Oh. Ok Rafa. It actually may refer more to that meaning "trials" as "attempts"...I think you're on the right track, but it may be misinterpreted within the context.

Rafa, I agree with Avozzi in that I don't believe it refers to "trials." No one is being "trialed" here.. But I don't believe it refers to the "years in office" of a government either. I think that it somewhat has to do with the years after democratic governments have been established, since the following is the sentence that comes before the one in question in the context:After 35 years of military dictatorship, XXXXXXXXX has achieved to establish the foundations for the setting up of more democratic forms of government. "Luego de 20 a�os de proceso se consiguen...etc.etc.

Luego de 20 a�os de proceso se consiguen algunos avances pero los gobiernos de estos periodos no logran satisfacer las necesidades de la poblaci�n y tampoco se plantean soluciones a los problemas.
