البرنامج الوطني للعمل اللائق
2008-2010

مقدمة
يشكّل البرنامج الوطني للعمل اللائق في سورية إطاراً استراتيجياً لخطة عمل تنفيذية توجِه تدخلات منظمة العمل الدولية، ويعبّر عن الالتزام المشترك للحكومة ومنظمات العمال وأصحاب العمل ومنظمة العمل الدولية للتعاون حول أهداف محددة تهدف إلى ضمان الفرص للنساء والرجال ليحصلوا على عمل لائق ومنتج.
تم توقيع وثيقة البرنامج الوطني للعمل اللائق في 13 شباط 2008 من قبل وزارة الشؤون الاجتماعية والعمل والشركاء الاجتماعيين، بهدف المساهمة في تخفيف الفقر من خلال توفير فرص عمل لائقة للشباب والنساء
وتركز أولويات البرنامج على:
I. تحسين قدرات الشركاء الاجتماعيين لتنفيذ سياسات وتشريعات العمل.
II. زيادة فرص العمل
III. تعزيز الحماية الاجتماعية
1- العمل الذي تم انجازه خلال الفترة ( 13 شباط 2008– 30 تشرين الأول 2009) وفق النتائج المتوقعة للبرنامج
ملخص / انجازات عامة في مجال تنفيذ البرنامج
- قام مدير عام منظمة العمل الدولية السيد خوان سومافيا، بزيارة الى سورية تهدف الى تعزيز برامج التعاون التقني في سورية، وقد قابل سيادة رئيس الجمهورية، والسيدة الأولى، والسيد رئيس مجلس الوزراء، والسيد نائب رئيس مجلس الوزراء. كما اجتمع مع معالي السيدة وزيرة العمل، ورئيس اتحاد نقابات عمال دمشق، ورئيس غرفة صناعة دمشق وريفها.
- تم تشكيل اللجنة الثلاثية لتسير البرنامج الوطني للعمل اللائق في نهاية آب 2009، وستقوم المنظمة بتحضير برنامج تدريبي لتتمكن اللجنة من القيام بمهامها.
- تعيين 3 منسقين لبرامج منظمة العمل الدولية في سورية منذ منتصف عام 2009 كما يلي:
- منسق وطني لمنظمة العمل الدولية في سورية
- مديرة وطنية لمشروع توسيع قاعدة الحماية الاجتماعية
- مديرة وطنية لمشروع العمل اللائق وقضايا المرأة العاملة
- تم التركيز في المرحلة الأولى من البرنامج بالبحث عن التمويل اللازم للبدء بالعمل وتم الحصول على تمويل لثلاثة مشاريع في الحماية الاجتماعية، والنوع الاجتماعي ، وتفتيش العمل كما يلي:
- تم اطلاق مشروع توسيع قاعدة الحماية الاجتماعية بتعيين مديرة وطنية للمشروع والبدء بأنشطة تدريبية، شملت عدد من العاملين في المؤسسة العامة للتأمينات الاجتماعية والوزارة حول الضمان الاجتماعي، وقد تم توفير بعثات تدريبية الى المركز الدولي للتدريب في تورين حول الضمان الاجتماعي. وقد تم اعداد وثيقة مشروع لتعزيز الحماية الاجتماعية في سورية بالتعاون مع وزارة الشؤون الاجتماعية والعمل والشركاء الاجتماعيين، للأعوام الثلاثة القادمة وتقديمها للمفوضية الأوربية للتمويل وقد تم الحصول على الموافقة الأولية.
- تم إطلاق مشروع العمل اللائق وقضايا المرأة العاملة من خلال تعيين مديرة للمشروع كما تم عقد سلسلة من اللقاءات للتعريف بالاتفاقيات الدولية الخمسة المتعلقة بالمساواة بين الجنسين. وتم إعداد ملخص سياسات وتحليل للوضع الراهن حول وضع العمال والعاملات في الاقتصاد اللانظامي وسيناقش هذا الملخص في طاولة مستديرة تجمع صانعي السياسات والمعنيين بهذا الشأن.
- بدأ مشروع تفتيش العمل فعالياته من خلال اجراء مراجعة لواقع تفتيش العمل في سورية وعقد ورشة عمل تدريبية كما شارك عدد من المفتشين في دورات تدريبية في بيروت ودمشق.
- تم تحضير مشروع مكافحة أسوأ أشكال عمل الأطفال في سورية وذلك بإعداد وثيقة المشروع بالتعاون مع اليونيسيف ومناقشته مع الوزارة، وقد ارسلت الوزارة ملاحظاتها وتم تعديل وثيقة المشروع وفق ذلك. وقد تم البدء بدراسة ميدانية تهدف الى: تقديم فكرة عن العوامل التي تؤثر على عمل الأطفال كالفقر والمستوى التعليمي؛ مراجعة التشريعات التي تحكم عمل الأطفال في سورية وتحديد أي تباين بين القوانين السورية وجوهر الاتفاقيات الدولية؛ تحديد الخصائص الرئيسية لعمل الأطفال في سورية مع التركيز على أسوأ أشكال عمل الأطفال كحجم هذه العمالة وتوزيعها الجغرافي وأنواع العمل ؛ وتقديم مجموعة من التوصيات تحدد المجالات التي ينبغي التركيز عليها في الاستراتيجية الوطنية.
- تقوم المنظمة بالتنسيق مع المركز الدولي للتدريب في تورينو ومكتب الأمم المتحدة الإنمائي، للبدء بالتحضير الإعداد السياسة/ الاستراتيجية الوطنية للتشغيل، من خلال بناء قدرات الوزارة والشركاء الوطنيين في هذا المجال بهدف إدماجها في الخطة الخمسية الحادية عشر وسيتم توفير خبير دولي للعمل مع فريق العمل الوطني لإعداد الاستراتيجية.
البرنامج الوطني للعمل اللائق
يهدف البرنامج الوطني للعمل اللائق على تحقيق 5 نتائج هامة في مجال بناء القدرات وتعزيز الاطار القانوني وقدرة الشركاء على تنفيذ القوانين ومتابعة تطبيقها وفق معايير العمل الدولية، وتحسين سياسات وآليات الحوار الاجتماعي، وتعزيز توفير فرص العمل من خلال تطوير استراتيجية وطنية للتشغيل؛ وتعزيز بيئة عمل مشجعة للشباب والنساء، بالاضافة الى تحسين قدرة الحكومة والشركاء الاجتماعيين على تطوير سياسات للحماية الاجتماعية.
النتيجة المتوقعة 1: تعزيز الإطار القانوني وقدرة الحكومة والشركاء الاجتماعيين على تنفيذ القوانين ومتابعة تطبيقها وفق معايير العمل الدولية
مشروع تحسين فعالية تفتيش العمل (مشروع شبه اقليمي يشمل سورية، اليمن، لبنان، عُمان)
يهدف المشروع الى تقوية وتحديث ادارات تفتيش العمل حيث تركز استراتيجية تنفيذ المشروع على تقييم اداء تفتيش العمل في سورية؛ وتطوير خطة عمل تنفيذية وطنية؛ وتحضير برنامج تدريبي لمفتشي العمل؛ وتحسين آليات التنيسق بين كافة الجهات العاملة في تحسين ظروف العمل.
ما تم انجازه حتى الآن:
يهدف المشروع إلى تقوية وتحديث إدارات تفتيش العمل حيث تركز استراتيجية تنفيذ المشروع على تقييم أداء تفتيش العمل في سورية؛ وتطوير خطة عمل تنفيذية وطنية؛ وتحضير برنامج تدريبي لمفتشي العمل؛ وتحسين آليات التنسيق بين كافة الجهات العاملة في تحسين ظروف العمل.
ما تم إنجازه حتى الآن:
- تعيين كبير خبراء للمشروع الإقليمي (المقر: بيروت)
- دورة تدريبية إقليمية في بيروت شارك فيها مفتشو عمل من لبنان، سورية، اليمن وعمان في نوفمبر 2009.
- تحضير تقييم حول وضع تفتيش العمل في سورية (قيد الإنجاز)
- توفير بعثة تدريبية إلى تورينو لمفتش عمل من سورية للمشاركة في الدورة التدريبية خلال الفترة 13- 23 تشرين الأول 2009.
- البدء بدراسة حول قوانين العمل في سورية (قيد الإنجاز)
تتضمن خطة العمل حتى نهاية عام 2009 ما يلي:
- دورة تدريبية شبه اقليمية حول "تطوير فعالية تفتيش العمل" في دمشق ، 15-17 كانون الأول/ديسمبر 2009، يشارك فيها مدراء تفتيش العمل من الدول العربية
- دورة تدريبية وطنية من 20 – 24 كانون الأول حول تفتيش العمل يشارك 25 مفتش عمل من كافة الجهات ذات العلاقة في سورية (العمل الزراعي، الصناعي، التأمينات الاجتماعية، السلامة والصحة المهنية)
مشروع مكافحة أسوأ أشكال عمل الأطفال
- إعداد وثيقة المشروع بالتعاون مع اليونيسيف ومناقشته مع الوزارة، وقد ارسلت الوزارة ملاحظاتها وتم تعديل وثيقة المشروع وفق ذلك، ويتم حالياً البحث عن تمويل اضافي لدعم المشروع.
