Source text - English 1. Identification, Bidding Process, and Bid Submission
Tables 1, 2, and 3 provide for the filing of basic information on the procurement process. This information is necessary to monitor compliance with the Loan Agreement.
2. Bid Opening All bidders or their representatives are invited to attend the bid opening, where bids are read out and recorded, along with a list of attendees. The record should be sent to all bidders. Bid opening procedures are described in the ITB. To assist in carrying out the opening and preparing of the record, a checklist is provided in Annex II. The checklist should preferably be filled out for each bid during the actual reading out at the meeting. The reading should be from the original version of each bid, and the actual amounts and other key details read out should be circled for later verification.
Any envelopes containing substitutions, modifications, or withdrawals must be subject to the same level of scrutiny, including the reading out of critical details, such as price changes. Failure to read out such information and include it in the written record may result in denial of its inclusion in bid evaluation. If a bid has been withdrawn by cable, it should nonetheless be read out and should not be returned to the bidder until the authenticity of the withdrawal notice has been confirmed.
As stated in the ITBs, no bids should be rejected at the bid opening except those received after the deadline for receipt of bids. Such bids shall be returned unopened to the bidder. A summary of the read-out bid prices should be provided in Table 4.
3. Bid Validity The duration of the validity of each bid should be the one specified in the ITB and should be confirmed in the signed (form of) bid. If exceptional circumstances occur in which award cannot be made within the validity period, extensions in writing should be requested of bidders, in accordance with the ITB. Extensions to the validity of bid security should also be requested of bidders, if necessary. Note any extensions in Table 3.

يتم من خلال الجداول [1] و[2] و[3] التهيئة لحفظ وتوثيق المعلومات الأساسية لعملية الشراء. وتعتبر تلك المعلومات ضرورية لمراقبة مدى التقيد بإتفاقية القرض، وخصوصا الفقرة [2.7] والفقرة [2.8] من الإرشادات العامة حول الإشعار والإعلان.
فتح المظاريف
جميع مقدمي العطاءات وممثلوهم مدعوون لحضور جلسة فتح المظاريف، حيث تُقرأ العطاءات بصورة علنية ويتم تسجيلها، بالإضافة إلى تسجيل قائمة الحاضرين. ويتم إعداد سجل قيد محاضر لجنة فتح المظاريف لإرساله إلى البنك في حينه بدون تأخير. وينبغي إرسال نسخًا منه لجميع المتناقصين. ويلزم أن تشتمل وثيقة "التعليمات لمقدمي العطاءات" على وصف لإجراءات فتح المظاريف. وقد تم توفير قائمة "تَحَقُّق" للمساعدة على تنفيذ عملية فتح المظاريف وإعداد سجل قيد المحاضر وأرفقت هنا كملحق [2]. ويفضل بشدة التأشير على قائمة التحقق الخاصة بكل عطاء وملؤها مباشرة وقت القراءة العلنية للعروض أثناء الجلسة. على أن تقرأ بيانات كل عطاء من النسخة الأصلية، ويتعين التأشير على المبالغ المحددة والبيانات الرئيسة الأخرى التي يتم قراءتها برسم دائرة حولها لأغراض التَثَبُّت لاحقا. وفي حالة عطاءات "العملة الوحيدة"، ينبغي تسجيل متطلبات العملات الأخرى التي يُعبر عنها كنسبة من قيمة العطاء. كما يفضل قراءة أسعار الصرف المطبقة من قبل المتناقصين علناً(انظر الفقرة [6/د-2] من هذا الملحق).
يجب أن تخضع أية مظاريف تتضمن بدائل أو تغييرات أو إنسحاب لنفس المستوى من التفحص، بما في ذلك القراءة العلنية للبيانات الجوهرية، مثل تغيير الأسعار. حيث أن عدم قراءة هذه البيانات علناً وعدم إدراجها في السجل المكتوب قد يؤدي لاستبعادها من عملية التقييم. وإذا ما تم التبليغ عن سحب العطاء برقيا، فيجب -على الرغم من ذلك- أن تتم قراءته علناً ولا يعاد إلى مقدمه حتى يتم التأكد من صحة الإخطار بالإنسحاب.
طبقا لما يرد في "التعليمات لمقدمي العطاءات"، لا يجوز رفض أية عطاءات خلال جلسة فتح المظاريف باستثناء العطاءات التي ترد بعد الموعد النهائي المحدد لإستلامها والتي يجب أن تعاد إلى أصحابها مقفلة دون فتح. كما يلزم إعداد خلاصة تبين قيمة العطاءات المقروءة علنا عند فتح المظاريف وفقا لما جاء في جدول [4].
صلاحية العطاء يجب أن تكون مدة صلاحية كل عطاء مطابقة لتلك المحددة في "التعليمات لمقدمي العطاءات" ويجب التأكيد عليها في (نموذج) العطاء الموقع. وفي حالة الظروف الإستثنائية التي تحول دون إرساء العقد خلال مدة الصلاحية، يجب توجيه طلب مكتوب لمقدمي العطاءات لتمديد الصلاحية، وفقًا لما جاء في "التعليمات لمقدمي العطاءات" (وكذا الفقرة [2.56] من الإرشادات العامة). يجب أيضًا أن يطلب من مقدمي العطاءات تمديد صلاحية ضمان العطاء، إذا كان ذلك ضروريًا . ويلزم الإنتباه إلى ضرورة الحصول على مذكرة "عدم الممانعة" من البنك للتمديد الذي يتجاوز [60] ستين يوما فيما يخص عقود "الأسعار الثابتة" الخاضعة للمراجعة المسبقة وأية تمديدات لاحقة لذلك(الفقرة[2/د] من الملحق [1] بالإرشادات العامة). يتم ذكر أي تمديد في جدول [3].
