Source text - English 1.1. Generally
Fireplaces are specified as building products and tested pursuant to technical regulations stated in this specification. Fireplace stoves should not be used as the only source of permanent heating. They are intended as a complementary heating of the existing heating device during cold season, i.e. as a short-term alternative heating device during transitional seasons.
The ALFA, BETA and MIKRON fireplace stoves were tested pursuant to ČSN EN 13 240, ČSN 06 1201, ČSN 06 1208, ČSN 06 1218 standards, using timber and oblong brown coal briquettes as fuels.
Fireplace stoves complied with the conditions of those standards. They can be operated only with closed furnace. The furnace must be closed even if the fireplace stoves are out of service. Thus, the furnace door can be opened only to charge the fuel inside.
Prior to the installation of fireplace stove we recommend contacting a chimney-sweep who, being an expert, can render advice, service and inspect a proper installation.

1.3. Capacity and space heating capacity
The nominal heating capacity of ALFA, BETA and MIKRON fireplace stoves is 7 kW. This figure indicates an area heating capacity for the following room sizes (m³) and heating conditions:

The volumes of rooms indicated as space heating capacity are figures having only orientation values. Regarding the buildings being in compliance with heating insulation regulation, heat requirements of individual rooms must be calculated.
The fireplace stove can, as a matter of course, be used as a slow-burning stove and the only heating room device. On the contrary, the use of open fireplaces is limited. Those can be used only occasionally.
However, from the practical aspect, the fireplace stove cannot be recommended for permanent heating, as the time during which one charge of fuel is burnt up is too short compared to the same using a slow-burning stove. For instance, night heating using a fireplace stove and permissible charge of fuel is, at a low heating capacity, possible only with brown-coal briquettes.
If we charge more than permissible amount of fuel, and at the same time the amount of supplied combustion air is sufficient, the fireplace stove can be overheated. And the permissible emissions are usually exceeded.
Chapter 2.3. indicates the permissible amounts of fuel.
When selecting individual types of heating devices, having the same size of a room and only occasional heating, we have to take into account that the heating device needs minimum 25 % higher capacity compared to permanent heating device.
1.4. Connection to the chimney
The fireplace stove has a self-closing furnace door (combustion area) and can be connected to multiply occupied chimney, i.e. several heaters (room heating devices) can be connected to the chimney stack, to which fireplace stove is connected.
The ALFA, BETA and MIKRON fireplace stoves have the following technical data important for the chimney dimensioning:
Fuel Timber and brown-coal briquettes (average figures for both types of fuels)
Mass combustion gases draught
Average temperature of combustion gases after the combustion neck
Minimum supply pressure at nominal heating capacity
The exact chimney dimensioning is calculated in compliance with the applicable standard. A smoke duct, which connects the fireplace stove and chimney, has a diameter of 150 mm. All smoke ducts, available in the market and complying with the applicable standard, can be used. In particular it must be marked that to eliminate pressure losses, smoke ducts must be installed in as shortest straight distance as possible, slightly ascending. Besides, individual sections of the ducts, both in the combustion gas neck and in the chimney spots, must be mounted firmly and tightly. When designing your fireplace stove connection you should secure the smoke duct to be pushed 40 mm over the combustion neck.
When connecting smoke duct to the chimney, the smoke duct cannot interfere into an open chimney cross section. To connect smoke duct to the chimney we recommend using a wall sleeve (ring) with double wall, which is also available in a special shop.
Translation - Dutch 1.1. Algemeen
Vuurhaarden worden als bouwproducten beschouwd en worden getest volgens de technische voorschriften die in de volgende omschrijving zijn vermeld. Vuurkachels mogen niet worden gebruikt als enige bron van permanente verwarming. Ze zijn bedoeld als een aanvullende verwarming bij het reeds bestaande verwarmingssysteem, en dit enkel in de winter, of als een alternatieve verwarmingsbron op korte termijn - tijdens de overgangsseizoenen lente en herfst.
De ALFA, BETA en MIKRON vuurkachels werden getest volgens de normen van ČSN EN 13 240, ČSN 06 1201, ČSN 06 1208, ČSN 06 1218, waarbij timmerhout en rechthoekige bruine stukjes steenkoolbriketten als brandstof werden gebruikt.