- توفير بعثتان تدريبيتان حول القضاء على عمل الأطفال في مركز تورينو للتدريب الدولي.
- دراسة لتقييم مدى وخصائص ظاهرة عمل الأطفال في سورية، وبالتالي تقديم أساس كمي ونوعي لمشروع التعاون التقني وستنفذ البدراسة خلال الفترة تشرين الثاني 2009- شباط 2010 .وتهدف الدراسة إلى تحقيق ما يلي: : تقديم فكرة عن العوامل التي تؤثر على عمل الأطفال كالفقر والمستوى التعليمي؛ مراجعة التشريعات التي تحكم عمل الأطفال في سورية وتحديد أي تباين بين القوانين السورية وجوهر الاتفاقيات الدولية؛ تحديد الخصائص الرئيسية لعمل الأطفال في سورية مع التركيز على أسوأ أشكال عمل الأطفال كحجم هذه العمالة وتوزيعها الجغرافي وأنواع العمل ؛ وتقديم مجموعة من التوصيات تحدد المجالات التي ينبغي التركيز عليها في الاستراتيجية الوطنية.
وضع آليات إدارية قانونية لإدارة الهجرة وحماية حقوق العمال المهاجرين
- تم تعيين مستشار اقليمي في بيروت لقضايا الهجرة، وسيقوم بزيارة إلى سورية خلال شهر تشرين الثاني 2009 لبحث وضع خطة عمل مع الشركاء الثلاث بناء على الأولويات الوطنية
- شارك مستشار المعايير الدولية في ورشة العمل التي عقدتها المنظمة الدولية للهجرة في آذار 2009 حول اليد العاملة المهاجرة.
- اجتمع المنسق الوطني مع المنظمة الدولية للهجرة لبحث سبل التعاون المشترك والاتفاق على كيفية التعاون في موضوع اليد العاملة الأجنبية في سورية: التشريعات، القدرات الخ.. كما اجتمع مع الوكالة السويسرية للتعاون الدولي والتنمية التي أبدت إهتمامها بالتعاون مع منظمة العمل الدولية في مجال الهجرة.
تعزيز قدرات وزارة العمل والشؤون الاجتماعية، تنسيق البرامج ومراقبتها
- تم عقد ورشة عمل حول الإدارة المستندة إلى النتائج بتاريخ 12 أيار 2009 شارك فيها عدد كبير من ممثلي أصحاب العمل والعمال وموظفي وزارة العمل. خرجت الورشة بتوصية أساسية تنص على ضرورة إقامة دورة تدريبية موسعة حول الإدارة المستندة إلى النتائج ذات صيغة تقنية وحول موضوع المراقبة والتقييم.
- توفير بعثة تدريبية إلى المركز الدولي للتدريب في تورينو للمشاركة في دورة تدريبية حول المتابعة والتقييم.
بناء قدرات وزارة الشؤون الاجتماعية والعمل والشركاء الاجتماعيين من أجل إدراج اعتبارات النوع الاجتماعي والمساواة بين الجنسين في سياساتهم وبرامجهم

مشروع شبه اقليمي يضم سورية لبنان والأردن
تمويل منظمة العمل الدولية (الميزانية التكميلية)
- يهدف المشروع إلى مشاركة الشركاء الثلاث بالمعلومات والبيانات المستحدثة لوضع سياسات وبرامج متكاملة لتعزيز المساواة والعدالة بين الجنسين في عالم العمل. هذا ويقوم المشروع بتنمية قدرات كوادر الأطراف الثلاثة. يتطرق المشروع إلى القضايا الأساسية لعمل المرأة، ومنها: معالجة تنامي الاقتصاد اللانظامي عبر تأمين الحماية الاجتماعية للعاملين فيه وحفز الشركات على التسجيل في الدوائر الرسمية، تأمين التوازن بين العمل والأسرة بالنسبة للعمال ذوي المسؤوليات الأسرية، حماية الأمومة، المساواة في الأجور وعدم التمييز، العمل من المنزل، تفعيل الحوار الاجتماعي. كما يهدف المشروع الى مشاركة صانعي القرار في الحكومة وأصحاب العمل والعمال من خلال لجنة ثلاثية وطنية تقوم عبر حلقات مستديرة بتطوير السياسات المتعلقة بقضايا المرأة العاملة.
- وتركز أنشطة المشروع على تنمية القدرات وتبادل المعارف، وانتاج المطبوعات والمنشورات حول القضايا الأساسية الخاصة بالمرأة العاملة من أجل تعزيز العدالة بين الجنسين في عالم العمل ؛ كما سيعزز هذا المشروع الأجواء الملائمة للجنة الثلاثية الوطنية وذلك للنهوض بالمساواة والعدالة بين الجنسين في عالم العمل وبالتعاون مع الجهات المعنية.
ما تم إنجازه حتى الآن:
- تعيين مديرة للمشروع في منتصف 2009.
- وقد تم إعداد ملخص سياسات وتحليل للوضع الراهن حول وضع العمال والعاملات في الاقتصاد اللانظامي وهو في المراحل النهائية وذلك بناءً على دراسة بهذا الشأن.
- قامت منسقة المشروع بعقد سلسلة من الاجتماعات مع عدد كبير من الأطراف التي تعنى بقضايا المرأة والعمل للتعريف بمضمون المشروع ومعايير العمل الدولية ذات العلاقة بالمساواة في النوع الاجتماعي وسيصار إلى إقامة سلسلة من الفعاليات لرفع الوعي حول هذه الاتفاقيات الموقعة من قبل سورية وسيتم إصدار كتيبات معرفية حول الموضوع.
- تم عقد ندوتين للتعريق بأربعة من الاتفاقيات الست في شهر أيلول وتشرين الأول 2009 ضمت ممثلين عن الأطراف الثلاثة.
النتيجة المتوقعة 2: تحسين سياسات وآليات الحوار الاجتماعي وتعزيز الإطار القانوني
- تم عقد دورة تدريبية حول الحوار الاجتماعي في شهر شباط 2008 بعد توقيع وثيقة البرنامج الوطني للعمل اللائق، وشارك فيها كبار مسؤولي وزارة الشؤون الاجتماعية والعمل، اتحاد نقابات العمال وغرفة صناعة دمشق وريفها.
- تم عقد ورشة حول الالتزامات الدستورية لكتابة التقارير الخاصة بتطبيق اتفاقيات العمل الدولية واعداد الاستبيان حول العمال المنزليين في 24 أيار 2009.
مشروع الميثاق العالمي والمسؤولية الاجتماعية للشركات بالتعاون مع مكتب الأمم المتحدة الإنمائي
- تم إعداد دراسة حول الحقوق في العمل كجزء من الدراسات الأساسية للمشروع، وقد تمت ترجمتها للغة الإنكليزية، وتعتبر الدراسة الأولى من نوعها في سورية وتتضمن تحاليل حول واقع تشريعات العمل في سورية.
- سيقوم المكتب الإقليمي بالتنسيق مع مكتب الأمم المتحدة الإنمائي بعقد دورتان تدريبيتان في شهر كانون الأول 2009 حول نتائج الدراسة، تستهدف الدورة الأولى أصحاب العمل والعمال، والثانية العاملين في وزارة الشؤون الاجتماعية والعمل، هيئة تخطيط الدولية، وبعض الجمعيات العاملة في القطاع الاقتصادي حول موضوع المسؤولية الاجتماعية للشركات والميثاق العالمي.
بناء قدرات منظمات أصحاب العمل
- شارك ممثلو غرفة صناعة دمشق وريفها في معظم الدورات التدريبية التي تم تنظيمها في كافة مجالات العمل اللائق حيث تؤكد المنظمة على أهمية المشاركة الثلاثية في كافة البرامج.
- تم تقديم المشورة الى اتحاد غرف الصناعة السورية حول تحديد أهدافها، ودورها واعادة هيكلتها وتقييم الامكانات البشرية لديها. وقد تم تأسيس قسم خاص لمتابعة قضايا العمل وتوفير الموظفين لهذا القسم من الغرف الأعضاء وتحديد مهام عملهم.
- تنظيم دورة تدريبية لاتحاد غرف الصناعة حول تفتيش العمل ، وسيتم تنظيم دورتان تدريبيتان خلال تشرين الثاني وكانون الأول 2009 حول السلامة والصحة المهنية، معايير العمل الدولية والمفاوضة الجماعية.
- من القضايا الهامة للبحث والمناقشة موضوع تمثيل اتحاد غرف الصناعة في منظمة العمل الدولية، وتم التأكيد على هدفين أساسين: الأول، توسيع التمثيل ليشمل كافة المحافظات السورية؛ وثانياً، ان القانون الجديد للاتحاد يعطي الحق للاتحاد لتمثيل القطاع الصناعي في المجال الدولي.
بناء قدرات اتحاد نقابات العمال
- شارك ممثلو اتحاد العمال في معظم الدورات التدريبية التي تم تنظيمها في كافة مجالات العمل اللائق حيث تؤكد المنظمة على أهمية المشاركة الثلاثية في كافة البرامج.
- التنسيق مع اتحاد العمال لعقد دورتان تدريبيتان لبناء قدراتهم في مجالات يتم تحديدها من قبلهم.
- تحضير مشروع تعاون تقني لبناء قدرات الاتحاد في عام 2010.
