It appears in a contract, and I can't get my head around the exact English equivalent.

This is only a fragment of a sentence, but on the surface it looks completely illogical as it stands.

"Leverantören skall, om inte sakliga skäl föreligger, tillhandahålla...."

The supplier shall have available ... (unless there is some obvious hindrance ...)

Must surely be what is meant?
'saklig' means arguable, defensible, tangible etc. in other contexts.
