On 8 October 2005 a devastating earthquake struck the northern region of Pakistan and India. Especially the region of Kashmir was hit which resulted in an estimated 80.000 people death and some 70.000 wounded. Soon after the earthquake an enormous relief operation started, with an overwhelming influx of relief organisations and individual relief workers. Already soon after the earthquake WHO warned that an uncoordinated inflow of medical supplies to Kashmir could result in duplication and create an unnecessary logistic burden.1 Furthermore relief efforts were hindered by the mountainous terrain and roadblocks due to landslides.
On 10 October, NATO received a request from Pakistan for assistance in dealing with the aftermath of the earthquake. The next day, the North Atlantic Council approved a major air operation to bring supplies from NATO and partner countries to Pakistan, which was the onset of the deployment of a part of the NATO Response Force Package as the NATO Disaster Relief Team.
On 9 November, the Dutch led medical team opened a 60-bed inpatient facility, which has provided a wide range of care ranging from the deployment of mobile teams up to complex surgical support. They have been reinforced by Czech, French, Portuguese and British medical teams, together forming the Dutch led NATO Multinational Relief Hospital (NMRH).
This article will address the deployment of the Dutch led multinational role 2 medical treatment facility in support of the affected population of Pakistan in the sub-district Bagh. Given the fact that the earthquake occurred on 8 October 2005 and the medical part of the NDRT was operational one month later and compare this with the international guidelines on disaster relief and the deployment of foreign field hospitals after disasters, certain lessons can be noted on (military) disaster relief operations.

في الثامن من تشرين اول عام 2005 ضرب زلزال مدمر المناطق الشمالية من باكستان والهند . وقد الحق هدا الزلزال بصورة خاصة دمارا في منطقة كشمير وأدى الى وفاة ثمانين الف شخص وجرح ما يقارب سبعون الف شخص . بعد حصول الزلزال بوقت قصير بدأت عملية اغاثة ضخمة وتدفقت الى مناطق الزلزال اعداد كبيرة من منظمات الاغاثة وعمال الاغاثة الفرديين . وكانت"هوو" قد نبهت بعد حدوث الزلزال مباشرة بان اي تدفق غير منسق للمساعدات الطبية الى كشمير قد يؤدي الى تضاعف تلك المساعدات وخلق عبء لوجستي غير ضروري . علاوة على دلك فقد واجهت جهود الاغاثة معوقات سببها الطبيعة الجبلية للمناطق المتضررة والكتل الصخرية الناتجة عن الانهيالات .

في 10 تشرين اول ( اكتوبر ) تلقت منظمة حلف شمال الاطلسي (ناتو)
طلبا من باكستان للمساعدة في مواجهة نتائج الزلزال . في اليوم التالي وافق مجلس الحلف على المباشرة في تنظيم عملية جوية رئيسية لنقل التجهيزات اللازمة من دول الحلف والدول الاخرى الشريكة الى باكستان . وكانت العملية بداية نشر قسم من قوة استجابة متقدمة ضمن فريق الاغاثة من الكوارث التابع للناتو .

في 9 تشرين الثاني ( نوفمبر ) اقام فريق طبي هولندي مستشفى ميداني داخلي يضم 60 سريرا وقد قام بتوفير اعمال رعاية واسعة تتراوح بين نشر فريق طبي متجول وصولا الى اجراء عمليات جراحية صعبة . وقد جرى تعزيز الفريق الطبي بفرق طبية من تشيكيا وفرنسا والبرتغال وبريطانيا لتشكل معا مستشفى الاغاثة المتعددة الجنسيات التابع للناتو بقيادة هولندية .

سوف يخاطب هدا التقرير نشر مرافق معالجة طبية في الدور الثاني للقوة المتعددة الجنسيات لمساعدة السكان المتضررين في باكستان في منطقة باغ . ادا اخدنا في عين الاعتبار ان الزلزال حدث في 8 تشرين الاول ( اكتوبر ) من عام 2005 وان المشاركة الطبية لفريق الاغاثة الهولندي التابع للناتو والتي بدأت فعلا بعد شهر واحد فقط وقارناه بدليل الارشادات الدولية حول الاغاثة من الكوارث ونشر المستشفيات الميدانية الاجنبية بعد حدوث الكوارث بان دروسا اكيدة سوف تسجََل حول العلميات ( العسكرية ) للاغاثة من الكوارث .

قامت الخدمات الطبية العسكرية بمهمة انسانية الى باكستان ابتداء من 10 اكتوبر ( تشرين الاول ) الى 11 نوفمبر ( تشرين الثاني ) 2005،
وقد بوشر إعتبارًا من 10 أكتوبر بوضع عملية طوارئ طبية وجراحية قيد التنفيذ ضمّت 46 عنصرًا من العاملين في حقل الطب والإسعاف ورجال الإطفاء والعاملين في قسم الطوارئ الطبية، مع مفرزة عسكرية مؤلفة من 38 عنصرًا.

وقد شكّل مركز الطوارئ التابع للكتيبة 601 (كتيبة دعم النقليات) من آراس، والفرقة السابعة (مركز القيادة المتقدّم) نواة هذه العملية العسكرية. كما عملت مفرزة تابعة للقوة البرية اللوجستية على تأمين سبل الدعم للحياة العادية.

The army medical service carried out a humanitarian mission to Pakistan from 10 October to 11 November 2005. An emergency medical and surgical operation combining 46 medical and paramedical staff from the fire brigade and the emergency medical services with a military detachment of 38 persons was put in place from the 10th of October. An emergency station of the 601st RCR [transport support regiment] from Arras and the 7th ACP [advance command post] constituted the core of the military operation. A detachment of the land logistical force ensured ordinary life support.
