administration/administrative/management Explanation: I agree that it is often quite difficult to decide between management and administration for förvaltning. When faced with it I tend to try to visualise whether the sentence is really about the "nuts and bolts" of an operation, which I would say is "administration/administrative", or about its "management". I would translate your example sentence something like this (off the top of my head, subject to improvement!): The model we use for administrative work builds on the concept of the head of administration working with the operations management in a flowing team exercise that supports constant improvement.
