This appears in a list of tasks in a project management program for a network operations center project in Mexico.

I was thinking that "personal de confianza" would be "trusted personnel" but it doesn't seem to fit in the first case. I appreciate your help.

This term "cargo/personal de confianza" usually refers to people in key positions (especially involving policy or political decision-making) that are trusted by the top mover and shaker.