النتيجة المتوقعة 3: تعزيز قدرات الشركاء الوطنيين من أجل وضع إستراتيجية وطنية للتشغيل ومراقبتها وتقييمها
- تقوم المنظمة بالتنسيق مع المركز الدولي للتدريب في تورينو ومكتب الأمم المتحدة الإنمائي، للبدء بتحضير السياسة / الاستراتيجية الوطنية للتشغيل، من خلال إقامة ورشة تدريبية تشمل شقين أساسيين. الأول دورة تدريبية حول تعزيز قدرات كوادر وزارة الشؤون الاجتماعية والعمل لتطوير ومتابعة وتقييم الاستراتيجية الوطنية للتشغيل، تستهدف الدورة ممثلين عن وزارة العمل ودوائرها، ومكاتب التشغيل وجميع الأقسام المعنية بقضايا التشغيل وسوق العمل والتشاور الثلاثي. وتهدف الدورة إلى رفع وتحديث معارف ومهارات المشاركين بِشأن الاستراتيجية الوطنية للتشغيل وسياسات سوق العمل، والدورة التدريبية الثانية حول إعداد خطة العمل المتعلقة بالاستراتيجية الوطنية للتشغيل، تستهدف الورشة ممثلين عن وزارة العمل والشؤون الاجتماعية، ووزارة التخطيط، وزارة الاقتصاد، وزارة المالية، وزارة التربية والتعليم العالي، وزارة الصناعة والتجارة، ولجنة تخطيط الدولة والهيئة الوطنية للتشغيل، إضافة إلى ممثلين عن منظمات أصحاب العمل والنقابات العمالية. كما ستوجه دعوة الحضور إلى الوكالات الدولية، البنك الدولي، وبرنامج الأمم المتحدة الإنمائي، GTZ ومنظمات أخرى تعمل في حقل التشغيل وسوق العمل.
- تحضيرالسياسة/ الاستراتيجية الوطنية للتشغيل بهدف إدماجها في الخطة الخمسية الحادية عشر وسيتم توفير خبير دولي للعمل مع فريق العمل الوطني لإعداد الاستراتيجية.
النتيجة المتوقعة 4: تعزيز بيئة عمل مشجعة تستهدف الشباب والنساء في سورية
مراجعة الإطار التنظيمي والقانوني لتسهيل إجراءات تنمية المنشآت الصغيرة والمتوسطة وزيادة تمثيلها في عملية صنع القرار
- تم اعداد دراسة حول " اصلاح بيئة عمل المؤسسات الصغيرة في سورية: تحديات وتوصيات" و نشرها باللغة العربية بعد موافقة الوزارة وتتضمن الدراسة جملة من التوصيات لإصلاح البيئة التشريعية للمؤسسات الصغيرة والمتوسطة في سورية.
- يتم أعداد وثيقة مشروع لتقدم إلى وزراة الشؤون الاجتماعية والعمل والجهات المانحة لتأمين التمويل اللازم لبرنامج تقني حول تطوير المؤسسات الصغيرة والمتوسطة.
- يتم الأن تقييم الأثر طويل الأمد لبرنامج "تعرف إلى عالم الأعمال" الذي يطبق من خلال مشروع شباب وتشير المعطيات الأولية إلى نجاح المرحلة الريادية من البرنامج بشكل متميز.
النتيجة 5: تحسين قدرة الحكومة والشركاء الاجتماعيين بهدف تطوير سياسة التأمينات الاجتماعية ونظم إدارة البرامج بهدف توسيع خدماتها لتشمل الحماية الاجتماعية كافة العمال وأسرهم بما فيهم العمال في القطاع غير المنظم
مشروع توسيع قاعدة الحماية الاجتماعية في سورية
تمويل المشروع: ميزانية منظمة العمل الدولية التكميلية (250,304$)
يهدف المشروع الى تلبية الاحتياجات الوطنية والأولويات للدعم التقني في مجال اصلاح الضمان الاجتماعي في سورية كما حدد في البرنامج الوطني للعمل اللائق. يركز هذا المشروع على توفير الدعم التقني لمساعدة سورية خلال الفترة الانتقالية لاقصاد السوق الاجتماعي. وسيكون هذا المشروع بمثابة فترة انتقالية للتحضير لمشروع تعزيز الحماية الاجتماعية بسورية بتمويل من الاتحاد الأوربي خلال الفترة 2010 – 2012. ويساهم البرنامج الحالي في بناء قدرات الحكومة والشركاء الاجتماعيين في التخطيط، وادارة وتوسيع نطاق الحماية الاجتماعية للفئات غير المستفيدة بما في ذلك العاملين في القطاع غير المنظم.

اصلاح برامج الأمم المتحدة وادماج اجندة العمل اللائق
- قامت منظمة العمل الدولية بالعمل لادماج العمل اللائق في برامج الأمم المتحدة، من خلال توفير المعلومات لفريق منظمات الأمم المتحدة في سورية، وتشجيع ادماح العمل اللائق في برامجها. وقد تم العمل على ايجاد برامج مشتركة في اطار برنامج الأمم المتحدة للمساعدات الانمائية. ونتيجة لذلك تم الاتفاق على آليات وبرامج للعمل المشترك من خلال مشروع المكتب الانمائي للأمم المتحدة حول التنمية الريفية والأهداف التنموية للالفية.
- وستقوم منظمة العمل الدولية بمتابعة ادماج العمل اللائق في برامج الأمم المتحدة من خلال عرض وثيقة الادوات من اجل تعميم التشغيل والعمل اللائق ومناقشتها مع فريق الأمم المتحدة في شهر تشرين الثاني 2009.
1- تقييم التطور في تحقيق النتائج المحددة في البرنامج
بناء القدرات
- شكلت مسألة بناء القدرات اساساً لتنفيذ للبرنامج الوطني للعمل اللائق ، حيث أن بناء قدرات الأفراد والمؤسسات الوطنية لجعلها قادرة على التصدي بفعالية للظروف السائدة التي تواجه البرنامج عنصراً أساسياً وركيزة أساسية للعمل اللائق. وقد تم تحديد هذا الموضوع كحاجة أساسية على جميع المستويات. وتحقيقاً لتلك الغاية، بدأ البرنامج الوطني للعمل اللائق من خلال بناء القدرات في مجال الحماية الاجتماعية وقضايا النوع الاجتماعي وتفتيش العمل. كما تم التركز على مشاركة سورية في معظم الدورات التدريبية ذات العلاقة بأولويات البرنامج في المركز الدولي للتدريب في تورينو. ومن الضروري التركيز على انه بدأ التنسيق مع مركز تورينو للتدريب الدولي على عقد دوراته في سورية عوضاً عن ايطاليا بهدف اتاحة المجال لأكبر عدد من السوريين للمشاركة والاستفادة من التدريب، وسيتم عقد دورتين تدريبيتين في مجال بناء القدرات في مجال سياسات التشغيل.
- ستتم مناقشة الاحتياجات التدريبية لعام 2010 مع لجنة تسيير البرنامج للتنسيق مع مركز تورينو الدولي.
التنسيق
- إنّ إضفاء الطابع المؤسسي على "التنسيق" بوصفه المبدأ الموجه الرئيسي للعمل في البرنامج الوطني للعمل اللائق يشكّل الدعامة الأساسية لنجاح البرنامج، ولتحقيق هذا الهدف قامت المنظمة بتعيين منسق وطني يقوم على التنسيق بين وزارة العمل وغرفة صناعة دمشق وريفها، واتحاد نقابات العمال بالاضافة الى الشركاء الوطننيين الآخرين ومنظمات الأمم المتحدة والجهات المانحة الأخرى من اجل الدفع بتنفيذ البرنامج الوطني للعمل اللائق
- قامت المنظمة بتشجيع الوزارة والشركاء الاجتماعيين على تشكيل لجنة وطنيية لتسيير البرنامج الوطني للعمل اللائق بهدف تحسين وتطوير آليات التنسيق بين كافة الشركاء والمشاريع، وستقوم منظمة العمل الدولية بتدريب اللجنة على الحوار الاجتماعي وآليات التنسيق والتشبيك.
- التنسيق في إطار عمل الأمم المتحدة/مع الأمم المتحدة: لعب المنسق الوطني دور المسؤول عن تنسيق عمل منظمة العمل الدولية، حيث يشارك في الاجتماعات والمناقشات حول وضع إطار عمل الأمم المتحدة، فضلا عن جميع المناقشات المتعلقة بالقضايا العامة للأمم المتحدة والتنسيق والأهداف التنموية للألفية. بالاضافة الى ذلك تم احداث وظيفة جديدة في المكتب الاقليمي للدول العربية في بيروت تهتم بقضايا اصلاح الأمم المتحدة والعمل "كأمم متحدة واحدة" تتابع العمل في سورية وتهتم بالتنسيق مع كافة منظمات الأمم المتحدة لادماج العمل اللائق في البرامج.