De vuurkachels voldeden aan de gestelde voorwaarden. Ze mogen enkel worden gebruikt met gesloten fornuis. Het fornuis moet gesloten blijven, zelfs als de vuurkachels niet worden gebruikt. De fornuisdeur mag dus enkel worden geopend om de brandstof binnenin aan te vullen.
Alvorens de vuurkachel te installeren, raden wij aan om een schoorsteenveger in te huren die dankzij zijn expertise bruikbaar advies en service zal kunnen leveren, en erop zal toezien dat de installatie degelijk wordt uitgevoerd.

1.3. Algemeen vermogen en vermogen voor verwarming van ruimtes
Het nominale verwarmingsvermogen van de ALFA, BETA en MIKRON vuurkachels is 7kW. Dit cijfer impliceert een verwarmingsvermogen, geschikt voor de volgende kamervolumes (m³) en verwarmingsomstandigheden:

De volumes van de kamers die aangeduid zijn als vermogen voor verwarming van ruimtes zijn enkel benaderende cijfers. Bij gebouwen die in regel zijn met de normen van verwarmingsisolatie, moet er in elke kamer een aparte berekening gebeuren.
De vuurkachel kan vanzelfsprekend gebruikt worden als een traag brandende kachel en als enige warmtebron. Het gebruik van open haarden is daarentegen aan limieten onderworpen; ze mogen enkel sporadisch worden gebruikt.
Toch is een vuurkachel uit praktische overwegingen niet aangeraden voor permanente verwarming, omdat ze te snel te veel brandstof verbruikt in vergelijking met traag brandende kachels. Zo is verwarming ’s nachts met behulp van een vuurkachel en een toegestane hoeveelheid brandstof op een laag warmtevermogen enkel mogelijk wanneer men bruine steenkoolbriketten als brandstof gebruikt.
Indien u meer dan de toegestane brandstofhoeveelheid gebruikt, en als tegelijkertijd de aangevoerde hoeveelheid verbrandingslucht voldoende is, kan de vuurkachel oververhit raken. De toegestane uitstoot wordt hierbij doorgaans ook overschreden.
In hoofdstuk 2.3. vindt u de toegestane hoeveelheden brandstof.
Bij het kiezen van een type van verwarmingsapparaat - voor éénzelfde kamerinhoud en enkel voor tijdelijke verwarming – dient u er rekening mee te houden dat het apparaat minimaal 25% meer vermogen nodig heeft dan een permanent verwarmingsapparaat.
1.4. Verbinding met de schoorsteen
De vuurkachel heeft een fornuisdeur (verbrandingsruimte) die vanzelf sluit, en ze kan verbonden worden met een schoorsteen die door verschillende apparaten wordt gebruikt. Zo kunnen er verschillende verwarmingsapparaten samen met de vuurkachel op een meervoudige schoorsteen worden aangesloten.
Voor de ALFA, BETA en MIKRON vuurkachels gelden de volgende gegevens die belangrijk zijn in verband met de afmetingen van de schoorsteen:
Brandstof Timmerhout en bruine steenkoolbriketten (gemiddelde cijfers voor beide brandstoftypes)
Grote doorstroom verbrandingsgassen
Gemiddelde temperatuur van de verbrandingsgassen na de verbrandingshals
Minimale aanvoerdruk bij nominaal verwarmingsvermogen
De exacte afmeting van de schoorsteen wordt berekend volgens de hierop toepasselijke normen. De rookbuis die de vuurkachel met de schoorsteen verbindt, heeft een diameter van 150mm. Alle rookbuizen die op de markt te verkrijgen zijn en die beantwoorden aan de vooropgestelde normen, kunnen worden gebruikt. In het bijzonder moet worden vermeld dat om drukverlies te voorkomen, rookbuizen het best geïnstalleerd worden op een zo kort mogelijke afstand en zo recht mogelijk, lichtjes stijgend. Daarnaast moeten individuele delen van de buizen stevig en strak verbonden worden, zowel met de hals van de verbrandingsgassen als met de schoorsteen. Bij het plaatsen van uw vuurkachel dient u de rookbuis 40mm over de verbrandingshals te schuiven. Bij het verbinden van de rookbuis met de schoorsteen moet u erop toezien dat de rookbuis geen open dwarsdoorsnede van de schoorsteen belemmert. Om de rookbuis met de schoorsteen te verbinden, raden wij aan om een muurkoker (ring) met dubbele wand te gebruiken, die u kan vinden in een speciaalzaak.

