At the most recent UN Climate Change Conference in Cancun, Mexico in December 2010, governments saved the global climate negotiations from collapse. But they did not solve the climate crisis.

Two challenges loom especially large post-Cancun. First, governments must close the gap between the cuts to greenhouse gas emissions pledged so far and those needed to avoid catastrophic climate change. Second, rich country governments must mobilize the money needed to fill the Green Climate Fund (GCF) established in Cancun.

The climate security of the whole world depends on the urgency with which these twin challenges are confronted. In 2011 a deal to control rising emissions from international shipping could help tackle both.

Shipping emissions – or ‘bunkers’ in the jargon of the UN climate negotiations – are large and growing fast. A single ship can emit more in one year than many small island states. Yet they are not currently regulated under the global climate regime.

This paper shows that setting a carbon price for ships, at around $25 per tonne, can drive significant maritime emissions cuts. That is likely to increase the cost of shipping by just 0.2 per cent, or $2 for every $1000 traded, but would raise $25bn per year. That money should be used to ensure that developing countries face no net costs as a result – since developed countries must lead the fight against climate change – and to provide major new resources for the GCF.

Podczas ostatniej Konferencji Klimatycznej ONZ w Cancun w Meksyku w grudniu 2010 roku, rządy uratowały ogólnoświatowe negocjacje klimatyczne przed fiaskiem. Jednak nie zdołały rozwiązać kryzysu klimatycznego.

Po konferencji w Cancun szczególnie palące są dwa wyzwania. Po pierwsze, rządy muszą zmniejszyć różnicę pomiędzy redukcjami poziomu emisji gazów cieplarnianych, do jakich zobowiązały się do tej pory, a redukcjami niezbędnymi, aby uniknąć katastrofalnych zmian klimatycznych. Po drugie, rządy krajów bogatych muszą zapewnić środki pieniężne potrzebne dla działania Zielonego Funduszu Klimatycznego (ang. Green Climate Fund, GCF), ustanowionego Cancun.

Bezpieczeństwo klimatyczne całego świata zależy od tego, jak szybko uda się sprostać tym dwóm wyzwaniom. W roku 2011 porozumienie w sprawie ograniczenia rosnących emisji pochodzących z międzynarodowej żeglugi morskiej może pomóc w pokonaniu obu tych problemów.

Jeden statek może wygenerować rocznie więcej emisji niż wiele małych wyspiarskich państw rozwijających się. Jednak obecnie emisje te nie są uregulowane w ramach globalnego systemu klimatycznego.

Niniejszy dokument pokazuje, że ustanowienie opłaty węglowej dla statków, na poziomie około 25 dolarów za tonę, może prowadzić do znaczącego obniżenia emisji zanieczyszczeń w transporcie morskim. Opłata może zwiększyć koszty transportu zaledwie o 0,2 procent, czyli 2 dolary za każde 1000 dolarów obrotu, ale przyniosłaby 25 miliardów dolarów rocznie. Te pieniądze powinny być wykorzystywane do zapewnienia, by w wyniku wprowadzenia opłaty kraje rozwijające się nie ponosiły kosztów netto – bo to kraje rozwinięte muszą przewodzić w walce ze zmianami klimatu - i zgromadzenia znaczących nowych środków dla Zielonego Funduszu Klimatycznego (GCF).