التحديات/ الصعوبات
- ما زالت هناك حاجة الى التنسيق على كافة المستويات: الحاجة الى العمل على إنشاء "ثقافة" وآليات التنسيق في جميع مراحل تخطيط وتنفيذ أنشطة البرنامج على مستويات عدة: ضمن المشاريع، وفريق منظمة العمل الدولية في المكتب الاقليمي للدول العربية والرئاسة، وسائر الإدارات داخل وزارة الشؤون الاجتماعية والعمل، إدارات الوزارات الأخرى، والمؤسسات الوطنية والمنظمات الدولية
- الحاجة الى استراتيجية للاتصال: هناك حاجة ملحة الى الترويج الى دور منظمة العمل الدولية في سورية والبرنامج الوطني للعمل اللائق ودور وزارة الشؤون الاجتماعية والعمل الهام في التشغيل وتوفير العمل اللائق.
- الحاجة الى تطوير تنظيم العمل: وخاصة في مجال تنظيم الدورات التدريبية، وورشات العمل والندوات، هناك حاجة الى تدريب لجنة التسيير الوطنية والعاملين في المشاريع على قوانين وأنظمة منظمة العمل الدولية في مجال تنظيم الندوات وخاصة تحضير الميزانية وتوفير الوثائق المالية اللازمة، الخ
- الحاجة الى تطوير نظام المتابعة للبرنامج: قام المسؤول عن المتابعة والتقييم في المكتب الاقليمي بتطوير مسودة خطة متابعة وتقييم، وسيقوم خلال الفترة القادمة بالتشارك مع لجنة التسيير الوطنية في مناقشة المؤشرات وتفاصيل الخطة.
- الحاجة إلى تخطيط شهري، بهدف تسهيل تنفيذ البرامج، والتنسيق، والشفافية من الضروري تطوير خطة عمل شهرية/ أو ربعية تتضمن كافة الأنشطة بما فيها الأنشطة الخاصة بالمشاريع، والمهمات الاستشارية لخبراء المنظمة، والتدريب في تورينو، والتنسيق مع هيئات الأمم المتحدة والجهات المانحة.

Report on the implementation of the Decent Work Country Programme
2008- 2010

Introduction
The Decent Work Country Programme in Syria (DWCP) is a strategic and operational framework for ILO’s interventions and expresses the common commitment of the Government, Workers’ and Employers’ organizations and the ILO, to collaborate on specific objectives aimed at ensuring opportunities for women and men to obtain decent and productive work.
The Decent Work Country Programme document was ratified on February 13, 2008 by the Ministry of Social Affairs and Labour and the social partners, in the aim of contributing to poverty alleviation through the provision of decent employment opportunities for youth and women.
The Programme’s priorities focus on the following goals:
I. Improve the capacity of the social partners to implement Labour policies and legislation.
II. Increase employment opportunities
III. Enhance social protection
1- Achievements within the period of February 13th 2008 and October 30th 2009 according to the Programme’s expected outcomes
Summary/ General achievements regarding the Programme’s implementation
- ILO Director-General Mr. Juan SOMAVIA paid a formal visit to Syria in the purpose of strengthening technical cooperation programmes in the country. He met with the President as well as with the first lady, Mr. The Prime Minister, and, Mr. The Deputy Prime Minister. He also held meetings with the Minister of Social Affairs and Labour, the President of the General Federation of Trade Unions (GFTU), and the President of the Chamber of Industry of Damascus and its Suburbs (CIDS).
- The establishment of a Tripartite Committee in charge of monitoring the Decent Work Country Programme at the end of August 2009, given that ILO will be setting a training program to enable that Committee to fulfill its mission.
- Appointment of three coordinators for ILO’s programs in Syria since mid-2009 as follows:
- A National Coordinator for the InterNational Labour Organization in Syria
- A National Project Manager for the broadening of social protection’s base
- A National Project Manager for Decent Work and working women's issues
- The first phase of the program focused on the search for the funding needed to launch the work process and which was obtained for three Projects pertaining to social protection, gender, and Labour Inspection, as follows:
- The Project of the broadening of social protection’s base was launched with the appointment of a National Project Manager and the start of training activities related to Social Security topics and involving a number of workers at the General Organization for Social Security and at the Ministry. Furthermore, training missions on Social Security issues were provided tFOR Turin InterNational Training Center. A Project document aiming at strengthening social protection in Syria in cooperation with the Ministry of Social Affairs and Labour and the social partners, for the next three years, has been set and submitted to the European Commission for funding and has obtained initial approval.
- The Project for Decent Work and working women's issues was launched with the appointment of a National Project Manager which came along with a series of meetings held in order to bring to light the five interNational conventions on gender equality. Similarly, a policies summary and analysis concerning current situation of men and women workers in the informal economy, were prepared to be discussed later on, at a round -table that will gather policy makers and all concerned stakeholders.
- The Labour Inspection Project started to become operative through the undertaking of an audit on Labour Inspection reality in Syria and with the organization of a training workshop and training seminars in which took part a number of inspectors in Beirut and Damascus.
- A Project for elimination of the worst forms of child Labour in Syria, arose through a Project document drafted in cooperation with UNICEF and discussed with the ministry. The latter provided comments according to which the draft was subsequently amended. Moreover a field study has started. It aims to: identify briefly the factors that affect the work of children such as poverty and educational level; review the legislation governing child Labour in Syria and indicate any discrepancy between the Syrian laws and the core of interNational conventions; identify the main characteristics of child Labour in Syria, with a focus on the worst forms of child Labour , such as the dimension of such employment, as well as its geographical distribution and types of work; and provide a set of recommendations emphasizing the areas that should be targeted by the National strategy.
- The organization is starting, in coordination with Turin InterNational Training Center and the Office of the United Nations Development Programme (UNDP), to prepare/ elaborate the employment National policy /strategy, by building the capacity of the Ministry and National partners in this field, with the goal of integrating that Programme into the eleventh Five-Year Plan. It is planned to ensure the cooperation of an interNational expert who will be coaching the National team throughout the preparation of that strategy.
The Decent Work Country Programme
The Decent Work Country Programme aims to attain 5 important outcomes in the area of capacity building, strengthening of the legal framework as well as the capacity of partners to implement laws and pursue their application in compliance with interNational Labour standards, improving social dialogue policies and mechanisms, creating employment opportunities through the development of a National employment strategy; promoting encouraging work environment for youth and women, in addition to improving the Government and social partners capacity to develop social protection policies.
Expected outcome 1: Strengthening the legal framework and capacity of Government and social partners to implement laws and pursue their application in compliance with interNational Labour standards
Project for enhancing Labour Inspection effectiveness (sub-regional Project covering Syria, Yemen, Lebanon, Oman)
Fund donor: Norway
Budget estimates for Syria: 150.000 USD
The Project aims to strengthen and modernize the Labour inspectorates, as the Project implementation strategy focuses on the performance assessment of inspectorates in Syria; the development of a National action plan ; the elaboration of a training program for Labour inspectors; and the enhancing of coordination mechanisms between all actors involved in the process of working conditions improvement.
What has been achieved so far:
- The appointment of senior experts for the regional Project (Headquarters: Beirut)
- the organization of a regional training course in Beirut, attended by Labour inspectors from Lebanon, Syria, Yemen and Oman in November 2009.
- the preparation of assessment on the status of Labour Inspection in Syria (in progress).
- providing a training mission in Turin allowing to a Labour inspector from Syria to participate in the training session for the period of 13- 23 October 2009.
- the engagement in a study on Labour legislation in Syria (in progress).
This plan of action scheduled until the end of 2009, includes the following:
- A sub-regional training course on "Enhancing Labour Inspection effectiveness" in Damascus, from 15 -17 December 2009, involving the Arab States Labour Inspection managers,
- A National training course on Labour Inspection from 20-24 December, involving 25 Labour inspectors from all relevant fields in Syria (agricultural work, industrial work, Social Security, occupational safety and health)
Project for combating the Worst Forms of Child Labour
- The Project document was elaborated in cooperation with UNICEF and discussed with the ministry. The latter provided comments according to which the draft was subsequently amended and additional funding is currently sought for supporting the Project
- Two training missions specialized in Child Work legislation are provided at Turin InterNational Training Center
- A study to assess the extent and characteristics of the child Labour phenomenon in Syria, providing therefore quantitative and qualitative basis for the technical cooperation Project. Te study which will be conducted during the period of November 2009 - February 2010, aims to achieve the following: identify briefly the factors that affect the work of children such as poverty and educational level; review the legislation governing child Labour in Syria and indicate any discrepancy between the Syrian laws and the core of interNational conventions; identify the main characteristics of child Labour in Syria, with a focus on the worst forms of child Labour , such as the dimension of such employment, as well as its geographical distribution and types of work; and provide a set of recommendations emphasizing the areas that should be targeted by the National strategy.
Creation of legal administrative mechanisms for migrant management and protection of migrant workers rights
- A regional Migration Adviser has been appointed in Beirut, and he will be visiting Syria in November 2009 to discuss a plan of action with the three partners, based on National priorities.
- The adviser on interNational standards took part in the workshop on migrant Labour, held by the InterNational Organization for Migration (IOM) in March 2009.
- National Coordinator met with the InterNational Organization for Migration (IOM) to discuss ways of cooperation and agreement on the cooperation modalities on the issue of foreign Labour in Syria: legislation, capacity, etc. He also met with the Swiss Agency for InterNational Cooperation and Development (SDC) that expressed its interest in cooperating with the ILO in the field of migration.