Source text - Dutch 1. Doelgroep personeelsleden van instellingen van de EUROPESE INSTELLINGEN
In deze mailing worden aangeschreven: personen die nu in Vlaanderen wonen, ouder zijn dan 26 jaar , en die de Vlaamse Zorgkas ooit lieten weten (via een attest of via telefoon) dat zij werken bij een van de instellingen van de Europese Unie en dus genieten van een wettelijke vrijstelling van bijdrageplicht.
Het gaat hier om personen die dit in het verleden meestal via een terugstuurformulier hebben laten weten.
Pas op: de mensen die aangeschreven zijn, komen niet uit bestanden aangeleverd door een officiële instantie, zoals het Zorgfonds of de EU zelf. Het zijn registraties die wij gedaan hebben in de loop der jaren. Er kunnen dus fouten zitten in deze registraties.
2. Toepasselijke regels
De zorgverzekering is een Vlaamse aangelegenheid, geen federale aangelenheid.
België heeft echter internationale verdragen gesloten met andere Europese internationale instellingen, inzake sociale zekerheid, die bekrachtigd zijn.
Deze verdragen zijn van een hogere orde, waardoor er gevolgen zijn voor de aansluitingsplicht en de mogelijkheid tot vrijwillige aansluiting bij de Vlaamse Zorgverzekering.
De personeelsleden die bij dergelijke internationale instellingen werken, en meer bepaald bij de instellingen van de Europese Unie, hebben een eigen sociaal zekerheidssysteem. Daarin is de ziekte - en zorgverzekering geregeld.Waardoor zij genieten van een wettelijke vrijstelling van aansluitingsplicht bij een erkende zorgkas in Vlaanderen. Zij moeten niet aansluiten bij een zorgkas, en bijgevolg moeten zij geen ledenbijdrage betalen. Zij mogen trouwens niet aansluiten bij een zorgkas, zelfs al zouden zij dat op vrijwillige basis willen doen.
3. Wie is vrijgesteld ?
3.1. de personeelsleden van de volgende instellingen hebben een officiële vrijstelling gekregen:
- de Europese Commissie;
- de Raad van de Europese Unie;
- het Europees Parlement;
- het Europees Hof van Justitie;
- het Europees Rekenhof;
- het sociaal Economisch Comité;
- het Comité van de Regio’s;
- de Europese Scholen;
- het European Translation Agency;
- de European Food Safety Authority;
- het European Maritime Safty Agency;
- het European Data Protection Supervisor;
- het European Network & Information Security Agency
- het Intelligent Energy Executive Agency;
- Eurocontrol
- De Toezichthoudende Autoriteit van de Europese Vrijhandelsassociatie;
- De NATO
3.2. hun personen ten laste
Onder personen ten laste verstaat men:
1° kinderen van deze personeelsleden die jonger zijn dan 26 jaar en zelf nog geen arbeid verrichten, waardoor zij nog onder het sociaal zekerheidsstelsel vallen van deze Europese instellingen;
2° een echtgeno(o)t(e) van deze personeelsleden die zelf geen arbeid verricht, waardoor zij onder het sociaal zekerheidsstel valt van deze Europese instellingen.
Voorbeeld 1:
Een echtgenote van een van de bovenvermelde personeelsleden, gaat niet uit werken. Zij heeft geen inkomen. In dat geval valt zij onder het sociaal zekerheidsstelsel van haar echtgenoot. Zij is ook vrijgesteld.
Voorbeeld 2:
Een echtgenote van één van de bovenvermelde personeelsleden, gaat wel uit werken. Zij werkt zelf niet bij één van de bovenvermelde EU-instellingen. In dat geval is zij wel verplicht om aan te sluiten bij een zorgkas en een bijdrage te betalen.
Voorbeeld 3:
Een echtegenote van één van de bovenvermelde personeelsleden, heeft nooit zelf gewerkt. Zij is wettelijk gescheiden. In dat geval is zij geen persoon ten laste meer.
