數位攝影（影像藝術）所指是運用「影像」的元素作為作品創作表現的核心。影像不是用來告訴觀賞者「這是什麼」，而是藉由創作的作品作為一種介面與觀賞者相互對話，甚至讓觀者在這樣的對話內容中，看見影像自身是什麼？影像創作者感興趣的，不在於將現實世界存在的景像真實的記錄成為存在的證據，而是；在於探究影像背後擬真的操弄與變異的創作過程。如何在一個完全不自覺模糊的存在觀念，進一步置入知覺與想像並進感知的觀看與凝視。		Translation - Chinese

Digital photography (video art) refers to the elements "image" as a creative expression is at the very core of the work. Nevertheless the image is not used to tell the viewer, "what is this ", but instead act as an interface to communicate with the viewer, and even let the viewer fully visualise the image itself? Image creators’ are not interested in recording the existence of a scene as evidence of the real world, but to explore the creative process of the image through immersive manipulation and variation techiques. And further perception and imagination into perceptional viewing; bringing into existence a completely unconscious and vague concept.

Der Artikel beschäftigt sich mit der heutigen Situation der Regionalsprache Niederdeutsch, deren Sprecherzahl in den letzten Jahrzehnten massiv zurück- gegangen ist. Zahlreiche Institutionen beschäftigen sich in Deutschland mit Pflege, Erhalt und Förderung des Niederdeutschen. Besonders erwähnenswert sind das Institut für Niederdeutsche Sprache in Bremen und der Bundesraat för Nedderdüütsch. Aber auch auf europäischer Ebene gibt es Maßnahmen, um die kleinen Sprachen in Europa zu schützen, und zwar die Europäische Charta der Regional- und Minderheitensprachen.
Diese Charta wurde von der deutschen Bundesregierung gezeichnet und ratifi- ziert. Sie umfasst zahlreiche Maßnahmen in verschiedenen Bereichen: von der Bildung über Justiz Verwaltung und Medien bis zum Kulturbereich. Aufgrund der Kulturhoheit der Bundesländer liegt die Durchführung der Maßnahmen der Charta bei den einzelnen Ländern, und zwar im Falle des Niederdeutschen bei acht nördlichen Bundesländern, darunter die Stadtstaaten Hamburg und Bremen.
Dieser Aufsatz beschäftigt sich damit, zu wie vielen und welchen Maßnahmen sich diese Bundesländer verpflichtet haben, in welchem Umfang diese Maß- nahmen effektiv umgesetzt werden und ob sie für Schutz und Förderung des Niederdeutschen ausreichend sind.		Translation - Chinese
本論文係以屬區域性語言之低地德語今日的情況及該語言的使用人數於近 數十年內大幅下降之探討。當前德國有許多的機構正致力於低地德語的維 護、保存與推廣。尤其是在不萊梅以及德國低地德語聯邦委員會。此外歐 洲範圍內也有明文規定對歐洲小語種語言的保護措施,即「歐洲區域或少 數民族語言憲章」。此憲章是由德國聯邦政府所制定批准,其中有許多對 不同領域的實施辦法:從司法教育、行政管理與傳播媒體到文化層面。基 於各邦之文化主權,憲章中的措施由各邦自行採取運作,而低地德語的部 分有德國北部八邦進行,其中包括漢堡與布萊梅兩城邦。
本文旨在以各邦對保存低地德語所採取的措施之程度及實際落實的情形, 對於這些措施是否能充分的保存與推動低地德語進行研究。
