciplinary board by a decree from the body that has the right to appoint. He shall also be referred by a resolution from the Central Inspection Board. The provisions in place related to discipline shall be applied to permanent employees in public administrations.

- يؤمن كل طرف متعاقد معاملة عادلة ومنصفة لاستثمارات مستثمري الطرف المتعاقد الآخر . ولا يجوز لأي طرف متعاقد أن يتخذ تدابير تمييزية تعرقل تسيير استثمارات مستثمري الطرف المتعاقد الآخر المقامة على إقليمه أو صيانتها أو استعمالها أو الانتفاع بها أو التصرف فيها . ويضمن كل من الطرفين المتعاقدين احترام الالتزامات التي تعهد بها فيما يتعلق باستثمارات مستثمري الطرف المتعاقد الآخر .
3- أن الاستثمارات التي تخضع لمقتضيات اتفاق خاص بين أحد الطرفين المتعاقدين ومستثمري الطرف المتعاقد الآخر تخضع لأحكام ذلك الاتفاق الخاص ما دامت توفر شروطاً أكثر أفضلية من أحكام هذا الاتفاق .
4- تتمتع عوائد الاستثمار في حالة إعادة استثمارها طبقاً لقوانين أحد الطرفين المتعاقدين بنفس الحماية التي يتمتع بها الاستثمار الأصلي .
Translation - English Article (2)
Promotion and Protection of Investments
1. Each Contracting Party shall aspire to create favorable conditions to investors of the other Contracting Party to make investments in its territory and shall admit and promote such investments in accordance with its legislation.
2. Each Contracting Party shall ensure in its territory fair and equitable treatment of the investments of investors of the other Contracting Party. Neither Contracting Party shall take discriminatory measures against the investments of investors of the other Contracting Party related to management, maintenance, enjoyment, use or disposal of such investments and returns. Each Contracting Party shall guarantee the respect of obligations regarding the investments of investors of the other Contracting Party.
3. Investments that are subject to the requirements of a private agreement between one Contracting Party and investors of the other Contracting Party shall be subject to the provisions of that private agreement as long as they provide more favorable terms that the provisions of this agreement.
4. In case of reinvestment and its returns from an investment, these reinvestments and their returns shall enjoy the same treatment and protection as the initial investments.

Source text - Arabic عندما يحدث اي هجوم باسم الدين، فاني اقرا الخبر من عدة مواقع ثم انتقل لقراءة التعليقات التي ينشرها القراء. على سبيل المثال، قرات اليوم التعليقات التي كتبها القراء في المواقع الالكترونية للعربية والجزيرة تعقيبا على الهجوم في باريس وراح ضحيته ما يقارب 12 شخصا. كانت كل التعليقات تدين هذا الهجوم وتصفه بالجبان والهمجي. والاهم من هذا كله، لقد كانت تدعو الجماهير العربية للتحرك لادانة مثل الهجوم وليعلو صوت الادانة والتضامن على صوت الجهل والقتل. لقد تكررت هذه الاصوات وتعالت منذ مدى بعيد. يبدو الامر هنا غريبا بعض الشيء لي. ما الذي حرك الجماهير العربية للخروج للشوارع عند نشر الرسوم المسيئة للرسوم، ومنعها من الخروج لايصال صوتها عندما يتم قتل الابرياء باسم الدين والرسول؟