4. Inhoud van de mailing: de brief en het terugstuurformulier
Er is tot op heden geen omzendbrief uitgevaardigd voor deze categorie van personen.
We mogen ervan uitgaan dat in die omzendbrief gelijkaardige bepalingen zullen opgenomen worden als die voor de grensarbeiders.
In principe vertoont deze mailing en het terugstuurformulier veel gelijkenis met de documneten van de grensarbeiders, en meer bepaald op de volgende punten:
- het is een verklaring op eer;
- het moet gecertifieerd worden door de instelling;
- de informatie wordt opgevraagd over de voorbije periode om de vrijstelling te kunnen vaststellen;
- er wordt nagegaan of de persoon al betaald heeft;
- er wordt ook gevraagd of hij al een tenlasteneming heeft genoten.
4.1. VAK 1 : Identificatiegegevens
Worden voorgedrukt op het formulier:
- de naam
- de voornaam
- het adres
- geslacht
- rijksregisternummer
- de naam van de zorgkas
Moeten ingevuld worden:
- geboortedatum
- nationaliteit
- en telefoonnummer
Op elk formulier staat een barcode in vak 1.
4.2. VAK 4 : De verklaring voor het leveren van het bewijs van vrijstelling
De vrijstelling geldt dan alleen op voorwaarde dat het personeelslid op een bepaalde referentiedatum bij de bovenvermelde instellingen werkt.
De referentiedata zijn de volgende:
- 1 oktober 2001 voor de aansluiting en de betaling van bijdrage voor 2002;
- 1 januari 2003 voor de aansluiting en de betaling van bijdrage voor 2003 ;
- 1 januari 2004 voor de aansluiting en de betaling van bijdrage voor 2004;
- 1 januari 2005 voor de aansluiting en de betaling van bijdrage voor 2005.
Deze data zijn echte referentiepunten. Ook voor iemand die in de loop van een kalenderjaar verandert van werk en dus ook van sociaal zekerheidssysteem.
Voorbeeld :
Een personeelslid van één van die instellingen komt op 1 januari 2004 in dienst van het Europees Parlement. Hij heeft een contract van bepaalde duur. Op 30 juni 2004 werkt hij niet meer voor het Europees Parlement. Hij treedt op 1 juli 2004 in dienst van een andere werkgever. Hij valt hierdoor onder het Belgisch sociaal zekerheidssysteem.
Vermits hij op 1 januari 2004 in dienst was van een Europese instelling moet hij in 2004 niet aansluiten bij een zorgkas en is hij geen bijdragen voor de Vlaamse Zorgverzekering verschuldigd.
Voor 2005 moet hij wel aansluiten en een bijdrage betalen.
Om de vrijstelling te kunnen toekennen voor de voorbije jaren, met name voor 2002, 2003, 2004 en voor dit jaar, schrijft de Vlaamse Zorgkas met deze mailing de personen aan die ons via een attest of een terugstuurformulier hebben gemeld bij één van de EU- instellingen te werken.
Zij moeten op het terugstuurformulier verklaren dat zij op de referentiedata :
- 1 oktober 2001;
- 1 januari 2003;
- 1 januari 2004.
- 1 januari 2005
vrijstelling genoten uit eigen recht of als persoon ten laste.
Kruisen ze één bepaalde referentie datum niet aan, dan gaat de Vlaamse Zorgkas ervan uit dat zij geen vrijstelling genieten en dat zij bijdragen moeten betalen voor dat jaar.
Translation - English 1. Target group staff members of institutions of the EUROPEAN INSTITUTIONS
This newsletter is intended for those who currently live in Flanders, are past the age of 26, and have in the past informed the Flemish Health Service (by means of a certificate or by phone) about their work for one of the institutions of the European Union and are thus able to enjoy a legal exemption from commitment to contribution.
We are mainly talking about individuals who have in the past informed us about said work by means of a return form.
Attention: the data of those contacted by this newsletter were not received by an official institution such as the Health Service Fund or the EU itself. They are registrations we have set up over the years. Therefore, these registrations may contain errors.
2. Applicable regulations:
The health insurance is a Flemish affair, not a federal one.