Strengthening the capacity of the Ministry of Social Affairs and Labour, in Programmes coordination and monitoring
- A workshop on results-based management held on May 12, 2009 involved a large number of employers representatives as well as workers and staff of the Ministry of Labour. A basic recommendation issued forth from the workshop stating the need for an extensive training seminar on the technical aspects of results-based management and particularly those relative to audit and evaluation.
- Provide a training mission to Turin InterNational Training Center, to participate in a training course on monitoring and evaluation.
Building the capacity of the Ministry of Social Affairs and Labour and the social partners to incorporate gender considerations and gender equality in their policies and Programmes
The Programme for Decent Work and women's issues Sub-regional Project covering Syria, Lebanon and Jordan
ILO’s Financing (supplementary budget)
The Project aims to a Tripartite sharing of information, updated data for implementing integrated policies and Programmes for promoting equality and gender justice in the world of work. This Project undertakes developing the capacities of executives affiliated to the three parties. On another hand, the Project deals with the core issues of women at work, including inter alia: addressing the growing of informal economy by providing social protection for the concerned workers, inciting companies to register officially, securing the balance between work and family life for workers with family responsibilities, maternity protection, equal pay and non-discrimination, work at home jobs, and promoting social dialogue. The Project also allows the collaboration of decision makers in the Government, employers and workers through a Tripartite National Committee which works through round-tables with the aim of improving policies on working women’s issues,
The Project’s activities focus on capacity development and knowledge exchange, as well as on the prints and publications on key issues relative to working women in the purpose of promoting gender justice in the world of work. Furthermore, the Project will ensure adequate climate for the National Tripartite Committee, facilitating thus the advancement of equality and gender justice in the world of work and that, in cooperation with the stakeholders.
What has been achieved so far:
- The appointment of a Project Manager at mid 2009;
- A Policy Summary and analysis of the current situation of men and women working within informal economy and which is is based on a relevant study, is reaching now its final phases.
- The Project Coordinator held a series of meetings with a large number of parties concerned with women’s matters with the objective of presenting the Project’s components together with InterNational Work Standards pertaining to gender equality. Similarly, a series of events will take place to raise awareness about the Conventions ratified by Syria and and on which informative booklets are planned to be published.
- Four agreements out of six, constituted the subject of two conferences held in September and October 2009, with the participation of representatives of the Tripartite constituents.
Expected outcome 2: improvement of policies and mechanisms for social dialogue and strengthening of the legal framework
- A training course on social dialogue took place in February 2008 after the ratification of the Decent Work Country Programme document, and was attended by senior officials of the Ministry of Social Affairs and Labour, the General Federation of Trade Unions (GFTU), and the Chamber of Industry of Damascus and its Suburbs (CIDS).
- A workshop was held on the constitutional obligations to be observed in the writing of the reports related to the application of interNational Labour conventions and the elaboration of the survey questionnaire on domestic workers on May 24, 2009.
World Charter Project on Corporate Social Responsibility in cooperation with ILO
- A study on Rights at Work was conducted as part of the baseline Project’s studies and has been translated into English. That study which is considered the first of its kind contains analyses on the work legislation reality in Syria.
- The regional office will coordinate with the United Nations Development Programme to hold two training sessions in December 2009 on the study results, the first of which will target employers and workers, while the second will be delivered to the staff of the Ministry of Social Affairs and Labour, the InterNational Planning Commission, and a number of associations working in the economic sector on the issue of Corporate Social Responsibility and the World Charter.
Capacity building of employers’ organizations
- Representatives of the Chamber of Industry of Damascus and its Suburbs participated in most of the training courses that were organized and which covered all areas of Decent Work since ILO emphasizes the importance of tripartite participation in all Programmes.
- The Federation of Syrian Chambers of Industry benefited from counseling for the identification of its objectives, its role, its restructuring and for the evaluation of its human potential. A special department was created to take in charge the follow-up of Work issues and select its own staff from the chambers members of this department and determine their functions.
- the Federation of the Chambers of Industry attended a training course on Labour Inspection, and two other training courses on occupational safety and health, interNational Labour Standards and Collective Bargaining, are planned for November and December 2009
- Amongst Important issues to be discussed and debated, the Federation of Chambers of Industry’s representation within ILO. In that respect, the two following goals were asserted: the first concerns the broadening of representation so as to cover all the Syrian Governorates; and the second concerns the right to be granted to the Federation through its own new law, to represent the industry sector at interNational level.
Capacity building of the General Federation of Trade Unions
- Representatives of the Trade Unions Federation took part in most of the training courses that were organized and which covered all areas of Decent Work since ILO emphasizes the importance of tripartite participation in all programs.
- Coordination with the Trade Unions Federation for the organization of two training courses to build their capacities in areas pre-identified by them.
- Preparation for a technical cooperation Project providing capacity building to the Federation in 2010.
Expected outcome 3: strengthened capacities of National partners to implement a National Employment Stategyand ensure its monotoring and evaluation
- ILO is coordinating with Turin InterNational Training Center and the United Nations Development Programme Office, to start preparing a National employment policy / strategy through the holding of a training workshop comprising two major issues. The first training course consists in strengthening the capacities of executive employees at the Ministry of Social Affairs and Labour for developing, auditing and evaluating the National employment strategy. The session targets representatives of the Ministry of Labour and its departments, employment offices as well as all operating services dealing with employment matters, Labour market and tripartite consultations .The course aims to increase and update participants knowledge and skills regarding the National Employment Stategyand Labour market policies. As for the second training session, it concerns the preparation of the Action Plan for the National Employment Strategy. The workshop targets representatives of the Ministry of Social Affairs and Labour, the Ministry of Planning, the Ministry of Economy, the Ministry of Finance, the Ministry of Education and Higher Education, Ministry of Industry and Commerce, as well as the State Planning Committee and the National Commission for Employment, in addition to representatives of employers organizations and trade unions. Furthermore, an invitation to attend the workshop will be addressed to interNational agencies, the World Bank, UNDP, GTZ and other organizations working in the field of employment and Labour market.
- The elaboration of the National Employment Stategyin view of integrating it into the eleventh Five-Year Plan, with the help of an interNational expert who will be provided to collaborate with the National work team for developing the strategy.
Expected outcome 4: Review the regulatory and legal framework to facilitate the development procedures of small and medium size enterprises and increase their representation in the decision-making process
- A study on "Reforming the Business Environment for Small Enterprises in Syria: Challenges and Recommendations" was conducted and published in Arabic language upon approval of the Ministry. The study includes a number of recommendations to reform legislative environment for small and medium size enterprises in Syria.
- A Project draft is under elaboration to be submitted to the Ministry of Social Affairs and Labour and to fund donors in order to supply funding for a technical Programme on the development of small and medium size enterprises.
- The long-term impact of the Programme "Know about business," which is applied through a Youth Project, is currently undergoing an assessment and the preliminary data indicate the exceptional success of this Programme‘s pilot phase.
Outcome 5: Improved capacities of Government and social partners in order to develop a Social Security policy and programme management systems and extend services to grant social protection access to all workers and their families, including those in the informal sector.
Project for the broadening of social protection’s base in Syria
The Project aims to meet National needs and priorities for technical support in the field of Social Security reform in Syria, as defined in the Decent Work Country Programme. This Project focuses on providing technical support to assist Syria during the transition period for social market econmy. The Project will represent a transition period to prepare for the Programme of enhancing social protection in Syria which will benefit from the European Union funding during the period of 2010-2012. The current programme contributes to building capacities of Government and social partners in the planning, management and broadening of social protection for the workforce non-recipient groups, including workers in the informal sector.
What has been accomplished so far:
- The appointment of a National Project Manager mid 2009.
- The establishment of a Tripartite consultative Committee which will be considered as a subcommittee of the National Committee for Decent Work in May 2009.
- The strengthening of National capacity relative to Social Security statistics and self-monitoring mechanisms through the creation of a work group on Social Security issues, statistics and self-censorship mechanisms, cooperating with a Social Security team of coordinators for collecting statistical data (National consultative experts); the gathering of statistical data on Social Security with reference to the database and questionnaires constituted by the InterNational Labour Organization; the assistance of National counterparts in the development of mechanisms for regular self-monitoring with reference to ILO’s database, "an investigation into Social Security" (September - December 2009).
- The provision of policy support for the reform of the existing system of Social Security by giving preliminary recommendations for the existing Social Security system (October 2009). This report can be discussed more thoroughly with the Social Security consultant or with the report’s author (to be determined later on).
- The strengthening of Government and social partners technical capacity to address Social Security issues through the holding of two National tripartite workshops on Social Security statistics and self-monitoring, one National tripartite workshop and study on the impact of the worldwide financial and economic crisis on Employment and Social Security (October 2009 - January 2010) ; a workshop on capacity building of the social partners in the area of Social Security (November-December 2009); and a workshop on the Social Security scope broadening (date to be set later).
- The capacity building of a number of National staff workers through specialized training courses at ILO’s Turin InterNational Training Center (July and November 2009)
- The evaluation of Social Security legislation and its enforcement through a detailed study conducted on Social Security legislation and application modalities (the date is set in coordination with the Ministry)
- Provide technical support to reform Social Security as required (date to be set in coordination with the Ministry)
The reform of United Nations Programmes and the integration of the Decent Work agenda
- The InterNational Labour Organization endeavors to integrate Decent Work into the United Nations Programme, by providing information to the United Nations organizations Team in Syria, and promoting the necessity of integrating Decent Work in their Programmes. Accordingly the initiative to find joint Programmes within the United Nations Programme for Development Assistance has been taken. Subsequently, there has been an agreement on mechanisms and Programmes for joint action, through the development Project on Rural Development and the Millennium Development Goals conducted by the United Nations Office.
