In a random fashion, I asked a few Palo Altans about our city's appearance. Here are some of their concerns:
"I see Palo Alto as a city in decline, seedy and unkempt.
"The fenced-up Arco gas station on Middlefield Avenue is an eyesore. It is getting overgrown with weeds and looks bad."
"There are hundreds of places around town where weeds grow uncontrolled."
"El Camino Real in Barron Park has always looked tacky. It might help to plant more trees in the median strips."
"The medians and the curbsides of El Camino and Alma Street look sad; many weeds, few trees, no attention paid to landscaping at all."
"More streets need to be repaved. We go for years with metal plates and bumps on residential streets."
"Downtown, there's a permanent Dumpster on Waverley right off University Avenue -- the odors are deadly."
"The corner on University by Starbucks is always messy -- overflowing garbage, cups all over, particularly on weekends."
The area around Antonio's Nut house on California Avenue is dingy. It's the litter on the ground and the stench when you walk past the front door that bothers me."
"The worst eyesore is El Camino Real."
"The Page Mill Road underpass is overgrown with weeds and litter. It is a disgrace and it would take only a little work to clean it up."
"University Avenue sidewalks are tacky and sticky."
"I think the way the city maintains roadway medians for itself and for Caltrans is far below even deplorable municipal standards."
"The city is never embarrassed by its practice of often watering nothing but weeds."
The residents I talked to summed it up very well. Our downtown sidewalks are dirty and dingy, especially Lytton Plaza at Bryant Street and University and the centennial wall alley next to University Art that stretches from Hamilton Avenue to University Avenue. The sidewalks in that alley look as if they have not been scrubbed in ages.
Our neighborhood shopping centers also could use a facelift. Edgewood, at Highway 101 and Embarcadero Road, has become particularly tacky looking.
Our city parks are neglected. The grass may be mowed (less this year because of budget cuts), but there are few if any flower beds, no planned landscaping. The few restrooms we have are often dirty.
Our city flower gardens and planter boxes are neglected, particularly along Embarcadero Road, one of the gateways to our city. What we have in those beds is appalling -- a few scraggly daisies, some daylilies, and a lot of bare spots. There are some purple groundcover plants that fill an entire bed -- not visually inspiring. (If you have not noticed the flower beds, that, too, says something.). The Main Library's flower planters are also suffering this year.
Then there are our streets --many are cracked and filled with metal plates. Our storm sewer system is in great need of repair.
One could argue that these are lean times, and spending money on flowers, park landscaping, trees and street repairs are not our priorities.
But to me, these should be among our top priorities. How we look as a town defines who and what we are: Are we a lovely suburban community or a run-down city? And while street repairs are expensive, flowers don't cost a fortune. Pulling out weeds and picking up trash should be a daily regimen for city employees. If we don't maintain and spruce up our city, we will one day open our eyes and realize we have become a very shabby town. That could mean a drop in home values and a declining city revenues.
It's time to clean up Palo Alto. We are becoming a bit unkempt. Take a look around.
When I walk around our city, it seems dingy and uncared for in many places. Living here every day, we hardly notice the subtle changes and effects of time, the wearing down of what is around us. Our residential streets are fine. But our public places are not as pretty as they used to be.
The median strips already in place could look so much better. The photo at right shows the strip along El Camino Real near Matadero Avenue with sprinklers in place but nothing to water and virtually no landscaping.
In fact the city essentially abandons all maintenance of medians by graveling in or concreting most of the medians and leaving only a few trees at mid block to provide the landscaping (see top photo). Let's put in more plants.
City beautification should be a City Hall responsibility. Thus, City Council should allocate a portion of the budget for beautification. If we don't keep our houses repaired, they will lose value. If we don't keep our city repaired, we will lose the city revenues we need to pay for all our prized services.
It also may be time for all of us to try to make this a prettier place to live. Local garden clubs and/or service organizations could band together to plant flower gardens along Embarcadero, as well as downtown. Neighborhood associations could help plant greenery in neighborhood shopping centers - the Midtown shopping center could use a lot of new landscaping.
We could hire teenagers or seniors to help us maintain the gardens.
We can ask all retail merchants to sweep and hose off their sidewalks at least twice a week.
We can insist that trash baskets in the downtown and along California Avenue be cleaned up more often.
We can develop a park improvement program.
The city's downtown Business Improvement District (BID) can apply pressure on city hall to ensure that more be done to maintain the downtown. Ditto for the Palo Alto Chamber of Commerce, and ditto for the California Avenue Area Development Association.
We could start a "Clean Up Palo Alto" (CLUPA) community-wide project.
I love this town. I want to keep it looking as nice as possible. We are an extremely affluent city. We should spend more of our money keeping up appearances.
