El objetivo de este procedimiento es definir la forma correcta y estandarizar el procedimiento para arranque y paro del Flare, cumpliendo los estándares de seguridad y protección al medio ambiente asumidos por la empresa.
2. ALCANCE Todo el personal involucrado en tareas de Operación y Mantenimiento de Planta de Gas Malvinas y Pozos de Captación SM1.

5. PROCEDIMIENTO
VALORES OPERATIVOS
• PCV-1275@ 15 psi
• Piloto de Flare15 psi @ 120°F
• Rango Piloto de Flare 130 SCFH @ 150 psi
ANTES DE LA PUESTA EN MARCHA
• En el Sistema de Encendido de Alta Potencia (HEI) poner los interruptores de los pilotos en posición OFF.
• Prender el interruptor del Casillero (Panel Power Switch) en posición ON para proveer de energía el Sistema de Encendido de Alta Potencia (HEI) verificar que los led “POWER ON” y FLAME OFF estén encendidas.
• Abrir todas las válvulas de combustible en el Casillero de Control LAG-1275, by-pass cerrado.
• Purgar el sistema de Piloto (y Antorcha) con gas producido por aproximadamente diez minutos hasta que se haya sustituido diez veces el volumen de gas del sistema. Para esto realizar el paso 5 y 6 de esta sección.
• Abrir las válvulas de presión positiva 230060 y 230341 en las líneas de 1” PG-230108 y 230185.
• Abrir la válvula de gas de servicio de 2” (230053) para suplir de gas el piloto del Flare.
• Ajustar la válvula reguladora PCV-1275 de gas combustible a 15 psi, guiándose para esto en el PI-1275 de presión de ésa línea. PROCEDIMIENTO DE PUESTA EN MARCHA:
• Escoger el piloto a ser encendido, y mover el interruptor a MAN (manual). Este interruptor es accionado por medio de un resorte, y deberá mantenerse manualmente en esta posición hasta que se prenda el piloto.
• Una vez que se prenda el piloto, y se apague el led de Flame Off (Antorcha apagada), soltar el interruptor de piloto, el cual regresará a la posición OFF.
REPETIR LOS DOS ÚLTIMOS PASOS HASTA ESTABLECER LA LLAMA DEL SEGUNDO PILOTO
• Una vez que se establezca que el sistema funciona correctamente, posicionar los interruptores de piloto de antorcha en AUTO. Una vez puesto en modo automático, el sistema prenderá automáticamente cualquiera de los pilotos que se apagaran, y seguirá intentándolo hasta que el par térmico sienta llama viva (seguirá intentando cada 10 segundos durante 10 minutos)
DURANTE LA OPERACIÓN
• Monitorear que el flare se encuentre encendido constantemente.
• Verificar que el led FLAME OFF se encuentre en todo momento apagado
• Verificar en el PI-1275 la presión de suministro al piloto de flare, esta debe ser 15 psi.
• Verificar en el PI-1163 la presión positiva a lo largo de salida del tanque de drenajes presurizados LBF-1270, esta debe ser 150 psi.
• Verificar en el PI-1154 la presión positiva a colector de flare, esta debe ser 100 psi. PARA PONER FUERA DE SERVICIO EL FLARE (APAGAR LA LLAMA) • Empezar a barrer con nitrógeno las líneas a flare, desde líneas de presión positiva (1” PG-230108 y 230185)
• Empezar a barrer con nitrógeno la línea a piloto de flare (2” UG-230073)
• Llevar el interruptor de los 2 pilotos a la posición OFF.
• Monitorear constantemente el flare hasta que este se apague, seguir barriendo con nitrógeno.
• Una vez que visualmente se vea que el flare se encuentra apagado (y haya transcurrido un tiempo prudencial) verificar que el led de FLAME OFF se encuentre encendido.
• Continuar barriendo con nitrógeno de realizar labores de operación y/o mantenimiento en el flare o sus cercanías. De lo contrario si ya se tiene la certeza que no hay llama, se puede empezar a continuar barriendo con gas.
6. RIESGOS Y PRECAUCIONES
Verificar que en el área cercana al Flare no se encuentre ninguna persona cerca.
Una adecuada inertización del sistema es fundamental antes de la intervención del equipo, luego de poner fuera de servicio el Flare.
