خلفية المشروع

كجزء من رؤية المملكة 2030، أطلق مكتب تحقيق الرؤية التابع لوزارة الصحة برنامج الضمان الصحي وشراء الخدمات كأحد المبادرات المحورية داخل هذه الوزارة.
إن إنشاء برنامج الضمان الصحي وشراء الخدمات الصحية، ليأخذ دور الممول مستقبلاً، يعتبر جزءًا من عملية فصل واسعة النطاق لمهام التنظيم، وتقديم الخدمات الصحية، وتمويل الخدمات ضمن وزارة الصحة. لقد وضعت هذه الاستراتيجية على نحو يتم من خلاله تنظيم الرعاية الصحية وتقديمها على أساس النتائج المحققة، وإدارة صحة السكان بغرض تحسين خدمات الرعاية الصحية في جميع أنحاء المملكة. ولذلك، ينبغي أن تستند عملية التخطيط للرعاية الصحية على تجمعات سكانية تسعى إلى تقليل الحواج ز بين مرافق الرعاية الصحية، ونحو تطبيق نظام رعاية متكامل ويضع المريض في محور اهتمامه.

سيقوم برنامج الضمان الصحي بتصميم وإدارة آليات التمويل الجديدة لمؤسسات تقديم الرعاية الصحية التابعة للقطاع العام وذلك من أجل تمكين الظروف لتحقيق ما ذكر آنفاً.

سيتطلب ذلك وضع استراتيجية دفع مناسبة تعمل على تمكين تحقيق الهدف الثلاثي للصحة المتمثل بجودة رعاية أفضل، وفعالية من حيث التكلفة، وتجربة أفضل للمستفيدين.

Project background

As part of the Kingdom's vision 2030, Vision Realization Office, of the Ministry of Health, has released the Health Insurance and Health Service Procurement Program as one of the pivotal initiations inside this Ministry.

Creating the Health Insurance and Health Service Procurement Program, in order to take on the role of the financing, is part of a large-scale separation process of arrangement, provision of health services and service financing tasks within the Ministry of Health. This strategy was put in a way through which health care can be arranged and provided on the basis of the achieved results and the population health management with the purpose of improving health care services all over the kingdom. Thus, the health care planning process should rest on agglomerations that reduce the barriers among the health care facilities, and towards applying a patient-oriented complete health care system.

The Health Insurance Program will design and manage the new financing mechanisms of the health care providing institutions of the public sector. This is to create conditions that achieve the afore-mentioned.

The Insurance Program will operate within the framework of a "Single financial model" in order to control the cost development, ensure full coverage for the citizens, enable the shifting for the health care providers of the public sector and support application of the new health care models.

This will require putting in a suitable payment strategy that enables achieving the tripartite aim of health being a better health care quality, cost effectiveness and a better experience for the beneficiaries.

The Health Insurance Program seeks to obtain a specialized advisory support (from the "offer provider") regarding designing a new payment strategy, the communication plan and the relevant executive plan. This is to enable the value-based purchase for all services that may fall within its scope. This is considered a unique opportunity for participating in forming the long-term payment strategy of the Health Insurance Program and, thus, influencing the strategic trend of one of the most ambitious and clear health care systems shifting in the world where the roles of the procurer, the payer and the arranging are separated for the first time.

Executive Summary
Every year, on September 23, Saudi Arabia celebrates Saudi National Day. The date commemorates the First Monarch King Abdulaziz Al Saud’s 1351H unification of the Arabian Peninsula and the beginnings of the modern Kingdom of Saudi Arabia—thus triggering the country’s rapid evolution from a desert nation to a modern state and an active participant in the international community.

In the almost eight decades since that momentous date, successive members of the Saud royal family have transformed virtually every aspect of Saudi life. The Kingdom’s infrastructure has been modernized; its educational system now offers exceptional training for all ages; and its healthcare facilities rank with the world’s best. Perhaps most important, bold plans have been developed to progressively diversify Saudi Arabia’s economy, long dependent on the country’s abundant natural resources. Investments in the private sector and leading-edge technology have increasingly contributed to boosting the country’s wealth and creating numerous new jobs, for citizens and expatriates alike.

Yet throughout its radical transformation, the Kingdom has not lost sight of its traditional Muslim beliefs and values. Among the country’s signature efforts is the rebuilding of Makkah into a site that now accommodates more than 2 million Hajj pilgrims every year.

A rapidly changing world
The pace of global change, however, is only accelerating, thanks to a range of powerful forces, including globalization, technological innovation, and shifting geopolitics, among others. Countries around the world are now more interconnected than ever, and more dependent on complex trade and security arrangements for their economic development and political and social stability. These changes represent considerable opportunities for the Kingdom’s economy. At the same time, however, they pose new threats to its safety, security, and stability.

Talking about every single job
I have taken through the variant positions I have occupied in different fields
of translation in 3 countries (Sudan, KSA & Egypt) could, I think, be boring
thing rather than interesting!

In translating, I work on three baselines as follows:
The first is
the conception that the ideal translation is a
delicate balance between the literality and the intended meaning.  Since
the honest translation invites the literality, on one hand, while the purpose
invites the intended meaning, on the other hand so that the pure literality does
not yield fully understood translation, nor complete reliance on the mere
intended meaning yields accurate translation.

The second baseline is
that the words reflect speaker's personality and the soundness of the subject or
the point they may be expressing, and inaccurate translation would misrepresent
either or both of the aspects.  That is why I
bent on the highest possible level of accurate translation - at my time's
expense, not my reputation.

The third is that I apply a
translation technique that ensures proofreading
my translation as much as three times during three phases of translating
process.  This makes my translation almost 100 % perfect, and eliminates the need to get
it proofread by someone else, meaning less
charge and shorter time for my client at the expense of my own time.  I
express that in a single sentence as: First-time safe crossing to the other
language.

Visiting 17 countries for
tourism, work or study (Sudan, KSA, UAE, Syria, Morocco, England,
Holland, Spain, ex-Yugoslavia, Greece, Cyprus, Japan, South Korea, Malaysia,
Singapore, Thailand & Philippines) has earned me a precious special knowledge that boosts the quality of
my professional performance in translation and refines my innate linguistic
endowment.
