If you search for it there, you can see fuller context, which isn't actually much help.

In googling it, I came across this site which provides instructions for Adminstradores del timbre.

I've seen it translated as tax inspector. Is that correct? Or is it something like an accountant? And is it a specifically Mexican thing?

Sometimes refered to a stamp tax collector.
