Source text - English What started as a specific US problem – sub-prime mortgage borrowers defaulting on a huge scale in the summer of 2007 – rapidly became a national credit disaster that immediately crossed the Atlantic to plague Europe.
In no time, this became a global credit crunch, and by September 2008 had metamorphosed into a full-blown crisis that mortally threatened the world’s biggest financial institutions and claimed the lives of some, most spectacularly the US investment bank Lehman Brothers. The financial market turmoil took its toll on the real economy, and advanced countries teetering on the edge quickly fell over into recession. Emerging markets have followed a similar downward trajectory in economic growth, some of which will also fall into recession.
The world is now suffering the worst economic crisis since the Second World War. The gravity of the problem was dramatically stated in the final communiqué issued by the leaders of the Group of 20 nations (G20) meeting in London in April: “We face the greatest challenge to the world economy in modern times; a crisis which has deepened since we last met, which affects the lives of women, men, and children in every country, and which all countries must join together to resolve.”
The G20 leaders said “a global crisis requires a global solution” and outlined their Global Plan for Recovery and Reform, agreed on at the meeting. But exactly what caused the crisis that has triggered such a significant and coordinated response?
Translation - Arabic المشكلة التى بدأت بشكل محدد في الولايات المتحدة – تعثر سداد الكثير من مقترضى الرهن العقارى الثانوى في صيف 2007 - سرعان ما أصبحت كارثة إئتمان وطنية عبرت فورا المحيط الأطلنطى لتتقشى فى أوروبا .
وسرعان ما أصبحت أزمة إئتمان عالمية، وبحلول سبتمبر 2008 تحولت الى أزمة شاملة هددت بشدة أكبر المؤسسات المالية، كما أجهزت على البعض منها، وبصفة خاصة بنك الاستثمار الأمريكى ليمان براذرز. وقد سبب اضطراب الأسواق المالية خسائر فادحة للاقتصاد الحقيقى، وسرعان ما تأرجحت الدول المتقدمة على حافة الركود . كما أصاب الأسواق الناشئة نفس الهبوط في النمو الاقتصادى، بالإضافة الى سقوط البعض منها أيضا فى الركود .
يعانى العالم الآن من أسوأ أزمة اقتصادية منذ الحرب العالمية الثانية . و ظهرت مدى خطورة هذه المشكلة ممثلة في البيان الختامى الصادر عن قادة مجموعة الدول الـ 20 (G20) التي اجتمعت فى لندن فى أبريل والذى جاء فيه : "نحن نواجه أكبر تحدى للاقتصاد العالمى فى العصر الحديث ، وهى أزمة ازدادت عمقا منذ اجتماعنا الأخير ، الأمر الذى يؤثر على حياة النساء والرجال والأطفال في كل بلد، والتى يجب على جميع البلدان أن تتعاون معا لحلها" .
كما قال زعماء الـG20 : "إن الأزمة العالمية تتطلب حلا عالميا"، ووضعوا خطتهم العالمية للإنعاش والإصلاح والتى تم الاتفاق عليها خلال الاجتماع . ولكن تحديدا ما الذى تسبب في هذه الأزمة التى أطلقت مثل هذه الاستجابة العالية المنسقة؟

Source text - Arabic بدأ عدد من أصحاب الفنادق والشركات والقرى السياحية فى تطبيق سياسة جديدة لتسريح العمالة، وهى سياسة «القطارة» التى تقضى بأن تقوم هذه المنشآت بتسريح يومى بواقع ٣ أو ٤ عمال وبذلك تتخلص من ١٠٠ عامل فى الشهر على الأقل، مؤكدين أنهم مضطرون لتطبيق هذه السياسة وعدم إصدار قرارات بالتسريح الجماعى لضمان عدم اعتراض العمال أو تجمهرهم أو اعتصامهم فى المنشأة أو الفندق أو تقدمهم بشكاوى للجهات الإدارية المختصة.
