ان القيمة الحقيقية للجهود المضنية التي بذلت لاخراج هذا العمل الوطني الى حيز الوجود تكمن في التزام المشاركين في عملية اعداد الاستراتيجية لقطاع الطاقة –وفي مقدمتهم الفريق الوطني المكلف باعداد الاستراتيجية والذي تكون من ممثلين عن سلطة الطاقة الفلسطينية والهيئة العامة للبترول ووزارة المالية وسلطة جودة البيئة ووزارة التخطيط ومركز ابحاث الطاقة التابع لسلطة الطاقة وشركات توزيع الكهرباء و اتحاد اصحاب محطات الوقود ومركز ابحاث الطاقة التابع لجامعة النجاح والبنك الدولي والنرويج - بالمنهجية المتعارف عليها دوليا وبناء على ما اقره مجلس الوزراء في جلسته التي عقدت يوم الاثنين الموافق 17 آب 2009 ، من منهجية إعداد الخطة الوطنية العامة للأعوام 2011-2013 وفي دليل إعداد الإستراتيجيات القطاعية وعبر القطاعية للاعوام 2011-2013.
قامت سلطة الطاقة بتشكيل فريق عمل (فريق الإستراتيجية القطاعية للطاقة) وتحديد أعضائه وهيكله ومسؤولياته وبنود مرجعيته، ليقود عملية صياغة وتطوير الإستراتيجية القطاعية للطاقة، وشمل الفريق ممثلين عن المؤسسات الحكومية المعنية بهذا القطاع ومؤسسات المجتمع المدني والقطاع الخاص والمؤسسات الدولية ذات العلاقة وبدأ عمل الفريق باعداد هيكلية له وتحديد أعضائه وهيكله ومسؤولياته وبنود مرجعيته، ومن ثم مراجعة كافة الوثائق الموجودة والتي تساعد على اعداد الاستراتيجية ومقارنتها بالمعايير المحددة وفي دليل إعداد الإستراتيجيات القطاعية وعبر القطاعية للاعوام 2011-2013
وقام الفريق الوطني بتأسيس ثلاث فرق فنية لتوفير معظم الأبحاث المتعلقة بالسياسات ذات الصلة وبمضمونها والعمل على إعداد مسودة الاستراتيجية القطاعية ورفعها للفريق الوطني، وكل فريق فني كان مختص بقطاع من قطاعات الطاقة كالاتي:
• فريق فني مختص بالطاقة الكهربائية
• فريق فني مختص بالنفط والغاز
• فريق فني مختص بالطاقة المتجددة
Translation - English Approach
The real value of the strenuous efforts exerted to bring this national work to life lies in the commitment of all participants in the process of setting the Energy Sector strategy first and foremost the national team in charge of preparing the strategy to the internationally recognized methodology, and based upon the General Plan Setting Approach for the period 2011-2013 that was approved by the Cabinet during their session dated Monday, August, the 17th 2009, and upon the Guidelines for Setting Sectoral and Intersectoral Strategies for the period 2011-2013 as well. The National Team consists of representatives of the PEA, the General Petroleum Corporation, the Ministry of Finance, the Environment Quality Authority, the Ministry of Planning, the Palestinian Energy and Environment Research Center affiliated with the PEA, power distribution utilities, the Federation of Gas Station Owners, the Energy Research Center of An-Najaah University, the World Bank Group, and the country of Norway ).
The PEA has formed a teamwork (Energy Sector Strategy Team), and has assigned the team structure, the members, their responsibilities, and their terms of reference in order to lead the process of drafting and developing the Energy Sector strategy. The team has comprised representatives of governmental institutions involved with the Energy Sector, institutions of civil society and the private sector, and sector related international organizations. The team has started by setting its structure, assigning its members, their responsibilities, and their terms of reference, and then it has indulged in revising all available documents that may help in preparing the strategy, after comparing them to the respective accepted criteria and to the Sectoral and Intersectoral Strategies for the period 2011-2013.
Then the National Team has formed three technical teams to provide most studies concerned with the respective policies, set the draft for the sectoral strategy, and submit it to the National Team. Each technical team of the three specialized in one of the energy sectors as follows:
• A technical team specialized in Electric Power
• A technical team specialized in Oil and Gas
• A technical team specialized in Renewable Energy

Source text - English The amended Palestinian Basic Law stresses one's rights in personal security, as it states in Article 13, Paragraph 1 "One may not be subject to torture or compulsion, the accused and other persons deprived from their freedom shall be treated in an appropriate way". In Article 32, the Palestinian Basic Law considers the claims against violation of personal freedom and privacy, or any other right or public freedom guaranteed by the Law a crime are not subject to statute of limitation.
Translation - Arabic وقد كفل القانون الأساسي الفلسطيني المعدل حق المواطن في الأمان على شخصه بالنص في المادة 13 فقرة 1 منه على أنه "لا يجوز إخضاع أحد لأي إكراه أو تعذيب، ويعامل المتهمون وسائر المحرومين من حرياتهم معاملة لائقة". وأعتبر في المادة 32 منه الإعتداء على أي من الحريات الشخصية أو حرمة الحياة الخاصة للإنسان وغيرها من الحقوق والحريات العامة التي يكفلها القانون الأساسي أو القانون، جريمة لا تسقط الدعوى الجنائية ولا المدنية الناشئة عنها بالتقادم، وتضمن السلطة الوطنية تعويضا عادلا لمن وقع عليه الضرر.