هل كانت نصرة الرسول بالخروج للشارع لادانة رسوم لم ترها الا نسبة قليلة لاعطائها شعبية كبيرة وتشجيعها والسكوت حين يمس الامر امن الابرياء من كافة الاديان؟ لن يكون الرسول محمد سعيدا بقتل احد، ولا اظنه يكترث برسوم. اظن ان الملايين كانت اليوم تفكر في اللاجئين السوريين في ظل البرد، وربما كان يفكر اطفال العرب في كيف سيكون شكل رجل الثلج الذي سيبنونه كمحاولة بائسة في الاستمتاع بطفولتهم في ظل حروب وعدم واستقرار. ربما كان هم منطقة الشرق الاوسط في 3 ملايين طفل سوري بلا مدارس. وربما كانت السماء مفتوحة للدعوة لامنيات عام جديد يسوده السلام.
Translation - English When an attack happens in the name of religion, I read the news from various geographical locations and then proceed to read the comments posted by readers. For example, today I read the comments by readers on the websites of Al-Arabiyya and Al-Jazeera commenting on the attack in Paris, which killed nearly 12 people. All the comments condemned this attack and described them as cowardly and barbaric. Most importantly, the Arab readership was calling for a move to condemn such attacks and to make sure that the voices of condemnation and solidarity are louder than those of ignorance and murder. This seemed a bit strange to me. What moves the Arab community to go out into the streets and protest when offensive cartoons are published, yet prevents them from going out and letting their voices be heard when innocent people are killed in the name of religion and the Prophet?
Why are the masses in Arab countries and Arab communities in Western countries motivated to mobilize and condemn an action that only represents an individual, which the media outlets greatly exaggerate, yet those same people are not motivated to mobilize and condemn the killing in Syria, Iraq, Yemen, and the attacks in Western countries?
Does the Prophet advocate mobilizing to condemn cartoons that have only been seen by a fraction of the population, thereby giving them immense popularity and encouragement, yet advocate silence when it comes to the security of innocent people of all faiths? The Prophet Muhammad would not be happy with the murder of anyone, nor do I think he cares about cartoons. I think that if millions of people today were to consider Syrian refugees in light of the piercing cold that penetrates their NGO-supplied tents, and perhaps they were to think of Arab children and how they will build snowmen in a pitiful attempt to enjoy their childhood in the midst of wars and instability, maybe they would realize that in the Middle East there are three million Syrian children without schools. Maybe the heavens could hear prayers for a new year in which peace prevails.

Translation - English * What has MBC Group’s presence in Dubai added to the entrepreneurial experience that started in London?
- Allow me to ask questions with you: Why London as the headquarters, and not an Arab capital or city?! In actuality, we went to London searching for stability, security, public and private freedoms, a progressive mentality, professionalism, creativity, personal initiative, and entrepreneurship…However, Sheikh Mohamed bin Rashid Al Maktoum took us to the heart of the Arab world, and offered to us and everyone else in Dubai what we originally dreamed of with our approach in London and more! So, in 2001 MBC Group moved to Dubai, a move that affect the company on all levels. I said it before and I’ll say it again, that Sheikh Mohamed bin Rashid was the spark. The closer we got to moving to Dubai, the more I emulated its light and could feel its warmth. There is no doubt that our presence in Dubai has had a major impact, with this distinguished city being the home of consequent successes over the past years. This success can be attributed to the watchful eye of the Emirati leadership, the clear vision and progressive thinking of Sheikh Mohamed, the assistance offered by the emirate, and open-mindedness…as well as the highly competitive market and low operational costs in comparison to those imposed on media groups in Britain or any of its counterparts in Europe and the world. And honestly, what attracts me to Dubai is the humility here versus quantity of achievements there – no matter the size of the achievement, Dubai remains humble.

- I’m relatively content with performance of the company, but my ambitions very much exceed what we have achieved today. I’m an overachiever, so this pushes me to work harder and expect more from my team in order to realize my dreams and ambitions.
* What is the biggest challenge that MBC Group faces today and in the next stage?
- Staying ahead of the pack and on top and reinventing ourselves when the need arises! And more importantly, to never get comfortable, to never be completely satisfied with ourselves and fall into the trap of vanity and retreat. As far as the future prospects of such a dynamic and shifting industry such as the media and entertainment, I find that the information, communication, and technology revolution (ICT) has taken place and will continue to unfold in the present and future, presenting opportunities and challenges, the most prominent of which for us being the following: the importance of continuing to invest in local media content that is varied and of high quality and is related to our environment and culture, with more and more of a focus on sharp targeting, customization, and on-demand content.
- The necessity to oversee the technological changes that have an adverse effect on the consumption of media content by the public, especially the youth. It’s true that television remains the primary source for information and entertainment, but we must also provide media content that is integrated across several platforms. We must also rely on the latest techniques to communicate and interact more with the public.
- Inevitably, we must be aware of new opportunities that are available to broadcast and distribute content locally, regionally, and globally, especially those that surpass the known, traditional tools such as satellite and cable, which are the most capable of connecting us to the widest possible range of users across the globe and allow us to take advantage of the wide prospects of the digital world.
In any case, humans remain the force behind technological advancement and consequently are the cornerstone of progress in the media, in the present and the future.
