Swedish term or phrase: Fintrådiga alger
The algae that live on nutrients from the water (not from the air), on the surface of seas. They are long and thready and are often due to eutrophication. They make swimming unpleasent. You'll find them where the water is a bit still.
I am not looking for a specific species, but the kind of alge that form "carpets".

Filamentous algae
Explanation:
Is the correct translation of "fintrådiga alger", but it is unclear what it is you are really looking for. There seems to be a contradiction in what you write. Filamentous algae generally grow submerged on solid surfaces (but can sometimes float to the surface). The "algae" that bloom in eutrophic lakes and e.g. the Baltic sea and form a layer on the surface of the water are not algae but cyanobacteria. If you could give more context it might help.
