Retail advertising rules in Sweden.

Do they mean that you cannot publish retail advertising in the newspapers unless the advertising is published every 5 weeks at least, and is not published on a payday?

Or do they mean that you cannot publish retail advertising in newspapers unless it is going to run at least every week for 5 weeks, provided it doesn't get published on a payday week, i.e. every other week if you are paid every two weeks.
