Spanish term or phrase: Recinto Fiscal

Mexico. I know there are already definitions in the glossary for this term. However, I'm trying to find out the difference between "Recinto Fiscal" and "Recinto Fiscalizado", but I can only post one term at a time. According to the definitions here, the main difference seems to be that the former is operated by the customs authorities, while the latter is operated by private individuals or companies. They both sound like bonded warehouses to me, and I'm not sure if there's a difference between the terms of the two in English.

"Los recintos fiscales son aquellos lugares en donde las autoridades aduaneras realizan indistintamente las funciones de manejo, almacenaje, custodia, carga y descarga de las mercancías de comercio exterior, fiscalización, así como el despacho aduanero de las mismas."

"El Recinto Fiscalizado se refiere a un lugar administrado por particulares dónde el Servicio de Administración Tributaria otorga concesión para que los particulares presten los servicios de manejo, almacenaje y custodia de mercancías, en inmuebles ubicados dentro de los recintos fiscales, en cuyo caso se denominarán recintos fiscalizados concesionados."
