This (and the two sentences below) appear on a fax cover sheet of a German "Bescheid" that I am translating. I assume that it means something like "Best regards," but I wanted to make sure.

Here is the whole bit:

"Hej,
bifogat beskedet från RTR. En bilaga på runt 200 sidor följer med postvägen.

V.v obs, detaljer gällande överföring:

[Bank information]

Med vänliga hälsningar
Santa Claus"

Explanation:
You're right. Simply "Best," works too if you're familiar with the person you're corresponding with. "Sincerely" is a bit too formal of a translation in my opinion for this term.

Other options: All the best, Yours truly, Truly yours, Very truly yours (I tend to get the latter from lawyers)

Explanation:
In 1970 this was a formal way of ending a letter. Things seem to have changed, probably because most people in Sweden born since that time have probably never been taught how to reply to letters.
Incidentally, I don' t regard "Best regards" as common in the UK. I myself write Regards or (informally) Yours. Some people write Kind regards, but where this "best" comes from I don't know.