- The ILO will pursue the integration of Decent Work in the United Nations Programmes by delivering the Toolkit for mainstreaming Employment and Decent Work and discussing it with the United Nations Team by November 2009.
1- Evaluation of the progress in achieving specific results in the Programme
Capacity building
The question of capacity building has been fundamental for the implementation of the Decent Work Country Programme, considering that building the capacity of individuals and National institutions to enable them to respond effectively to the prevailing conditions encountered by the Programme, represents an essential element and the major basis for Decent Work. Accordingly, that issue was identified as a prevailing need at all levels. To reach that purpose, the Decent Work Programme was initiated through building capacities in the areas of social protection, gender issues and Labour Inspection. It has as well been focused on the participation of Syria in most training courses related to the Programmes’ priorities at Turin InterNational Training Center. It’s also necessary to underline the ongoing coordination with Turin InterNational Training Center so that its sessions be held in Syria instead of Italy in order to allow for the greatest number of Syrians to participate and benefit from the training. Moreover, two training courses are planned in the areas of capacity building and Employment policies.
Coordination
- The institutionalization of "coordination" as the main guiding work principle in the Decent Work Country Programme represents the mainstay of the Programme’s success, and to achieve this goal, ILO appointed a National Coordinator in charge of the coordination between the Ministry of Labour and the Chamber of Industry of Damascus and its Suburbs (CIDS), and the General Federation of Trade Unions (GFTU), as well as the other National partners and United Nations organizations and the other donors in order to incite progress towards the implementation of the Decent Work Country Programme.
- ILO encouraged the ministry and the social partners to form a steering Committee for the conduct of the Decent Work Country Programme in order to develop and improve coordination mechanisms between all partners and Projects, furthermore, ILO will provide to the Committee a training on social dialogue and coordination mechanisms and networking.
- Coordination within the United Nations work / with the United Nations: the National Coordinator played the role of the responsible for coordinating ILO’s work, as he participates in meetings and discussions about the United Nations framework design/status , notwithstanding all the discussions on UN general matters, as well as coordination and the Millennium Development Goals. Additionally, a new position was created at the Regional Office for Arab States in Beirut to deal with UN reform issues, ensure work "as a One United Nations”. That function also includes the follow-up of work in Syria and the coordination with all concerned UN organizations to integrate Decent Work in the Programmes.
Challenges / difficulties
There is still a need for coordination at all levels: the need to work for creating a "culture" and coordination mechanisms at all stages of the planning and implementation of the me’s activities at various levels: within the conducted Projects, within ILO’s Regional Office for Arab States team, the Presidency, as well as all other administrations in the Ministry of Social Affairs and Labour, together with other ministries administrations, National institutions and interNational organizations.
- The need for a Communication Strategy: There is an urgent need to promote the role of ILO in Syria and the Decent Work Country Programme as well as the role of the Ministry of Social Affairs and the significant work regarding employment and Decent Work provision.
- The need to develop work organizing: especially in the field of training courses, workshops and seminars organizing, there is a need to train the National Steering Committee and all the staff involved into Projects, on ILO’s laws and regulations in the field of organizing seminars, particularly the budget preparation and the provision of required financial documentation, etc.
- The need to develop a monitoring system for the Programme: The responsible for monitoring and evaluation in the Regional Office developed a draft Plan for monitoring and evaluation, and he will subsequently take part together with the National Steering Committee, in the discussion on the Plan’s indicators and details.
- The need for a monthly planning, in order to facilitate Programmes implementation, coordination and transparency, there must be developed a monthly / or quarterly action Plan that covers all activities, including those pertaining to Projects, as well as advisery missions assigned to ILO’s experts, training in Turin, and coordination with UN entities and donors.
- The need to strengthen National ownership of the Programme through the training of the National Steering Committee and sub-Committees responsible for the Projects implementation, for them to take the main responsibility for the implementation of the Decent Work Country Programme, and the search for needed funding for Projects implementation.
إنّ تمرّد الشباب التونسي في يناير من سنة 2011 يمثّل أكثر من ثورة بنظر الطالبة آمنة فيتوري فقد شكّل مسألة حياة أو موت بالنسبة إلى شباب على شفير الاختناق. إليكم شهادتها.
آمنة فيتوري
في العاشر من يناير من سنة 2011، علمت من خلال موقع فايسبوك أن الناس يستعدّون للتظاهر في تونس العاصمة فاتفقت مع رفاقي في الصف على اللقاء في الرابع عشر من يناير أمام وزارة الداخلية. تظاهرنا طيلة 3 أيام في جادة حبيب بورقيبة وفي ساحة القصبة في قلب المدينة. نظّمنا صفوفنا من خلال موقع فايسبوك شأننا شأن السواد الأعظم من الشباب التونسي ممّا حدا بالقسم الأكبر من المعلّقين إلى إطلاق اسم "ثورة الفايسبوك" على ثورتنا. برأيي لا يفي هذا التحديد ثورتنا حقّها لأنّ الواقع أكثر تعقيداً بأشواط. ففي الحقيقة مثّلت القنوات الاجتماعية مجرّد وسيلة استغلّها الشباب بغية الاحتشاد وإطلاق عملية التحوّل في المجتمع وبدء المعركة ضد البطالة والأشكال الأخرى للإذلال والمطالبة باحترام حقوق الإنسان وكرامته.
ومع ذلك تجدر الإشارة إلى أنّ هذا لا يقلّل من أهمية دور الإنترنت الذي اتضح أنّه يشكّل أداة مذهلة لإرساء الديمقراطية في البلدان العربية فضلاً عن أنّه يسهم بعكس تعددية أوضاعها السياسية والثقافية. كما يجدر الذكر أنّ الإنترنت يشكّل سلاحاً مخيفاً لمحاربة الرّقابة. بالتالي لم يعد بوسع أحد من الآن فصاعداً أن يقول إنّه الوحيد ويزعم أنّه يهيمن على الساحة لأنّ الإنترنت سيمنعه عن فعل ذلك من خلال فتح فضائه للمناقشات البنّاءة كما أنّ الإنترنت سيسمح لنا بإدراك معنى النّقاش الحقيقي.
ولّدت الثورة ما قبل الأخيرة في تونس "ديكتاتورية ثورية" نتائجها معروفة. أمّا في الوقت الحالي فنحن نشارك في "ثورة مُتحضّرة" وهي ثورة خالية من العنف مطلوب منها أن تفضي إلى ديمقراطية.
ولكن ثمّة تحفّظ أرغب في الإشارة إليه وهو الإصرار بشكل مكثّف في الصحافة وفي التحليلات على الطابع "السلمي" لهذه الثورة بسبب نزول الشباب إلى الشوارع وهم عزّل. مع العلم أنّه يجب التعاطي مع هذا التعبير بحذر. كانت الثورة سلمية بالنسبة إلى مَن؟ هل كانت الثورة سلمية بالنسبة إلى الناس الذين افترشوا الأرض أياماً عديدة ووقعوا فريسة الخوف وهم يستمعون إلى أزيز الرصاص؟ هل كانت سلمية بالنسبة إلى الجنود والشرطيين الذين عاشوا صراعاً بين تأدية واجبهم المهني والامتثال لقناعاتهم الشخصية؟ هل كانت سلمية بالنسبة إلى المتظاهرين اليافعين الذين لم يروا بحياتهم دماء تُراق بذلك الكمّ الهائل؟ ربما لم يكن الجحيم الذي شهدناه دامياً بقدر جحيم إخوتنا الليبيين واليمنيين والسوريين إلا أننا عشنا فعلاً لحظات فظيعة.
رأيت أمواتاً وأصبت بالذهول وفقدت وعيي بسبب تنشّقي الغاز المسيل للدموع... في جادة القصبة في تونس العاصمة، أشخاص من سيدي بوزيد البلدة التي أضرم فيها محمد بوعزيزي النار في نفسه في الرابع من يناير فأطلق شرارة الثورة، تدفقوا بالمئات بغية الانضمام إلى المتظاهرين في العاصمة. أتى البعض منهم مع زوجاتهم وأولادهم. شعروا بلسعة البرد والجوع وأحسّوا بالمعاناة. جلبت لهم الطعام والبطانيات بمساعدة الكشافة كما أنني عاونت رئيس الأطباء في القسم الطبي التابع للكشافة.
شكّل الصراخ أهم نشاطاتي فقد صرخت "إرحل" بكل جوارحي لأيام إلى أن رحل بن علي. أردت وضع حدّ لنظام جعل من الشباب الفريسة الأطرى عوداً.
