agree  R. Alex Jenkins: I've translated 'arranque' before as 'startup', so it makes sense that 'cierre' should be 'shutdown'.

Como yo lo interpreto no está hablando del cierre de un sistema de telecomunicaciones sino del proyecto completo (que podría ser un proyecto de telecomunicaciones) de hecho en la misma frase habla de "arranque de obra" y esto si es el inicio del trabajo relacionado con un proyecto no el arranque del sistema, de esto estoy segura.

disagree  Jackie Bowman: No. I consulted your references and in both cases it is obvious what “technical” means. It has nothing to do with telecommunications technology. It is to do with the distinct phases of actual implementation and financial disbursement in projects.
