Das Erinnerungswürdigste an John Major, vormals britischer Premier, ist wohl, dass er wenig geleistet hat, an das sich die Erinnerung lohnen würde. Als er 2014 nach Deutschland kam, glaubte Major, er habe eine explosive Nachricht im Gepäck. Die Gefahr eines Ausstiegs der Briten aus der EU (Brexit) sei echt, drohte er. Und die Deutschen sollten sie besser ernst nehmen. Doch die Warnungen des Herrn Major verpufften, kaum ein deutsches Medium berichtete.
Vielleicht war das Timing das Problem, schließlich entscheiden die Briten erst 2017 in einem Referendum über den Austritt. Bis dahin werden noch unzählige Umfragen das eine oder andere Lager vorn sehen, wird David Cameron noch versuchen, der EU allerlei Zugeständnisse abzutrotzen. Der britische Erpressungsversuch, und als solchen nehmen es viele EU-Regierungschefs wahr, kommt zudem zu einer Zeit, in der die Flüchtlingskrise und eine hitzige Debatte über Sicherheitspolitik und Terrorabwehr die Agenda bestimmen.
Dabei stellt Großbritannien beileibe kein Leichtgewicht in der Europäischen Union dar, oh nein! Das Vereinigte Königreich ist immerhin die zweitgrößte Wirtschaftsmacht der EU mit der drittgrößten Bevölkerung. In den vier Jahrzehnten seiner Mitgliedschaft hat London beständig mehr eingezahlt als herausbekommen. Das britische Militär und der britische Geheimdienst sind noch immer Weltklasse, so wie es einer ehemaligen Supermacht gebührt.
In vielen Wirtschaftsfragen gar stehen die Deutschen den marktliberalen Briten um einiges näher als den interventionsaffinen Franzosen. Die Aussicht also, einen der wenigen Verbündeten zu verlieren, der die EU gleichermaßen finanziell über Wasser hält und zudem reformieren will, sollte Deutschland in Schrecken versetzen. Warum nur wirken die Deutschen kein bisschen besorgt? Bedeuten die Briten den Deutschen am Ende gar nichts?
"Deutschland ist durchdrungen von einem schrecklich probritischen Gefühl", sagte Neil MacGregor, Direktor des British Museum und baldiger Chef des Humboldtforums. Und es stimmt ja: Wir mögen Großbritannien. Aber unser Blick auf die Insel ist ein wenig verzerrt und nicht ganz frei von Vorurteilen: Bowler-Hüte, Fünf-Uhr-Tee und ein exzentrischer Sinn für Humor, gepaart mit einem rücksichtsloseren Verständnis von Kapitalismus als dem unseren.
Wir lachen sogar über den "Fawlty Towers"-Sketch, in dem der britische Hotelbesitzer seine Angestellten anweist, vor deutschen Gästen den Krieg nicht zu erwähnen. Dass die Briten tatsächlich fast immer den Krieg erwähnen, wenn sie Deutsche treffen, ist in Ordnung für uns. Wir wissen, was wir getan haben – und wir sind den Briten dankbar dafür, dass sie uns geholfen haben, unser Land wieder aufzubauen und in eine blühende Demokratie zu verwandeln.
Aber wenn es um die EU geht, sind wir weniger nachsichtig. Rein oder raus? Die Frage ist nicht gerade neu, von Anfang an war das Verhältnis der Briten zu Europa ein kompliziertes. Als die Europäische Wirtschaftsgemeinschaft (EWG) in den 50er-Jahren gegründet wurde, wollten die Britten nicht mitmachen.
Dann, in den 60er-Jahren, hoben sie die Efta aus der Taufe, eine Freihandelsgemeinschaft außerhalb der EWG. Selbst nachdem sie in den 70er-Jahren beigetreten waren, handelten sie alle möglichen Ausstiegsklauseln und Ausnahmen aus und widersetzten sich der "immer engeren" politischen Union. Das wohl deutlichste Signal: Sie entschieden sich gegen den Euro und behielten das Pfund. Es hätte gar nie so weit kommen müssen, dass die Briten nun über einen Ausstieg nachdenken. Hätte London sich nur früher in die Ausgestaltung des Projekts eingeschaltet!