بدلاً من أن نشكّل محرّك الاقتصاد الوطني أمسينا كبش محرقته ممّا يفسّر كوننا نحن الشباب روّاد حركة التمرّد. ففي حقيقة الحال كنّا عالقين بين المطرقة والسندان. فمن جهة تلقينا تعليماً ذا مستوى يُعتبر من الأفضل في القارة الإفريقية لكنه لا يتماشى في الواقع مع حاجات سوق يتطور بشكل دائم ومن جهة أخرى لم يسمح لنا النظام بالوصول إلى وظائف والاحتفاظ بها. إنّ التدريب المستديم الذي يسهم بتحديث معارف الموظفين غير متوفر في تونس. في مجال المعلوماتية على سبيل المثال عندما تتغير التكنولوجيات تبدّل المؤسسات مهندسيها وتقنييها! عدم ثبات الوظائف آفة خطيرة بقدر استحالة إيجاد الوظائف بالنسبة إلى حَمَلة الشهادات اليافعين. أتساءل ما إذا كان هناك عائلة بالبلد لا تضمّ على الأقل فرداً يافعاً من أصحاب الشهادات يعجز عن إيجاد عمل.
باختصار إنّ نظام التعليم غير المستقرّ والسياسة الاقتصادية الازدرائية إلى حدّ كبير جعلا منّا شباباً يشعر بالاشمئزاز والاستغلال والاختناق. شكّلت أولى حركات التمرد التي قمنا بها أفعال صمود مع العلم أنّ أعمالنا المستقبلية ستندرج ضمن مسيرة بناء بلد جديد.

DEAR SIR/MADAM
General information about the registry
Glanzmann’s thrombasthenia is a rare disease of blood clotting. It is caused by a deficiency or dysfunction of a protein on the surface of the platelets. This protein called Glycoprotein IIb/IIIa is needed so that platelets aggregate around an injury to a blood vessel. Because of the deficiency, platelets may fail to form a plug to stop the bleeding.
Because Glanzmann’s thrombasthenia is a rare disorder, it is very difficult to collect sufficient information in order to determine the optimal treatment. For this reason the Glanzmann’s thrombasthenia registry has been developed to collect detailed information on treatment and possible side-effects of therapy.
Treatment experiences are expected to be collected from various hospitals around the world, and there is no pre-defined number of patients to be included in the registry. Data collection will continue until adequate efficacy and safety data are accumulated but for a maximum of six years.
Novo Nordisk. the company that is conducting the registry has given your physician the opportunity to confirm the diagnosis of Glanzmann’s thrombasthenia with a DNA test. Your physician will decide if this is relevant for you and discuss it with you. If so, you will be asked to have a blood sample drawn. The blood will be analysed at a central laboratory and only the part of the chromosome necessary for diagnosis of Glanzmann’s thrombasthenia will be used. Genetic analysis may yield information on other diseases. It may also reveal information on paternity if more than one family member is tested. If such information such arise, it would not be pursued further and you would not be informed.
The registry is being conducted by the pharmaceutical company Novo Nordisk A/S, the manufacturer of the product NovoSeven® .
The registry can be prematurely stopped and interrupted by Novo Nordisk, investigator or a regulatory authority at any time, and agreement on procedures to be followed must be obtained.
What do I have to do – if I take part in the registry?
If you decide to take part, you will be asked to read and sign the Informed Consent Form at the end of this written information. Your physical status will be evaluated as usual, and you will be treated according to your physician’s judgement and in accordance with the local best clinical practice. Therefore you should not experience any additional discomfort. Information collected during your clinical care will be entered into the registry regardless of the products being used. You will not be asked to take any special or additional tests. The only aim is to make observations and collect information.
Your physician will enter the following data into the Glanzmann registry:
• Demography (year of birth, gender, weight, height and ethnic origin). A unique patient number will be generated automatically by the system, and only your physician will be able to identify you (please see exceptions under point “Confidentiality”).
• Diagnosis of Glanzmann’s thrombasthenia
• Bleeding description, outcome and follow-up
• Therapy during surgery and therapy complications (if applicable)
Possible risks/discomforts:
There are no risks associated with participation in the registry as your medical care is simply being observed.
If your physician decides to draw a blood sample to confirm your diagnosis, the most likely discomfort you will feel is the needle prick to obtain blood. Rarely there can be complications such as infection, blood clots, or inflammation of the vein.
Potential benefits:
You will not experience any direct clinical benefit from participating; however as the knowledge of treatment will increase, this registry may provide information helping improving future treatment. Also if you consent to having a blood sample drawn, the result will contribute to confirm your diagnosis of Glanzmann’s Thrombasthenia.
Voluntary participation:
Participation in the registry is entirely voluntary. You may refuse to participate or withdraw from the registry at any time without penalty or loss of benefits to which you are otherwise entitled. You will not have to give an explanation for the withdrawal, and it will not affect your present or future medical care or your relationship with your physician or nursing staff. If you chose not to participate in the Glanzmann’s registry, your medical care will not be affected. In case of withdrawal of consent, no new data will be added to the database.
Compensation:
You will not receive any financial benefit from participating in the registry.
Liability:
You will be treated in accordance with the applicable laws and guidelines and with drugs licensed by the participating centre and will be covered by the general insurance and indemnification in place at the participating centre and to the extent required by the applicable laws.
Confidentiality:
Information about you will be kept confidential and will not be made publicly available. The results of the Glanzmann’s thrombasthenia registry will be sent to the health authorities half a year and may be published, but your identity will remain confidential. Data may be transferred to e.g. Novo Nordisk headquarters and affiliates, authorities in relevant countries and under contractual obligations clinical data processing and managing organisations within EU or abroad.
Your medical records may be reviewed by authorized persons, e.g. representatives of the sponsor, the Independent Ethics Committee/Independent Review Board and national and international regulatory authorities. In these cases direct access will be granted to your medical records (direct access means permission to examine, analyse, verify or reproduce any records or reports that are important to the evaluation of the registry). In all cases, this will happen without violating the confidentiality to the extent permitted by applicable laws and regulations.
Questions about the registry:
You have the right to ask for updated information on which data are inserted in the registry, to require corrections of any errors and to be informed who is responsible for keeping the data and who will have access to them.
If information becomes available which may influence your accept to your hospital data being used for this registry, you will be informed by your physician in a timely manner, and subsequently you will be asked to sign a new consent form.

معلومات عامة حول البرنامج
إن مرض وهن الصفائح (غلانزمان) هو من أمراض تخثر الدم النادرة. وهو ناجم عن نقص أو خلل يصيب أحد البروتينات على سطح الصفائح. يطلق على هذا البروتين اسم مركب البروتين السكري الثاني ب / الثالث أ Glycoprotein IIb/IIIa و هو ضروري لتكدّس الصفائح حول إصابات الأوعية الدموية. و بسبب هذا النقص، قد تفشل الصفائح في تشكيل سدّ لوقف النزيف.
بما أن مرض غلانزمان هو اضطراب نادر الحدوث ، فإنه من الصعب للغاية جمع معلومات كافية من أجل تحديد العلاج الأمثل. لهذا السبب تمّ صوغ برنامج غلانزمان لجمع معلومات مفصلة حول العلاج وما قد يولّد من آثار جانبية.
ومن المتوقع جمع المعلومات حول العلاجات التجريبية من مختلف المستشفيات في العالم. كما أنه لم يحدد مسبقا عدد المرضى الواجب ضمّهم إلى البرنامج. وسوف تواصل عملية جمع البيانات حتى يتم تجميع ما يكفي من البيانات المتعلقة بالفعالية و السلامة و ذلك خلال مدّة أقصاها ست سنوات.

ماذا يتوجّب عليّ - إذا شاركت في البرنامج؟

• العلاج أثناء الجراحة و المضاعفات الناجمة عنه (إن وجدت)
المخاطر المحتملة / عوارض الانزعاج:
ليس من مخاطر مرتبطة بالمشاركة في البرنامج بما أن الرعاية الطبية مؤمنة تلقائياً.
قي حال قرر الطبيب سحب عّينة من الدم لتأكيد التشخيص الخاص بك، من الأرجح أن وخز الإبرة المستعملة بغاية الحصول على الدم سوف يشكّل مصدر الانزعاج الوحيد لك. نادراً ما يمكن أن يكون هناك مضاعفات مثل العدوى أو الجلطة الدموية، أو التهاب الوريد.
المنافع المرتقبة :
لن تحصل على أية فائدة سريرية مباشرة من مشاركتك ولكن مع تطوّر المعرفة حول العلاج قد يوفر هذا البرنامج معلومات ممكن أن تساهم في تحسين العلاج في المستقبل. كما أنك إذا وافقت على إعطاء عينة من الدم ، فإن النتيجة ستسهم في تأكيد إصابتك بمرض وهن الصفائح (غلانزمان).
المشاركة الطّوعيّة:
إنّ المشاركة في البرنامج طوعية تماماً وبإمكانك أن ترفض المشاركة أو أن تنسحب من البرنامج في أي وقت كان دون أية عقوبة أو فقدان للمنافع التي هي من حقّ المشتركين.كما و أنّك لن تضطر إلى تبرير انسحابك الذي لن يؤثر على رعايتك الطبية في الحاضر أو في المستقبل ولا على علاقتك مع طبيبك المعالج أو طاقم التمريض. إذا اخترت عدم المشاركة في برنامج غلانزمان ، لن يؤثّر ذلك على رعايتك الطبية. في حالة سحب الموافقة، لن تتمّ إضافة أية بيانات جديدة تخصّك إلى قاعدة البيانات.
التعويضات:
لن تتلقى أي ربح مالي لمشاركتك في البرنامج.

