Might as well add that the Swedish sentence is poorly constructed. It's not really possible to 'besluta en plan'. it needs another verb, like 'genomfora' or 'anta'.

Think "approved" also sounds fine. Also thought of "ratified", but maybe that is not quite the term. Would be interesting to hear what anybody else thinks!
