...taken from an article about policy development (in a collaboration between officials and residents) at the local government level. Word appears in two sentences:

1) Medborgarpanelen planerades och genomfördes genom en bestämd förankringsrationalitet, som innebar att det skapades en högst ojämlik maktrelation mellan å ena sidan tjänstemännen och å andra sidan de boende som bjudits in till dialogen och de som inte bjudits in, men som på sikt skulle engageras och integreras i det lokala samhällslivet.

2) Det var inte bara personer med utländsk bakgrund som sorterades ut enligt rådande förankringsrationalitet, utan det var de boendes erfarenheter som åsidosattes – i rak motsats till den officiella politikens explicita syfte.