Plante buissonnante (30 cm de hauteur) et très florifère au feuillage vernissé, illuminée par de belles fleurs bicolores. Peu exigeante en climat sec, elle fleurit toute l'année en zones tropicales ensoleillée ou à mi-ombre. Si elle est abîmée, il est conseillé de couper 1/3 de sa hauteur.

1) Fêter les langues dans toute l'Europe
Cette rentrée est riche en événement sur le plan linguistique et culturel.
Pour la 8e année, le journée européenne des langues, initiative du Conseil de l'Europe, donne lieu à des centaines de manifestations dans les 47 pays du Conseil de l'Europe. A Paris, elle revêt une intensité particulière grâce à l'action conjuguée au sein du Forum des instituts culturels à Paris (FICEP), des 38 instituts culturels et de ses 6 membres associés pour l'organisation de la Semaine des langues étrangères à Paris. Trois événements supplémentaires concourent à faire de cette année 2008, déjà consacrée par l'UNESCO Année internationale des langues et par l'Union européenne Année du dialogue interculturel, une année exceptionnelle pour les langues.
Le 26 septembre, date de la journée européenne des langues, se tiennent à Paris en Sorbonne les États généraux du multilinguisme, organisés dans le cadre de la Présidence française de l'Union européenne, événement à la préparation duquel l'Observatoire européen du plurilinguisme a été associé.
Parallèlement à cet événement, aura lieu Langues en Fêtes, autour de 3 manifestations populaires : des mots dans la Ville, les mots lumière et l'Europe en chansons.
Enfin, la Commission européenne présente une communication sous le titre : Multilinguisme : un atout pour l'Europe et un engagement commun, document de la plus grande importance, dans la mesure où il fixe la stratégie de l'Union européenne pour les années à venir. Nous analyserons ce document prochainement sur le site de l'OEP.
Ces nombreuses manifestations sur la langue et la diversité culturelle et linguistique qui auront marqué l'année 2008 auront-elles une influence sur le destin des langues, qu'il s'agisse des langues autochtones dont le Directeur général de l'Unesco, M.Koïchiro Matsuura, se fait l'ardent défenseur, ou des nombreuses langues nationales et régionales qui souffrent parce que leurs territoires géographiques et fonctionnelles se réduisent chaque jour.
Nous n'aurons pas le mauvais esprit de ne traiter l'Année internationale des langues qu'en symptôme. S'il on aura tant parlé de langues, de dialogue interculturel et de plurilinguisme qu'en 2008, c'est précisément parce qu'il y a problème, que le besoin et la demande sont immenses.
Agir sur les esprits et changer le regard sur les langues et les cultures est en soi fondamental.
Percevoir la dérive vers le tout anglais non comme un progrès mais comme une grave régression est essentiel. Pourquoi ? Parce que fondamentalement, nous le savons, la motivation est la recherche de l'utilité immédiate et ramène la langue à l'outil, ce qu'elle n'est qu'en partie seulement. Or, l'éducation n'a pas vocation à enseigner l'outil, mais à former l'esprit et le corps, et enseigner l'outil, du moins en premier, est une profonde perversion, nuisible à toutes les langues qui se trouvent marginalisées, y compris l'anglais lui-même en tant que langue de culture.
Le plurilinguisme et l'échange interculturel doivent être compris comme un triple enjeu :
- un enjeu personnel de développement et d'épanouissement
- un enjeu de société en tant que facteur de cohésion sociale
- un enjeu de civilisation, par la circulation des idées, principal facteur de créativité.
Le plurilinguisme et l'échange interculturel ne sont pas des utopies, ni des combats d'arrière-garde, mais des valeurs de progrès.
Mais une fois que l'on a dit cela, reste l'action : comment concrétiser cette aspiration qui s'affirme de plus en plus ?
Nous savons très bien que le destin des langues se joue sur des millions de micro-décisions relatives à l'usage de la langue et résulte ainsi le plus souvent d'autant d'arbitrages individuels. Mais nous savons tous aussi qu'il dépend également de macro-décisions, qui se situent aujourd'hui dans les systèmes d'éducation, dans les entreprises et les grandes organisations. À cet égard, il est préoccupant de constater que ceux qui s'expriment le plus sur ces sujets, ne sont pas ceux qui ont le vrai pouvoir de décision, c'est-à-dire le pouvoir de prendre les macro-décisions qui pèsent massivement sur les usages.
Seule une forte mobilisation de la société civile peut permettre de peser sur les centres de décisions. Et c'est la vocation de l'OEP de s'inscrire dans cette démarche de la société civile et d'en être l’un des acteurs principaux.

3) Les trois missions de l'Observatoire européen du plurilinguisme
L'Observatoire s'inscrit dans une démarche mettant à la disposition de la société civile des travaux de recherche en vue de développer le plurilinguisme et de favoriser l'échange interculturel.
L'Observatoire exerce ainsi trois missions :
- une veille stratégique multilingue liée à ses réseaux européens
- une communication portant à la fois sur les résultats de la recherche, sur leur utilisation et sur leur exploitation, y compris en réagissant à l'actualité
- une médiation auprès de décideurs publics et privés
Cette action se mène sur une base européenne par l’utilisation de réseaux nationaux et locaux de membres et partenaires associatifs ou individuels, de correspondants sur les autres continents, africains, latino-américains, américains et asiatiques, avec lesquels l'OEP entretient des affinités intellectuelles et opérationnelles.
L'OEP existe depuis trois ans. Développer son réseau, recueillir des informations et contributions, traduire les contenus publiés sur son site Internet sont sa préoccupation majeure. Nous vous invitons à le rejoindre ou à entrer en contact avec lui afin de coordonner nos actions.

1) Celebrate languages all over Europe
This new season will be rich in events in both linguistic and cultural fields.
For the 8th consecutive year, the European Day of Languages, an initiative of the European Council, will bring on hundreds of events in the 47 countries of Europe. In Paris, it appears to be particularly dynamic thanks to the concerted action of the 38 cultural institutes within the Forum of cultural institutes in Paris (FICEP) and its 6 members collaborating for the organization of the Foreign Languages Week in Paris. Three additional events will contribute labeled by the UNESCO as International Year of Languages and by the European Union as the Year of Intercultural Dialogue.
On September 26, date of the European day of languages, the States-General of multilingualism will take place in Paris, organized under the French Presidency of the European Union and to which the European Observatory of Multilingualism has been associated.
Along with this event will be held another one entitled Languages day celebration revolving around 3 popular events popular : words in the City, the words of light and Europe in songs.
Finally, the European Commission will be presenting a communication under the title: Multilingualism: an asset for Europe and a public commitment. This document is of utmost importance, as it sets the European Union strategy for the coming years . We will be reviewing it soon on the site of the EOP.
A question worth asking is whether these numerous events on language and cultural and linguistic diversity that have marked the year 2008 will affect the fate of languages, including indigenous languages of which Mr. Koichiro Matsuura, Director-General of Unesco, is an ardent defender, or the fate of many national and regional languages which suffer because their geographical and functional areas are shrinking more and more every day.
In order to avoid bad faith, we will not limit our review of the International Year of Languages by just examining it symptomatically. It’s no coincidence that the issues of languages, intercultural dialogue and multilingualism have frequently recurred, considering how crucial the need and demand relevant to those issues can be.
Working on mentalities to change the perception of languages and cultures is in itself fundamental.
Understanding that the drift towards the all-English is not as a progress but a serious regression is essential. Why is that? Because fundamentally, as we know, motivation resides in the search of instant gratification and reduces the language to the single tool, which in fact is only an element of it. However, education is not intended to teach the tool, but to train the mind and body, whereas teaching the tool, at least initially, is a deep perversion, harmful to all languages that are marginalized, including English itself as a language of culture.
Multilingualism and intercultural exchange must be understood as a triple challenge:
- A personal imperative for development and evolving
- A social issue as a factor of social cohesion
- A stake of civilization, through the flow of ideas, which is the main factor of creativity.
Multilingualism and intercultural exchange are neither utopia nor fighting rearguards, they are values of progress.
But once this is said action must come next: how to realize this aspiration which is increasingly asserting itself?
We are aware that the fate of languages relies on millions of micro-decisions related to the use of language and is thus most often the result of individual arbitrations. But we all know as well that it also depends on macro-decisions, inherent to education systems, in enterprises and large organizations. In this regard, it is worrying to note that those who discuss most these matters are not those who truly hold the power of decision, ie the authority to make macro-decisions that can significantly counterbalance local customs.
Only a strong mobilization of civil society can influence the decision-making centers. And it is the goal of the EOP to join the civil society in this endeavor and be one of its main actors.

3) The three missions of the European Observatory on Plurilingualism
The Observatory is engaged in a process making it available for civil society to benefit of research works designed to developing multilingualism and promoting intercultural exchange.
The Center achieves three tasks:
- A multilingual strategic watch linked to its European networks
- A communication on search results as well as on their use and exploitation, including by reacting to the latest news
- Mediation with public and private deciders
This action is conducted on an European basis through the use of national and local networks of members and partner associations and individual correspondents on other continents, Africa, Latin America and Asia, with which the EOP shares intellectual and operational affinities.
The EOP has been implemented three years ago. Expanding its network, gathering information and contributions, translating the content published on its website are its major concern. We invite you to join in or contact the EOP in order to coordinate our actions.
