Alternatively, you may try something like "required profile", where "profile" presumably is as general in meaning as Swedish "-bild".

The "-bild" refers to that there is a (pre)conception of the requirements, that they are defined beforehand. You could optionally capture this by adding a suitable adjective, e.g. thus: "specified requirements".

I think what they mean is that the final version of whatever it is (software?) is made operational, and validation against the specification is done in the form of tests and delivery acceptance.
