The usual spelling, by the way, is "högt i tak."

The meaning of the phrase is that there is an openness to new ideas and nothing (well, almost nothing) is taboo; you can feel free to propose new ideas or ways of doing things. I think "open" is the best way to *briefly* express this in English; I find it difficult to concisely express the concept in English.