وأكد محمود جاب الله، عضو مجلس إدارة غرفة المنشآت السياحية، أن هذه السياسة أفادته كثيراً واستطاع حتى الآن تسريح أكثر من ٢٠٠ عامل من إجمالى العمالة التى تعمل فى منشآته والبالغ عددها ٤ آلاف عامل، موضحاً أنه لا يستطيع تحمل دفع رواتب تصل إلى ٧٥٠ ألف جنيه فى حين أن الناتج الإجمالى من التشغيل لا يصل إلى نصف الرواتب بسبب ضعف الإقبال الناتج عن الأزمة الاقتصادية العالمية، مشيراً إلى أنه مضطر لتخفيض عدد العمالة إلى النصف إذا استمر هذا الوضع.
وعلمت «المصرى اليوم» أن حامد الشيتى، رئيس مجلس إدارة شركة ترافكو جروب، أكد للدكتور أحمد نظيف، رئيس مجلس الوزراء، خلال الاجتماع الذى عقده مع قيادات القطاع السياحى بحضور زهير جرانة، وزير السياحة، الأسبوع الماضى، أنه مضطر لتسريح ١٠٠٠ عامل من المجموعة التى تضم ١١ ألف عامل ما لم تتدخل الدولة وتدعمه خاصة أن نسبة التشغيل فى الفنادق التابعة للشركة انخفض بنسبة تتعدى ٤٠٪ من المعدل التشغيلى المطلوب حيث أصبح المطلوب من هذه العمالة هو النصف فقط، وفى شرم الشيخ قامت شركة أكور لإدارة الفنادق بتسريح أكثر من ٦٠ عاملاً من فندقى نوفيتل وسوفيتل خلال أسبوعين.
وشكك أحمد بلبع، رئيس غرفة الفنادق بجنوب سيناء، فى نسب الإشغال الحالية، موضحاً أن وزارة السياحة تقوم بدور الطبيب الذى يطمئن مرضاه رغم أن حالتهم حرجة وفى الرمق الأخير موضحاً أن الأهم فى هذه الفترة ليس نسب الإشغال بل الأسعار التى حدثت عليها تخفيضات كبيرة ليس فى مصر فقط بل فى كل بلاد العالم، مشيراً إلى أن الخسائر فى القطاع السياحى كبيرة وأن انخفاض سعر اليورو «زاد الطين بلة» لأن واردات المنشآت الفندقية التى تتعامل مع السوق الأوروبية انخفضت بنسبة ٢٠٪ إضافة إلى الهبوط فى الأسعار الناتج عن الأزمة الاقتصادية.
Translation - English The owners of hotels, companies and tourist resorts started to follow a new policy in dismissing workers, "the dropper" policy. This policy indicates namely firing 3 or 4 workers on a daily basis, so to target the dismissal of - at least - 100 workers per month. They said that they are obliged to apply this policy and not collective layoffs to avoid strikes and complaints to the concerned authorities.
Mahmoud Gaballah, Board Member of the Chamber of Tourist Facilities, emphasized that he benefited from this policy and managed – till now - to fire more than 200 workers out of 4,000. He added that he cannot afford to pay salaries up to LE 750,000 while the total operating gain did not reach 50% of that figure due to weak demand resulting from the global economic crisis. He added that he would reduce the number of workers by 50% if the current recession continued.
"Al Masry Al Youm" newspaper indicated that the board chairman of Travco Group, Hamid El Shiati, informed Prime Minister, Ahmed Nazif, during the meeting held with the leaders of the tourism sector and the Minister of Tourism, Zuheir Garana, last week, that he has to dismiss 1,000 workers out of 11,000 if the government did not interfere to support him, especially as his hotel occupancy fell by over 40% and consequently only half of the number of labor is required. In Sharm el-Sheikh, Accor company has fired more than 60 workers from Sofitel and Novotel within two weeks.
For his part, Chairman of the Chamber of Hotels in South Sinai, Ahmed Balbaa, doubted the current occupancy rates, by clarifying that the Ministry of Tourism is playing the role of the doctor who reassures his patients despite their critical deadly conditions. He added that the significance now is the great reduction in the prices, not the occupancy rates, which happened not only in Egypt but also all over the world. The losses in the tourism sector are heavy and the decline in the euro rate "added insult to injury" because the income of the hotel facilities that dealt with the European market declined by 20%, in addition to the drop in prices resulting from the world economic crisis.
