"Crimen" obviously should be "criminal", and this must of been said by someone whose Spanish is not too good!

I think this is poorly written sentence, but it means that crime, or criminals are a strong atraction to young people who belong to gangs because that way they become part of the gang family, watching each others backs in rough neighborhoods.

Me parece que, como se trata de una cita no muy elocuente que digamos, con una falta de gramática (en el uso de "a" al principio) y la frase incoherente en la que aparece la palabra "como", todo va a depender de qué voz le quieras dotar a la persona: una con la que se exprese de forma poco comprensible (que es el caso que se ve aquí) o una a la que se entienda (bien).

Perhaps it would be a good idea simply using a frase that one uses to buy time (i.e., a conversational filler) in which to organize ideas. In this case, it might be something like: "...because they have someone in the community, you know (what I’m talking about), that wants them to..."

suggestion = you know (what I'm talkin'/talking about) :-)
