I wanted to find something similar for 'skolpeng' the meaning of which everyone knows, but which is not formally used in the enabling legislation, i.e, the word was made up by some silly journalist/publicist. For the schools, the word 'voucher' is a politically charged concept, but generally used, tho I maintain it is a stupid concpet that works only for the US system. For your purposes, 'pengs' are government grants for various puposes. You are allocating funding for a specific puporse which is usually decribed as a 'scheme' in the UK. I also came to the conclusion that this is a made-up term, and posted this definition in case it might help a little towards finding the right English term. I think the term I suggested in my answer is suitable.

The explaination is of course right, but I know what the term means and perhaps should have specified that I was looking for a generally accepted term (in English) for this.

However I don't think there is one -- It is a made-up term that has a special meaning, beyond the words of the term.