Es war immerhin Winston Churchill, der im Jahr 1946 die Bildung der Vereinigten Staaten von Europa forderte. Doch in derselben Rede stellte er auch klar, dass dieser Staatenbund auf der Beziehung zwischen Deutschland und Frankreich gründen müsse, und dass Großbritannien nur als "Freund und Förderer" aufträte.
Churchills Zögern, das Vereinigte Königreich im Herzen Europas zu verorten, bestimmte die britische Haltung über Jahrzehnte. Als Siegermacht des Zweiten Weltkriegs glaubte Großbritannien, seine Wirtschaft sei stark genug für einen Alleingang. Die Handelsbeziehungen mit dem Commonwealth und seinen entlegenen Kolonien schienen mehr zu versprechen als das Zusammengehen mit Kontinentaleuropa. Statt dabei zu helfen, Institutionen mehr nach ihren Vorstellungen zu gestalten, standen sie abseits und schauten zu, wie Brüssel wuchs.
Als Großbritannien schließlich 1973 der EU beitrat, war es zu spät, sie zu anglisieren. Die Strukturen waren da schon rein französisch-deutsch und, ehrlich gesagt, eher französisch als deutsch. Bis heute ist die politische Kultur Brüssels – all diese seltsamen Generaldirektionen, die mit Hunderten anonymen Beamten besetzt sind – für die meisten Deutschen ebenso fremd wie für die Briten.
Kein Wunder, dass die britische und die deutsche Haltung gegenüber der EU nicht so weit auseinanderliegen. Eine wachsende Zahl von Deutschen würde es vorziehen, politische Schlüsselfragen wie zum Beispiel das Arbeitsrecht würden nicht von Brüssel, sondern von ihren nationalen Parlamenten geregelt. Vor allem konservative Deutsche würden lieber die Ausgaben der EU kürzen und die Euro-Zone auf einige nordeuropäische Volkswirtschaften beschränken.
Doch im Unterschied zu den Briten liebäugeln die Deutschen keineswegs mit einem Austritt aus der Union. Schließlich ist Europa eine Schlüsselkomponente der deutschen Nachkriegs-Identität. Mehr als 50 Jahre nach dem Ende des Zweiten Weltkriegs wollen wir lieber wohlig eingebettet sein in einer Union, die größer ist als wir. Wir fänden es nicht gut, da draußen auf uns allein gestellt zu sein.
Der Begriff "special relationship" beschreibt üblicherweise das enge Band zwischen Großbritannien und den USA. Doch auch die Deutschen haben ein Sonderverhältnis zu den Briten, es reicht zurück bis zu den Angeln und Sachsen, die Britannien nach dem Fall des Römischen Imperiums überfielen. Deutsche und Briten mögen einander, besagt ein deutsches Sprichwort, aber eben nie zur gleichen Zeit.
Nach dem Zweiten Weltkrieg verfolgten die Briten neidvoll, wie die deutsche Wirtschaft erblühte und ihre eigene Industrie verkümmerte, gelähmt von Arbeitskämpfen und chronischer Investitionsmüdigkeit. Großbritannien bekam schließlich die Kurve, als Margaret Thatcher Premierministerin wurde. Sie pulverisierte die Gewerkschaften, deregulierte die Finanzmärkte und privatisierte staatliche Institutionen. Vor allem aber traute Thatcher den Deutschen nicht.
Als Bundeskanzler Helmut Kohl sie in seine rheinland-pfälzische Heimat einlud, servierte er ihr einen traditionellen Saumagen. Thatcher hasste Saumagen, was sie mit den meisten Deutschen gemein hatte. Was diese der eisernen Britin jedoch wirklich übel nahmen, war der Sonderrabatt für London, den Thatcher Kohl abschwatzte. Schließlich hatten die deutschen Steuerzahler immer brav in die EU-Kasse einbezahlt, ohne sich jemals öffentlich darüber zu beschweren. Dass die Briten sich nun so knausrig zeigten, empfand man in Deutschland als egoistisch.
