기업들은 정보시스템기획 (Information Systems Planning)을 기업경영의 중요한 이슈 중 하나로 여기고 있다 (Barlow, 1990; brancheau and Wetherbe, 1991). 이처럼 정보시스템 기획이 기업경영의 주요 관심사로 부상하게 된 배경은 정보시스템에 관한 장기계획과 정보기술에 대한 하부구조가 없는 상태에서 정보시스템 개발 작업을 진행하는 것이 전략적 사고가 결여된 위험한 행동이라는 인식에서 비롯되고 있다 (Andrew and Robert, 1997).
정보시스템기획 작업을 수행하기 위해서는 정보시스템, 조직 내의 운영활동, 업무구조 등에 대한 다양하고 포괄적인 지식뿐만 아니라 많은 시간과 조직자원이 요구된다. 따라서 현실적으로 정시스템기획 과정을 효과적으로 진행하기 위해서는 프로젝트 관리도구와 아울러 계획수립 과정에 필요한 단계, 절차, 세부작업순서, 지침 및 관련 기법들을 상세하게 규정하고 있는 방법론을 활용하는 것이 바람직하다.
2. 정보전략기획 과정
전통적인 정보시스템개발 방식인 SDLC (Systems Development Life Cycle) 방식에 의해 개발된 시스템들은 업무프로세스를 중심으로 개발되었다. 이러한 업무프로세스 중심의 정보시스템 개발은 변화가 없는 비교적 정형화된 업무에 대해서 효율적이다. 그러나 기업의 업무는 환경과 전략에 따라 계속적으로 변화하게 되어 개발된 시스템의 과다한 유지보수 비용을 유발하게 된다. 동일한 데이터를 사용하는 다른 응용시스템을 개발하는 경우, 업무 프로세스 중심의 접근방법은 같은 종휴의 데이터를 중복하여 관리해야 하며, 업무 프로세스 분석이나 설계를 다시 해야하는 번거로움을 가져온다. 따라서, 최근에는 데이터베이스의 활용이 확대되면서 데이터 혹은 정보 중심의 개발방법론이 많이 사용되고 있다. 데이터 중심의 개발방법론 주에서 가장 많이 활용되고 있는 것 중의 하나가 정보공학 (Information Engineering)이다 (James, 1989).
3. 결론
정보전략기획은 기업의 사업전략을 반영하여 기업이 수행하는 업무를 최적으로 지원하는 정보관리체계 수립을 목적으로 한다. 이러한 정보전략기획을 수립코자 하는 기업들 중에 일부 업무에 대해 재설계를 원하는 기업들이 있는데, 이들은 전사적인 업무 재설계에서 비롯되는 조직 구조, 조직 문화의 변화에 대한 충격을 최소화하기를 원한다. 정보전략기획과 업무프로세스 재설계는 회사 전체적 관점과 미래지향적 관점에서 볼 때에 모두 경영전략과 상호 연관관계를 가지면서 업무활동 분석을 수행되어야 하는 특성을 가지고 있다.
본 연구에는 K사 사례를 통해, 사업성과에 대한 기대 효과가 클 것으로 여겨지는 일부 업무에 대해 정보전략 기획을 수행하면서 재설계를 적용하는 방안을 제시하였다. 제시된 과정은 기존의 정보전략기획 과정 중 현재와 미래의 업무를 표현하는 정보구조 정의 작업에 부가적으로 일부 업무에 대한 재설계를 반영하게 함으로써 기존 정보전략기획 과정에 대한 변화를 최소화시켰다. 이는 일부 업무에 대한 재설계와 정보전략기획을 별도의 수행하는 것에 비해 효율적인 프로젝트의 수행을 가능하게 한다. 제시된 과정은 프로젝트 계획, 경영환경 분석, 현 스스템 분석 및 정보요구사항 파악, 정보구조 정의, 프로세스 개선, 개선된 정보구조 정의, 업무시스템/기술/정보관리 구조 정의, 실행계획 정의 공정들로 이루어진다. 본 연구에서 제시한 정보전략기획 과정이 업무 혁신을 반영하는 정보전략을 수립코자하는 기업에 참고되길 기대한다.
