Spanish to English translations [PRO]
Tech/Engineering - Telecom(munications)
Spanish term or phrase: de confianza
It appears twice in the document:
Preparacion del aula - Capacitacion de confianza
Capacitacion al personal de confianza del CAP y COPE

This appears in a list of tasks in a project management program for a network operations center project in Mexico.

I was thinking that "personal de confianza" would be "trusted personnel" but it doesn't seem to fit in the first case. I appreciate your help.

En México, el personal de confianza es el personal que no es sindicalizado, por lo que pudiera sugerir también <<Non-Union Personnel>>

Elsewhere in the project, I found the term "core team" in English. So your answer was on track with that.

training for key staff positions

Explanation:
I agree that this is generally management but not always and not all management. This term "cargo/personal de confianza" usually refers to people in key positions (especially involving policy or political decision-making) that are trusted by the top mover and shaker. They are often replaced when the boss leaves and a new one comes in. Others in management, involved in more technical decision-making often remain. Hope this helps.

politically appointed

Explanation:
In Mexico, personal de confianza means "politically-appointed personnel" (or staff).

In your context, "capacitación de confianza", immediately explains that it means "Capacitacion al personal de confianza del CAP y COPE." So I would translate that as "Training for CAP and COPE politically-appointed personnel".