Auf Cool Britannia folgt Cool Germania
Darauf folgten die 90er-Jahre, in denen Tony Blair und Blur für frischen Wind auf der Insel sorgten. Blairs Dritter Weg, ein Kompromiss zwischen freien Märkten und sozialer Gerechtigkeit, inspirierte auch Bundeskanzler Gerhard Schröders Sozialdemokraten. Den Ruf Cool Britannias freilich büßte Blair empfindlich ein, als er sich pudelgleich entschloss, George W. Bush in den Irakkrieg zu folgen. Spätestens als die Finanzkrise 2008 zuschlug und sich zeigte, dass Blair daran gescheitert war, die habgierige Londoner City zu zügeln, distanzierten sich die Deutschen wieder von Großbritannien.
Interessanterweise sind es nun die Briten, die sich wieder verstärkt für Deutschland interessieren. Angefangen bei der Bundesliga mit ihren im Vergleich zu Großbritannien erschwinglichen Ticketpreisen bis hin zu zeitgenössischen deutschen Künstlern wie Anselm Kiefer, Sigmar Polke und Gerhard Richter, die zuletzt alle in Großbritannien ausstellten. Cool Germania.
Wenn über einen möglichen Brexit gesprochen wird, so geht es fast immer um die Folgen für Großbritannien. Was aber würde der Ausstieg der Briten für Deutschland bedeuten? In London unken Euroskeptiker, dann habe Deutschland endlich, was es wolle: die totale Dominanz über Europa. Doch das ist weit gefehlt, Berlin will ja gar nicht dominieren. Wenn die USA, Frankreich und Großbritannien in Kriege ziehen, wollen wir Deutsche lieber nur moralische Unterstützung leisten und Erste-Hilfe-Pakete schicken. Außerdem wäre es uns kaum recht, mit den kriselnden Euro-Staaten in Südeuropa allein gelassen zu werden.
Wirtschaftlich betrachtet dürften die Folgen dabei weniger katastrophal ausfallen, als es die Pessimisten behaupten. Was sollen die Briten denn auch tun: das Commonwealth reaktivieren? Londons Bürgermeister Boris Johnson schlug eine Allianz mit der Schweiz vor: Britzerland. Vielleicht versuchen sie auch Borway, eine Union mit Norwegen. Wahrscheinlicher aber ist doch, dass die Briten versuchen werden, die Union gegen umfangreiche bilaterale Verträge nach Schweizer Modell einzutauschen. Eine Lösung, die Europa wohl verschmerzen könnte.
Eine Mehrheit der Deutschen würde es dennoch begrüßen, wenn das Vereinigte Königreich Mitglied der EU bliebe. Aber am Ende ist unsere Verpflichtung Europa gegenüber stärker als die gegenüber einer Nation von Inselbewohnern, die sich von Anfang an unentschlossen und reserviert gezeigt hat. Was wir uns wünschen, ist, dass die Briten sich ein für alle Mal entscheiden: rein oder raus?
Der französische Außenminister Laurent Fabius sagte, ein Europa "à la carte" könne es nicht geben. Die britischen Forderungen nach einer Revision der EU kämen ihm so vor, als träte man einem Fußballklub bei und entscheide sich dann plötzlich während des Trainings, dass man doch lieber Rugby spielen würde. Die Deutschen, die Fußball lieber mögen als Rugby, sind wenigstens in dieser Hinsicht einmal mit den Franzosen einer Meinung. London wird wohl vergeblich darauf warten, dass die Deutschen sie anflehen zu bleiben. Das höchste der Gefühle ist ein: "Liebe Briten, wir wollen, dass ihr bleibt. Aber geht, wenn ihr müsst."
