Swedish term or phrase: Instruktion
A company issues an "Instruktion" for Managers, such as in a handbook or company manual.

Of course one could translate this as "Instruction for Managers" (or "Instructions for Managers"). But that is somewhat of a lazy way of translating it; simply because the two words look almost the same (the spelling) and sound the same, that doesn't necessarily mean that the Swedish word has the same meaning as the same word in English).

How about "Directives for Managers," or simply "Statement of Company Policy ...")

Procedure/Guidelines
Explanation:
'Instruktion' often is either of these. Hard to tell from your description of the context. Don't want to muscle in on Sven's answer, which is entirely plausible.