Translation - English 1. Summary
Enterprises consider Information Systems Planning as an important management issue (Barlow, 1990; brancheau and Wetherbe, 1991). As such, in the background that Information Systems Planning became a main concern of enterprise management, the execution of an information system development project where a long-term planning for an information system and the infrastructure of information technology is considered risky, which lacks a strategic thinking (Andrew and Robert, 1997).
Information Systems Planning requires not only diverse and comprehensive knowledge on information systems, operations of its enterprise and the business structure but also enormous time and organizational resources. Therefore, in order to realistically and effectively manage processes of information systems planning, it is desirable to utilize project management tools and a methodology that provides in detail stages, procedures, an orderly breakdown of tasks, guidelines and techniques that are needed in the processes of planning.
2. Processes of Information Strategic Planning
The systems that were developed based on the conventional information systems development process, i.e. SDLC (Systems Development Life Cycle), focus on work processes. Such work processes-oriented information systems development is effective on stereotypical work that involves minimal changes. However, work processes of an enterprise continue to change as per the environment and strategies so that the information systems that were developed in consideration of such work processes incur excessive maintenance and repair costs. In case that another applied system that would utilize the same data is developed, the approach of work processes-oriented development causes the repetitiveness of same data management and onerous analyses or planning of work processes. Hence, where the use of database is prevalent, data or information-oriented development methodologies became popular. One of the most used methodologies in this sense is Information Engineering (James, 1989).
3. Conclusion
The purpose of Information Strategic Planning is the reflection of business strategies of an enterprise so that it creates an information management system that optimally supports work processes of the enterprise. Some of such enterprises that would establish Information Strategy Planning intend to restructure part of their work processes while minimizing the impact caused by changes in the organizational structure and culture during the restructuring entire work processes throughout the enterprise. In terms of the entire enterprise and future-oriented views, the information strategic planning and the restructuring of work processes both mutually relate to management strategies and require an analysis of work processes.
This study, based on the case study of Company ‘K’, performed an information strategic planning on part of work that is deemed to create positive business outcomes and suggested measures of the application of restructuring. The suggested processes are added with a process of restructuring of part of work to the process of defining the current and future information structures, during the existing information strategic planning, so that the existing information strategic planning incurs a minimal change. Compared to a separate implementation of restructuring of part of work and an information strategic planning, the suggested processes enable an effective implementation of a project. The suggested processes include a project planning, an analysis of the business environment, an analysis of the current systems and the understanding of required information, information structure definition, processes improvement, the definition of an improved information structure, the definition of work systems/technology/information management and the definition of implementation plans. We hope that the information strategic planning processes suggested in this study to be useful for an enterprise who would establish information strategies that are reflective of business innovation.

Source text - Korean 말만 보자면 모두 ‘옳은’ 소리지만 언제부턴가 단순히 되풀이되어온 이런 말들이 얼마나 내실있는 것인가라는 의문을 갖게 되었습니다. 저 스스로 일본이나 국가관과의 관련성을 생각하지 않고 전쟁 당시의 일본인을 비판하는 것이 과연 진정한 반성과 사죄인가. 단순히 자신과 다른 “타인”을 비판하기만 하는 것은 아닌지. ‘아시아와 사이 좋게 지내야 한다’고 말하지만 마음 깊이 진정으로 그렇게 생각하는가. 오히려 그것은 전후 일본의 지적 세계가 도의적 공정성(political correctness) 을 의식해 약삭빠르게 행동한 것이 아닌가. 실은 자신을 강자로 여기며 약자를 배려하겠다는 식의 일종의 오만이 숨어있는 게 아닌가. 오히려 그런 말을 되풀이 하는 만큼 전후 일본을 둘러싼 상황을 바꾸기는커녕 오히려 그저 자기 만족에 빠져있는 건 아닌가. 그런 자기 자신을 되돌아보고 자신이 속한 전후 일본이라는 공간을 문제 삼아야 하는 것 아닌가. 그것이야말로 ‘전쟁’이나 ‘아시아’ 그리고 일본’과 진지하게 마주하는 일이 아닌가 생각했습니다.