Translation - English Although the Germans don’t really want to see Britain exit the EU, it wouldn’t be the end of the world if it does. This attitude perfectly reflects the ambivalent relationship that has long existed between the two countries.
Probably the most memorable thing about former British Prime Minister John Major was the fact that he achieved very little worth remembering. When he visited Germany in 2014 Major thought he was about to drop a bombshell: there was a very real danger of Britain leaving the EU, he threatened, and the Germans should realise how serious the implications of such a move would be. His dire warnings fell on stony ground, however, and went largely unreported by the media.
Perhaps it was simply his timing that was wrong. After all, Britain has until the end of 2017 to hold its referendum on EU exit. In the run-up to the vote, there will no doubt be countless polls showing one camp or the other pulling ahead, and David Cameron will continue to try to squeeze yet more concessions from the EU. What’s more, this British attempt at blackmail (for this is how many EU leaders see it) comes at a time when the refugee crisis and heated debate about security policy and the fight against terrorism are dominating the agenda.
Of course, Britain is no lightweight in EU terms - far from it, in fact. The UK is the second largest economic power in the European Union and has the third largest population. Over the four decades of its membership it has paid considerably more in than it has got out. The British Army and secret service are still world class, as befitting a former superpower.
On many economic issues, the Germans actually have much more in common with the Brits’ market liberalism than the interventionist approach favoured by the French. Therefore, the prospect of losing one of its few allies able to keep the EU afloat financially, whilst at the same time looking for reforms, should strike fear into the Germans. So why do they seem so unconcerned? Does Germany’s relationship with Britain actually count for anything when push comes to shove?
In the words of the British Museum’s director Neil MacGregor, soon to join the Humboldt Forum: “Germany is suffused with a terrifically pro-British sentiment”. And he’s right - we love Britain. But we still have a somewhat muddled view of that country, including a number of age-old stereotypes - men in bowler hats, afternoon tea and an eccentric sense of humour, coupled with a capitalism even more ruthless than our own.
We even laugh at the “Fawlty Towers” sketch in which hotel staff are told not to mention the war. The fact that actually the Brits just can’t help mentioning the war whenever they meet a German is not a problem for us either. We are fully aware of our history, and we are grateful to the British for helping us to re-build our country and transform it into the thriving democracy it is today.
But when it comes to the EU, we take a slightly less tolerant view. In or out? The question is not exactly a new one. Right from the start Britain’s relationship with the EU has been complicated. When the EEC was formed in the 1950s, Britain wanted no part. The 1960s saw the birth of EFTA, a free trade association outside the EEC. As soon as they joined in the 1970s, Britain set about negotiating all kinds of opt-out clauses and exemptions, rejecting “ever closer” political union. The clearest signal of all was their decision to hang on to their own currency rather than join the euro. It needn’t have come to this. Maybe Britain would not be in its current position of having to decide whether to exit the EU or not if it had been more involved in the development of the European ‘project’ at an earlier stage.
Interestingly, it was Winston Churchill who first called (in 1946) for the creation of a United States of Europe, to be led by France and Germany, with Great Britain playing the role of “friend and sponsor”.
Churchill’s reluctance to place the UK at the heart of Europe, shaped British attitudes for decades. Having emerged as a victorious superpower at the end of the Second World War, Britain believed its economy was strong enough for the country to go it alone. Trade links with the Commonwealth and its far-flung colonies seemed to promise Britain more than throwing in its lot with continental Europe. So, instead of being part of shaping Europe’s institutions, it became simply a bystander, looking on as Brussels grew.
In 1973, when Britain finally joined the EU, it was too late to ‘anglicise’ it. Its structures were firmly Franco-German - to be honest, more Franco- than German. Still today, the political culture of Brussels, with its strange Directorates-General staffed by hundreds of faceless bureaucrats, is as alien to the Germans as to the Brits.
