Hi, this is information about the telephone support services of the Spanish Social Security. I think it is a telephone-related term but not 100%; telecoms is not my area.

Explanation:
Any of the above terms is suitable. Your text is saying that users who do not have a private exchange need to have DTMF-capable phones (so that the organization can then use Centrex, which is a public telephone service that emulates private exchange services, such as internal abbreviated dialing). This is why the text says "essentially all" phones need to support DTMF (dual-tone multifrequency -- the noises you get when you use a touchtone phone); the phones that support only pulse dialing can't participate in the network because they can't send/receive the necessary signals to communicate with the public switch).