Usar los implementos de seguridad adecuados como guantes, casco de seguridad, orejeras, el uniforme de trabajo para realizar esta operación.
7. IMPACTO AMBIENTAL Se deberá contar con extintores cerca de la zona de Flare para controlar amagos de fuego de llegar a salir condensado durante maniobras de venteos.
De haberse generado residuos contaminados con grasa, aceite; producto del mantenimiento de equipos (trapos, guantes, etc.), supervisar y/o aplicar el procedimiento de manejo y clasificación de residuos (Refiérase al procedimiento PRO-PERPPC-09-01 Clasificación y Manejo de Residuos).

5. PROCEDURE
OPERATING VALUES
• PCV-1275@ 15 psi
• Flare Pilot flame 15 psi @ 120 °F
• Flare Pilot flame range 130 SCFH @ 150 psi
BEFORE STARTUP
• Put the pilot flame switches in OFF position in the High Energy Ignition System (HEI).
• Turn the Panel power switch to ON to provide electrical power to the High Energy Ignition System (HEI); check that the “POWER ON” and the “FLAME OFF” LEDs are on.
• Open all the fuel valves in the LAG-1275 Control Panel; by-pass must be closed.
• Purge the Pilot flame (and Torch) system with produced gas for about ten minutes until the volume of gas in the system has been replaced ten times. In order to do this, perform steps 5 and 6 in this section.
• Open positive 230060 and 230341 pressure valves in the 1” PG-230108 and 230185 lines.
• Open the 2” gas service valve (230053) to provide gas to the Flare pilot flame.
• Fasten the PCV-1275 fuel gas regulating valve at 15 psi, based on the PI-1275 pressure of such line.
STARTUP PROCEDURE:
• Choose the pilot flame to be ignited and move the switch to MAN (Manual). This switch is actuated by means of a spring, and should be held down manually until the pilot flame ignites.
• Once the pilot flame ignites and the Flame Off led turns off, release the pilot flame switch, which will return to the OFF position.
REPEAT THE LAST TWO STEPS UNTIL IGNITING THE SECOND PILOT FLAME
• Once it is confirmed that the system is working correctly, turn the torch pilot flame switches to AUTO. Once in auto mode, the system will automatically ignite any of the pilot flames that might turn off, and will keep retrying until the thermocouple detects a flame (it will keep retrying every 10 seconds for 10 minutes).
DURING THE OPERATION
• Check that the flare is constantly lit.
• Verify that the led indicates FLAME OFF condition at all times.
• Verify the supply pressure to the flare pilot flame in the PI-1275, it should be 15 psi.
• Verify the positive pressure along the LBF-1270 pressurized drain tank outlet in the PI-1163, it should be 150 psi.
• Verify the positive pressure to the flare manifold in the PI-1154, it should be 100 psi.
FLARE DISABLEMENT (EXTINGUISHING THE FLAME)
• Start sweeping the lines to flare with nitrogen, from positive pressure lines (1” PG-230108 and 230185).
• Start sweeping the line to flare pilot flame with nitrogen (2” UG-230073).
• Turn the 2 pilot flames switch to OFF position.
• Continuously check the flare until it goes off, keep sweeping with nitrogen.
• Once it is visually confirmed that the flare is off (and after a reasonable time has elapsed), verify that the FLAME OFF led is ON.
• Keep sweeping with nitrogen if carrying out operations and/or maintenance tasks in the flare or near the flare. Otherwise, if the absence of flame is already certain, it is possible to start sweeping with gas.
6. RISKS AND PRECAUTIONS
Verify there is no one next to Flare area.
An adequate inertization of the system is critical before servicing the equipment, after disabling the Flare.
Wear appropriate safety equipment such as gloves, hard hat, earmuffs, and work-wear to perform this operation.
7. ENVIRONMENTAL IMPACT
Extinguishers should be in place nearby the Flare area to control fire signs, if condensate comes out during venting maneuvers.
In case any waste contaminated with grease or oil has been produced as a result of equipment maintenance (cloth, gloves, etc.), supervise and/or apply the waste management and classification procedure (refer to Procedure PRO-PERPPC-09-01 Waste Classification and Management).