우리 세대에게 소위 ‘전후 일본’은 이미 이루어진 사실로 존재합니다. 그렇기 때문에 이렇게 느낀 면도 있겠지만 문제를 진지하게 생각하다보니 일본의 지적 공간에서 언급한, 언뜻 보기에 ‘바른’ 말에 대한 의문이 자꾸만 커졌습니다.
거칠게 말하면 ‘아시아 주의’나 ‘민주주의’, ‘평화주의’, 그리고 ‘전쟁에 대한 반성’등은 전후 일본의 지적 세계에서 되풀이해온 말로 그 어느 것이나 추상적인 단순한 슬로건에 불과합니다. 예를 들어 한국의 민주화 운동의 일면만 보아도 전후 일본에서 주창해온 ‘민주주의’가 얼마나 천박한 것인지 생각하지 않을 수 없습니다. 전후 일본의 진보주의나 우파운동은 세계적으로 이미 풍요로워진 일본의 노동자 복지 향상에는 열을 올렸지만 재일 한국인의 법적 지위 문제에는 과연 얼마나 진지하게 접근했을까요. 전후 일본이 미뤄온 ‘반성’이란 오히려 이런 게 아닐까요. 그렇기 때문에 현재와 같은 지적, 문화적, 역사적, 정치적인 폐한상황에 빠진 게 아닐까요. 전후 일본의 지적 세계가 추상적인 말에 자족하며 간과한 것은 ‘아시아의 표현’이며 ‘이웃나라의 존재’였다고 생각합니다.
Translation - English However, while these are all the “right” statements, I became doubtful at a point how sincere these repetitive statements are: Without studying Japan during the war and how Japan relates itself with the view of its national point, to what degree can a reflection or apology be true?; what if is this merely a non-constructive criticism by a person who just criticizes people who are different from him/her with a valid reason?; do Japanese really want to collaborate with the other Asian countries?; what if the postwar intellectual society made such a cunning proactive gesture while being conscious of political correctness?; what if, after all, the arrogance originating from the country’s strong power is hidden behind their face, pretending that they care about the rather weak countries?; would their repetitive statements not make themselves fall into an error of self-satisfaction instead of having a chance to look into issues Japan have?; and should they not have to look back to their past questioning about the postwar period where Japan is situated? I believe these questions will help Japan to directly face with the ‘war’, ‘Asia’, and ‘Japan’. In my generation, so-called ‘Postwar Japan’ lies in the past so that the more I thought of these issues, the clearer my doubt about their “right” words – openly mentioned in the Japan’s intellectual space – becomes.
To say a bit aggressively, ‘Asianism’, ‘Democracy’, ‘Pacifism’, and ‘Apology for the war’ appear to be only abstract and naive slogans, which were repetitively used by the postwar intellectual society. For example, taking Korean democratization movements into consideration, I can’t help but think how shallow Japanese ‘democracy’ is. The postwar Japanese progressivism or Rightist movements have aggressively worked on welfare for labor workers who were already wealthy enough, but how considerate they were about the issues of the legal standing of Korean-Japanese in Japan? What if this is ‘reflection’ that the postwar Japan has delayed to give? Is this why Japan suffered from intellectual, cultural, historical, and political discontinuation? While Japan’s intellectual society has been satisfied with its abstract and naive slogans, what I think the postwar Japan has neglected is ‘an expression of Asia’ and ‘the existence of neighboring countries.’
