Explanation:
I imagine that what they are saying is that withinin a county all the local authorities should have the same access to common/shared accommodation of this type. As ths type of accommodation is now solely the responsibility of each local authority you can have empty "beds" in one town and no spares in a town close by, but no possibility to distribute people across the county to make maximum use of available places (at least, this is how I understand the system works). Social services would rather have access accommodation throughout the county, rather than just in their own local authority...
