Source text - English 200,000 mt of Russian fuel oil contaminated with H2S
The hydrogen sulphide (H2S) contamination scare that has affected at least 200,000 mt of Russian fuel oil since mid-May continues to overhang the European high sulfur fuel oil market, traders reported Tuesday. Sources said that river barges carrying fuel oil into St. Petersburg from inland refineries are still showing higher-than-acceptable levels of H2S, although not all the product is contaminated. Barges arriving at St. Petersburg over the last month have been showing a H2S content of up to 20 parts per million, whereas the Vopak terminal in Rotterdam will not usually allow more that 5 ppm of H2S and 2 ppm is considered the maximum acceptable level in bunker fuel. Most of the contaminated product so far has been transferred onto bigger ships and taken to Asia, said traders, noting that the month-long journey should be enough time to treat the contamination with chemicals.
The initial problem in mid-May was traced to the Ufa refinery at the foot of Urals, but at least one other refinery, at nearby Samara, has also been affected since. One source said that condensates from a batch of Kazakhstan crude had caused the problem, but this could not be confirmed. Traders are uncertain as to the full extent of the problem but, noting that Ufa alone exports something like 600,000 mt of fuel oil over the summer season, the impact could be significant, although it's generally agreed that the situation is rapidly improving. “It's fair to say that the H2S is still an issue for the market but becoming less of a concern,” commented one trading source.
Romania’s Petrom plans new bond issue
Romania's state-run Petrom is awaiting approval from the ministry of public finances to launch a Eur 150-mil ($128-mil) bond issue, to help finance crude imports and oversea operations, a ministry official said Tuesday. The bond placement, which is not guaranteed by the ministry, might be launched next week, and most likely, it will be over-subscribed, Petrom officials said. On Monday, Romania raised Eur 600-mil in bonds from international capital markets, with an interest of 10.6%, the maturity term being 7 years. The credit rating for Petrom from Fitch IBCA and Moody's Agencies is equal to that of Romania. The bond issue is intermediated by ING Barings and ABN Amro banks.

В течение последнего месяца было обнаружено, что в мазуте, доставляемом в Санкт-Петербург на речных баржах, содержание H2S достигает 20 частей на миллион, тогда как на терминале Vopak в Роттердаме допустимая концентрация H2S, как правило, не превышает 5 частей на миллион, а во флотском мазуте максимальной допустимой концентрацией H2S считается величина в 2 части на миллион. Румынская компания Petrom планирует новую эмиссию облигаций

Source text - Russian Основы проекта проведения научно-практической конференции, посвященной проблемам евроинтеграции представителей тюрко-кавказских народов Эстонии
1. Общие вопросы проекта
Ассоциация тюркских и кавказских народов Эстонии планирует провести 18-19 ноября 2003 года в Таллинне международную научную конференцию на тему: «Роль тюркской и кавказской диаспоры Эстонии в процессе евроинтеграции».
Целями Конференции выступают:
- Изучение социального положения и сознания, в том числе и особенностей ценностных ориентаций и ментальности тюрко-кавказской диаспоры, в ходе евроинтеграции, которое базируется на результатах социологического исследования вышеуказанной проблемы.
- Сопоставление тенденций развития тюрко-кавказской диаспоры в Эстонии с аналогичными процессами в Западной Европе, России, Закавказье и Средней Азии.
- Анализ включенности тюрко-кавказской диаспоры в реалии евроинтеграции.
- Разработка рекомендаций по совершенствованию освоения экономического и социального пространства единой Европы представителями тюрко-кавказской диаспоры. Обоснование специфики выбора места работы и проведения досуга представителями анализируемой диаспоры.
Актуальность темы обусловливается тем, что 14 сентября в Эстонии проводится референдум относительно вхождения ЭР в Евросоюз.
Поскольку в республике проживает 16 тыс. представителей тюркоязычных и более 4 тыс. кавказских народов, такая многочисленная межнациональная диаспора, проживающая в Эстонии, обладает большими социальными возможностями в мультикультурном развитии Эстонии в процессе евроинтеграции.
Мы полагаем, что тюрко-кавказские национальные меньшинства, объединенные в Ассоциацию, могут стать рабочей моделью в процессе евроинтеграции, позитивные моменты которой будут осваиваться другими малочисленными национальными сообществами, проживающими в Эстонии.
Рабочими гипотезами, которые требуют своего подтверждения в ходе социологического исследования, являются:
- В Эстонии проживают представители народов, придерживающихся в своем повседневном поведении трех основных культурно-психологических ориентаций: западной (преимущественно эстонцы), российской (преимущественно народы восточнославянской языковой группы) и тюрко-кавказской. В процессе евроинтеграции можно ожидать усиления роли западной культурной ориентации. Определенная часть представителей славянских и тюрко-кавказских народов войдет в культурное поле западных народов. Однако большая часть сохранит принадлежность к своим культурным основам.
- Указанная тенденция более рельефно будет находить отражение в сфере труда. Что же касается досуга, то здесь сохранение приверженности традициям, характерным для славянских и тюрко-кавказских народов, получит дальнейшее развитие.
Translation - English Project Basics of Scientific-Practical Conference on Problems of Eurointegration of Turkic And Caucasian Peoples in Estonia
1. General Tasks of the Project
The Association of Turkic and Caucasian Peoples of Estonia (TKREA) is planning to hold an International Scientific Conference on “Role of Turkic and Caucasian Diaspora of Estonia in the Process of Eurointegration” in Tallinn, Estonia, on November 18-19, 2003.
The goals of the Conference are as follows:
- Analysis of social status and consciousness of Turkic and Caucasian Diaspora, including peculiarities of value orientations and mentality, during Eurointegration, which is based on the results of a social study on the above issue.
- Comparison of development trends of Turkic and Caucasian Diaspora of Estonia with similar processes in Western Europe, Russia, Transcaucasia, and Central Asia.
- Analysis of involvement of Turkic and Caucasian Diaspora in realities of Eurointegration.
- Making recommendations on improving development of economic and social areas of united Europe by Turkic and Caucasian Diaspora. Grounding specificity of choice of employment and leisure places by the representatives of the studied Diaspora.
Topicality of the subject is supported by the fact that the Referendum on joining the European Union by Republic of Estonia is to be held in Estonia on September 14, 2003.
Since 16,000 representatives of Turkic peoples and more than 4,000 representatives of Caucasian peoples live in the Republic, such large international Diaspora in Estonia has great social potential in multicultural development of Estonia in the process of Eurointegration.
We believe that Turkic and Caucasian national minorities united as an association can be a working model in the process of Eurointegration when its positive aspects would be applied by other small national communities living in Estonia.
Current hypotheses to be confirmed during the social study are as follows:
- There are representatives of peoples in Estonia, which normally stick to three cultural and psychological orientations in their everyday behavior - Western (mainly Estonians), Russian (mainly peoples speaking East Slavic languages), and Turkic and Caucasian. In the process of Eurointegration, we may expect increasing the role of the Western cultural orientation. Some of the representatives of the Turkic and Caucasian peoples would become a part of the cultural field of the Western peoples. The most part, however, would still belong to the original cultural basis.
- This tendency would influence the labor field more vividly. As regards leisure, the traditionalism characteristic of Slavic and Turkic and Caucasian peoples would develop further.