Belgium has however entered into ratified international treaties with other European international institutions, concerning social security.
These treaties are of a higher order, which means there are consequences for the obligation to join and for the possibility of voluntarily joining the Flemish Health Insurance.
The staff members working for these kind of international institutions, more specifically for the institutions of the European Union, have their own social security system, which regulates health insurance. Therefore, they are able to enjoy a legal exemption from the obligation to join a recognized health service in Flanders. They do not need to join a health service, and do not have to pay membership contributions. They are not even allowed to join a health service, not even if they wished to do so voluntarily.
3. Who is exempted?
The staff members of the following institutions have received an official exemption:
- European Commission;
- Counsil of the European Union;
- European Parliament;
- European Court of Justice;
- European Court of Audit;
- Social Economical Committee;
- Committee of the Regions;
- European schools;
- European Translation Agency;
- European Food Safety Authority;
- European Maritime Safety Agency;
- European Data Protection Supervisor;
- European Network & Information Security Agency;
- Intelligent Energy Executive Agency;
- Eurocontrol;
- Supervising Authority of the European Free Trade Association;
- NATO.
3.2 Their dependents
Dependents are:
1. All of the staff members’ children under 26 years of age which have not yet been employed, and therefore are still covered by the social security system of the European institutions;
2. All of the staff members’ spouses who are not employed, and therefore are still covered by the social security system of the European institutions.
Example 1:
A wife of one of the staff members mentioned above, is unemployed and has no income. In this case she is covered by the social security system of her husband. She is also exempted.
Example 2:
A wife of one of the staff members mentioned above, is employed but not at one of the EU institutions mentioned above. In this case she is obliged to join a health service and to pay a contribution.
Example 3:
A wife of one of the staff members mentioned above, has never been employed and is legally divorced. In this case, she is no longer a dependent.
4. Contents of the newsletter: the letter and return form
As of yet, a circular letter has not been issued for this category of individuals. We can only assume that, in this circular letter, certain regulations will be included similar to those concerning border workers.
In principle, this newsletter and return form bear a lot of similarities to the documents of the border workers, more specifically on these matters:
- it is a declaration of intent;
- it has to be certified by the institution;
- to be able to determine the exemption, the information on the bygone period is claimed;
- it is checked whether the individual has already paid;
- it is asked whether he/she has already enjoyed financial support.
4.1. CASE 1: Identification data
Are pre-printed on the document:
- name
- surname
- address
- gender
- national registration number
- name of the health service
Need to be filled in:
- date of birth
- nationality
- telephone number
Each form has a bar code in case 1.
4.2. CASE 4: The statement for presenting the evidence of exemption
The exemption is only valid provided that the staff member is working at the institutions mentioned above on a certain reference date.
The reference dates are as follows:
- October 1st, 2001 for the joining and payment of the contribution for 2002;
- January 1st, 2003 for the joining and payment of the contribution for 2003;
- January 1st, 2004 for the joining and payment of the contribution for 2004;
- January 1st, 2005 for the joining and payment of the contribution for 2005.
These dates are actual points of reference, and also apply to someone who in the course of a calendar year changes jobs and subsequently switches to another social security system.
Example:
A staff member of one of these institutions starts working for the European Parliament on January 1st, 2004. He has a temporary contract. On June 30th, 2004 he no longer works for the European Parliament. On July 1st, 2004 he starts working for another employer and is now covered by the Belgian social security system.
Because he was working for a European institution on January 1st, 2004, he does not need to join a health service in 2004 and does not owe the Flemish Health Insurance any contributions.
In 2005 however, he needs to join and pay a contribution.
In order to be able to grant exemptions for previous years, namely 2002, 2003, 2004 and for this year, the Flemish Health Service has issued this newsletter, to inform those who have reported to us - by means of a certificate or a return form - that they are currently working for one of the EU institutions.
They need to state on the return form that on the following reference dates:
- October 1st, 2001;
- January 1st, 2003;
- January 1st, 2004;
- January 1st, 2005
they have enjoyed an exemption on their own account or as a dependent.
Should they fail to tick a reference date, the Flemish Health Service will conclude that they are not eligible for an exemption and thus have to pay contributions for that particular year.