It’s therefore no surprise that the attitudes of both Britain and Germany towards the EU are not so very far apart. A growing number of Germans would prefer to see key political issues, such as employment legislation, handled by their own national parliaments rather than Brussels. Many conservative Germans in particular would like to rein in EU expenditure and limit the eurozone to a few north European economies.
But unlike Britain, the Germans have no intention of leaving the EU. After all, Europe is a key part of Germany’s post-war identity. More than 50 years after the end of the Second World War we still prefer to be cosily embedded in a union that is bigger than us. We don’t want to be out in the big bad world fending for ourselves. “Special relationship” is a term usually reserved to describe the close ties between Britain and the USA. But the Germans also have a special relationship with the UK going right back to the Angles and Saxons who colonised Britain after the fall of the Roman Empire. As the saying goes, the Germans and the Brits do like each other – just never at the same time.
After the Second World War, Britain looked on enviously as Germany’s economy boomed, while its own industry lagged behind, paralysed by industrial disputes and chronic under-investment. Things in Britain took a sharp turn when Margaret Thatcher became Prime Minister. She crushed the unions, deregulated the financial markets and privatised state institutions. She also made it clear she didn’t trust the Germans.
When Chancellor Helmut Kohl invited her to his home in Rheinland-Pfalz he served a traditional ‘Saumagen’ (pig’s stomach). Thatcher hated the dish, in common with most Germans. But what really left a bad taste in the mouths of many in Germany was the special rebate for London which the Iron Lady managed to gain from Kohl. After all, hadn’t the German taxpayers dutifully paid into EU funds without a word of complaint? Many in Germany took a very dim view of what they saw as Britain’s selfish penny-pinching.
The 90s brought Tony Blair, Blur and a breath of fresh air. Blair’s ‘Third Way’, a compromise between free markets and social justice, even inspired Gerhard Schröder’s Social Democrats. But Cool Britannia was sacrificed when Blair decided, poodle-fashion, to follow George W. Bush into the Iraq War. By the time the financial crash hit in 2008 following Blair’s failure to rein in greedy City traders, relations between Germany and the UK had cooled.
Interestingly, it’s now the Brits who are once again interested in all things German - everything from the Bundesliga (with tickets priced so much cheaper than at home) to contemporary German artists like Anselm Kiefer, Sigmar Polke and Gerhard Richter, all of whom have exhibited in London recently. Cool Germania indeed.
It’s notable that in any discussion on Brexit, the focus is almost always on the effect this would have on Britain. But what would the UK’s departure mean for the Germans? British eurosceptics say that it would mean Germany had achieved what it wanted all along – total dominance of Europe. But that couldn’t be further from the truth. Berlin is not seeking dominance. Whenever the USA, France and Britain become embroiled in war, we Germans prefer to offer moral support and send aid consignments. And apart from that, it is hardly fair to leave us alone to deal with the crisis-hit nations of southern Europe.
But from an economic point of view, the consequences are likely to be less catastrophic than the doom-mongers predict. What exactly is it that the Brits have planned? Breathe new life into the Commonwealth? London’s mayor Boris Johnson has suggested an alliance with Switzerland: Britzerland. Or maybe they could hook up with Norway to create Borway? More likely is that the UK will simply seek to replace the current set-up with comprehensive bilateral agreements along Swiss lines, a solution which Europe could handle.
So yes, the majority of Germans would like Britain to remain part of Europe. But in the end our commitment to Europe is greater than that to an island nation which has shown itself to be indecisive and plagued with doubts. What we would really like is for the UK to decide, once and for all: in or out?
The French Foreign Minister, Laurent Fabius, has said there can be no “Europe à la carte” and that British demands for EU reform are like joining a football club and suddenly deciding during training that actually they would rather play rugby. This is at least one area in which the Germans, who much prefer football to rugby, are in agreement with the French. London will no doubt expect Germany to beg Britain to stay – but probably in vain. In all likelihood the sentiment expressed will be along the lines of: “Dear Brits, we’d like you to stay. But go if you must”.
